Business and Industry (closed enrollment) Assurances: The College has met or will meet the four institutional assurances required for program application. 1. Access. The college and program will affirmatively provide access, accommodations, flexibility, and additional/supplemental services for special populations and protected classes of students. 2. Continuous Improvement. The college has assessment, evaluation, feedback, and continuous improvement processes or systems in place. For the proposed program, there will be opportunities for input from and concerning the instructor(s), students, employers, and other partners/stakeholders. Program need and labor market information will be periodically re-evaluated and changes will be requested, as needed. 1
2 3. Adverse impact and detrimental duplication. The college will follow all current laws, rules, and procedures and has made good faith efforts to avoid or resolve adverse intersegmental and intrasegmental impact and detrimental duplication problems with other relevant programs or institutions. 4. Program records maintenance and congruence. The college acknowledges that the records concerning the program title, curriculum, CIP code, credit hours, etc. maintained by the Department are the official records and it is the college s responsibility to keep their records aligned with those of the Department. The college will not make changes to the program without informing and/or receiving approval from the Department. Summary Health care workers are in great demand. The Basic Health Care certificate will give students an opportunity to enter the work force with the basic skills and knowledge they need to be successful in an entry level health care position. It is essential that the student pursuing a career in healthcare have good people skills. Collaboration and communication are key to a successful position in healthcare as well as patience and stability. Also important for a health care professional is a general understanding of math and science, as these are the basis on which health care interventions are founded. The courses selected for the Basic Health Care certificate focus on the essential elements needed for an entry-level job in health care as well as provide students with basic courses that will prepare them for more advanced courses in the future. The first two terms provide the student with foundational courses that will enhance the student s interpersonal skills and provide them with the general knowledge in math, science, writing and human relations needed to be successful in the healthcare field. The student can also build on these foundational courses to move forward with their education should they wish to advance their health care career. In the third term the student will focus on work-ready skills, selecting from one of three healthcare specialty tracks which will make them eligible to apply for work in the selected healthcare setting. The tracks prepare the student to work as a Certified Nursing Assistant, a Sterile Processing Technician or in a Medical Intake position. Program Highlights Standards: The College has met the five program approval standards. 1. Need The community college provides clear evidence of the need for the program. The Basic Healthcare certificate will provide the student with an opportunity to get a job in the health care system and will provide them with the foundation they can build on to further their education if they wish to advance to higher level health care careers. Growth in the healthcare industry has been steady for years and will increase. According to the U.S. Bureau of Labor Statistics (BLS), the health care industry is projected to add more jobs over -4 million than any other industry between the years of It is projected to be the fastest growing industries in the economy (Healthcare, 2014). (See attached statistical data.) The demand for healthcare providers and support staff are due in part to: The aging population, and older people utilize health care services three times more than the younger people. Plus, they have more chronic 2
3 conditions, which require different and longer-term treatment compared to acute conditions. (Salka, 2014). The Affordable Care Act: increase in accessible health care for all citizens. Increase in medical technology and advanced treatment for acute illness. Push for preventive healthcare medicine. Demand to contain health care cost, and improving quality of care and access by utilizing healthcare workers to their fullest potential and training. The rapid growth in the Portland metropolitan area is also putting greater demands on the health systems in the region and these systems are looking for innovative ways to meet some of the demands in a more cost efficient manner utilizing specifically trained skilled healthcare workers. No other community college in the Portland metropolitan area offers the Basic Healthcare certificate, but Rogue Community College offers a similar certificate in the southern region. Collaboration The community college utilizes systemic methods for meaningful and ongoing involvement of the appropriate constituencies. This development of the Basic Healthcare certificate was supported and reviewed by staff from the Community Workforce and Development Department; Dean of Science and Math; Dean of Allied Health; Dean of Industrial Technical and Perkins funds, faculty from Medical Office program, and Biology and Admission and Transcript Evaluator and Academic advisor from David Douglas High School. Community Healthcare partners were from Portland Adventist Medical system and Marquis Care Company. Local employers Marquis Health Care Company and Adventist Home Health have projected openings for 200 to 500 health care workers in the next 4 years. They list as their highest needs: basic caregivers, certified nursing assistant and patient intake specialist. (See attached letters of support.) These are entry-level positions that the Basic Healthcare certificate would qualify our students to apply for as they complete their certificate. Both Marquis Company and Adventist Health Care offer educational benefits to their employees to advance their education. With employer support and a stackable credential the student has the option to advance in the healthcare industry. 3
4 Oregon Health Science University Hospital and Providence Health System has posting for Sterile Processing Technicians and in the last 2 years each system negotiated with the Surgical Technician program here at Mt. Hood Community College (MHCC) to offer a 7 credit course training students for this position. Both agencies made available to the class an opportunity to use their facility as a practice lab for hands-on learning. The demand for technicians trained in sterile processing is increasing as more people secure health insurance and the number if sterile treatments and surgeries increase. 3. Alignment The community college program is aligned with appropriate education, workforce development, and economic development programs. One of the goals of Workforce is to meet the needs of the community partners for workers as well as meet the needs of the students to acquire the skills and foundational education that they need to obtain entry level jobs that can lead to more advanced positions if the student wants to continue their education. The Bureau of Labor predicts there will be a 49% increase in demand for entry level health care workers, a need for 580,800 workers in this position by the year 2022 and the pay will be in the median level. (Occupational Outlook Handbook 2014). This certificate is being offered to provide the student with the opportunity to be job ready as well as meet the needs of the community. 4. Design The community college program leads to student achievement of academic and technical knowledge, skills, and related proficiencies. The program will prepare students with the skills needed to provide service for patients in the health care setting. Emphasis will be placed on helping the student to understand and utilize medical language, how to interact appropriately with patients and colleagues in the health care setting and to have a basic understanding of math and how the body works and the application of this information when caring for patients or equipment in the healthcare setting. Along with the foundational theory specifics, technical skills will be taught to prepare the student to enter the work force. The Bureau of Labor and Statistics (BLS) clarifies occupational requirements by assigning the typical level of education or training workers need to attain competency and prepare for entry-level positions in a particular occupation. The Basic Healthcare occupations curriculum in this certificate meets the BLS requirement of a postsecondary non-degree award. Objectives of the curriculum are to prepare the student to be able to: Recognize the different entry level health care roles. Demonstrate appropriate personal-social interaction with clients and colleagues in a healthcare setting. Apply the general math and biology principles to their care of the client in the health care setting. Demonstrate application of skills and knowledge from the health care path they elected in the clinical setting. (Nursing Assistant, or Sterile Processing Technician or Medical Intake) 4
5 Offering our students the opportunity to qualify for entry-level positions in this job market will open many doors for them and prepare them to move forward in their careers and education. 5. Capacity The community college identifies and has the resources to develop, implement, and sustain the program. All courses offered for the certificate are presently offered by the college as general electives and non-restricted one term programs Certified Nursing Assistant (CAN), Medical Intake, Sterile processing, Emergency Medical Technician (EMT)). There would be no additional cost to the college to offer the Basic Healthcare certificate. Advisors from the general college advising office and the staff working in the Community Workforce and Development department will be available to counsel students regarding the program and discuss the pathway into healthcare careers this certificate offers the students.
