The state s health insurance marketplace available to most people who live or work in Maryland through the Affordable Care Act Maryland s marketplace to compare health insurance options and enroll in a plan that best meets your needs, whether Medicaid or a private insurance plan Even if you have never been able to afford insurance before, you may qualify for financial assistance or for Medicaid Maryland Health Connection is the only place to receive: Premium tax credits from federal government Cost-sharing reductions
8 Maryland Health Connection You have choices in your health coverage Employer-based coverage will continue Open Enrollment for plans begins Nov. 15, 2014, with coverage starting Jan. 1, 2015 Medicaid enrollment is year-round and coverage may begin earlier
9 Enrollment Process One streamlined application for: Qualified Health Plans (private insurance) Medicaid Maryland s Children s Health Program (MCHP) Apply: online, by phone or in person Open enrollment begins Nov. 15
10 Simple Process After you complete the online application, Maryland Health Connection will determine your eligibility and present the results. You may qualify for: Medicaid Maryland Children s Health Program (MCHP) Financial assistance to pay for monthly insurance costs for private insurance through Maryland Health Connection

12 What is a Qualified Health Plan? A Qualified Health Plan is an insurance plan offered by an insurance company in Maryland that: Is licensed and in good standing with the State of Maryland Covers Essential Health Benefits Agrees to charge the same premium rate for plans through Maryland Health Connection as those outside Maryland Health Connection
13 Essential Health Benefits Qualified Health Plans cover Essential Health Benefits that include at least these 10 categories Ambulatory patient services Emergency services Hospitalization Maternity and newborn care Mental health and substance use disorder services, including behavioral health treatment Prescription drugs Rehabilitative and habilitative services and devices Laboratory services Preventive and wellness services and chronic disease management Pediatric services, including oral and vision care
14 More People Now Qualify for Medicaid Medicaid, also known as Medical Assistance, has expanded so more people are now eligible Apply through Maryland Health Connection (online, phone or in person) to determine eligibility Modernized method uses electronic data; reduces paper documentation Reduces time and simplifies renewal process
15 Eligibility for Medicaid Household Size You May Qualify If Your Income Is Less Than 1 $16,105 2 $21,707 3 $27,310 4 $32,913 Income limits are higher for children and pregnant women.

17 Financial Assistance to Make Insurance Affordable Even if you have never been able to afford insurance before, you may qualify for assistance to help reduce the cost of your monthly bill. Your eligibility for financial help will be determined immediately by Maryland Health Connection when you apply.
18 What is a Premium Tax Credit? With most tax credits, you have to wait until you file your tax returns. The health care tax credit is DIFFERENT. It is credited immediately to your insurance premium and paid by the federal government to the insurance company so you pay less each month. You can choose to receive all or part of the tax credit immediately or when you file your tax return.
19 Premium Tax Credits Eligibility based on Household income and family size for the year Income less than $46,680 for an individual or $95,400 for a family of 4 (for plans in 2015)
20 What Is a Cost-Sharing Reduction? Additional financial assistance to lower the cost of health coverage Lowers your out-of-pocket costs like copays and deductibles If you qualify for cost sharing, you can access these savings by choosing a Silver plan

23 Insurance Terms to Know Terms you will want to know in the coming months to help make the decision easier: TYPE OF COST-SHARING Premium Copayment Deductible Coinsurance Out-of-pocket maximum WHAT IT IS The monthly fee you will pay the insurance company for your insurance Fixed amount you pay for each routine health care service. Example: $25 for an office visit or $10 for a prescription refill How much you must pay for care before your plan starts to pay Percentage of each health care service that you pay and your plan pays the rest. Example: You pay 20%; the plan pays 80% Maximum amount you will pay per year, based on copays, deductibles and co-insurance
