2 Team Nutrition Training Grant: What is it for? Support the implementation of USDA's nutrition requirements and the Dietary Guidelines for Americans in meals served in schools and child care institutions. Offer funding to State agencies to establish or enhance sustainable improvements to children's lifelong eating and physical activity habits.
3 Nutrition and Wellness in Child Care: Why it Matters Provides children the opportunity to develop lifelong healthy eating habits and preferences. Childhood is a critical time of growth and development for the body and brain; nutrient dense food and physical activity is a must. Makes a positive difference throughout a child s life it is one of the greatest gifts you can give them.
4 General Information: Up to 15 subgrants will be awarded to qualifying eligible applicants on a competitive basis. Duration of subgrant period: July 1, 2014 June 30, Awards tiered by number of qualifying sites under each sponsor: Sponsors with 2-3 sites up to five, $6,700/each Sponsors with 4-9 sites up to five, $16,700/each Sponsors with 10 or more sites up to five, $26,700/ each Note: Sponsoring organizations are not required to apply for the full amount of the tier they are eligible for.
5 Who is it for? Who can apply? Illinois CACFP Sponsoring Organizations that are approved to participate in the USDA's Child and Adult Care Food Program (CACFP); Sponsor multiple CACFP sites at which 90 percent or more of the enrolled children are eligible for free or reduced-price meals These qualifications can be met as of the date of the current CACFP fiscal year beginning Oct. 1, 2013, up to the RFP s post date, Jan. 31, The due date for Subgrant Applications is: April 30, 2014.
6 What is it? Illinois will award up to 15 TNT subgrants to provide training for CACFP sites based on the 2010 Dietary Guidelines for Americans and the anticipated revisions of the CACFP Meal Pattern requirements based on Institute of Medicine recommendations. Training and activities should be focused on one or more of the following nutrition and wellness strategies: Build a Healthy Plate Increase Consumption of Healthy Beverages Increase Active Play Limit Screen Time Focus on Food Safety
7 What is it? In preparing subgrant proposals, applicants are encouraged to use USDA-Team Nutrition and National Food Service Management Institute (NFSMI) resources, including the following: More Than Mud Pies Sixth Edition Nutrition and Wellness Tips for Young Children: Provider Handbook Ready, Set, Go! Creating and Maintaining a Wellness Environment in Child Care Centers Participating in the CACFP Recipes for Healthy Kids Cookbook for Child Care Centers Serving Up MyPlate: A Yummy Curriculum
8 What is it? Previous TNT subgrant success stories include: Parent Education: nutrition story books and literacy packets; lists of physical activities to do with children at home; workshops for parents; newsletter for parents Staff wellness role modeling Parachute kits for active play at the centers Gardening Projects that link messages about nutrition Backyard Blast family fun day full of activity and nutrition
9 What is it? All proposed projects should include the following Team Nutrition (TN) initiatives: 1) Provide training and technical assistance to child nutrition foodservice professionals to enable them to prepare and serve nutritious meals that appeal to children; 2) Provide fun and interactive nutrition education for children, teachers, parents, and other caregivers; and 3) Build school and community support for creating healthy school environments that are conducive to healthy eating and physical activity.
10 What is it? Grant funds may be used for the following items: Food and small food-prep equipment: (may not exceed 10 percent of the grant received) Posters, pamphlets, audiovisuals, or small consumable supplies to promote physical fitness Educational and program materials Promotional materials that pertain to one or more TN messages (may not exceed 10 percent of the grant received) Staff development and other training activities specific to nutrition education Substitute pay to allow teachers to participate in staff development trainings or workshops Promotion of gardening or purchase of a reasonable amount of supplies for classroom gardening projects.
11 What is it? Grant funds shall not be used for: Meals Costs associated with sports lessons or a for-profit physical fitness organization Bulk soils, irrigation supplies, fencing, or any large piece of gardening equipment (e.g., tiller, greenhouse) Foodservice operation equipment Medical equipment or health services related to health assessments Pedometers Awards Funds to supplement a current physical education program Staff salaries and benefits Indirect costs
12 Reporting and Recordkeeping Reporting requirements: Mid-course and final reports, describing the progress and outcomes of grant activities Revised action plans and/or budgets, as needed, for approval during the grant period Quarterly expenditure reports, due at the end of September, December, March, and June Progress reports of the project as an accompaniment to all invoices sent to the Agency for payment Supporting documentation as the Agency may reasonably request Key Strategies survey, given at the end of the grant period
13 Reporting and Recordkeeping Recordkeeping requirements: Copies of each invoice for expenses covered under the grant Tracked subgrant funds to ensure they are not co-mingled with other program funds Subgrant expenses must be recorded separately from your CACFP or any other expenses Adherence to federal rules and regulations, including those addressing allowable costs, as well as procurement requirements Adherence to Guidance for Interpreting Cost Principles of Sub-Grant Awards.
14 Application Checklist Each application must include the following for a complete proposal: 1. General Information and Signature Page (Attachment 1) 2. Work Plan (Attachment 2) 3. Outcomes and Sustainability (Attachment 3) 4. Budget Summary (Attachment 4) 5. Budget Summary Breakdown Narrative (Attachment 5) 6. Certifications and Assurances (Attachments 6-10) 7. Letters of Support (optional)
15 Additional Requirements Attendance at one wellness workshop in March 2014, offered by ISBE CACFP staff Commitment to allow ISBE monitoring throughout the course of the grant Formation of a wellness team that includes, at a minimum: Team leader Foodservice representative Nutrition and/or physical education staff member(s) or professional(s) from the local community (at least one person) An administrator NOTE: Subgrantees may be chosen to participate in a video production or a newsletter publication highlighting best practices. Cooperation and participation will be expected.
16 Additional Requirements The wellness workshops will be held in March, prior to the due date for subgrant proposals. Workshop locations and dates are as follows: Springfield March 13 Oak Lawn March 19 Marion March 27 Online webinar TBD At the workshops, we will: Go through the subgrant attachments in detail Outline the reporting and recordkeeping requirements in depth Showcase Team Nutrition grant projects from other states Provide one-on-one assistance and answer questions
17 Scoring Criteria Each proposal received will be evaluated independently by a group of three reviewers for scoring. The five highest scoring of each of three tiers will receive the subgrant awards. Subgrant awards will be scored based on the following criteria: A sound project plan to enhance nutrition and wellness best practices (60 points) A reasonable, cost-effective budget consistent with USDA cost principles for subgrants (40 points) Ten additional points will be awarded to each proposal from a not-for-profit sponsor
