1 Finance Manager The British School at Rome is a centre of interdisciplinary research excellence in the Mediterranean supporting the full range of arts, humanities and social sciences. The British School at Rome is seeking to appoint an experienced individual to the post of BSR Finance Manager in Rome. This position carries operational responsibility for day to day administration and for all financial activities, together with the opportunity to work as a key team player in Britain s leading humanities research institute abroad. Qualifications for the post include a good degree-level education, a relevant financial qualification, a track record of administrative and organisational experience, excellent people and interpersonal skills, a flair for operating complex systems, and strong problem-solving, numeracy and communication skills. Experience of working in different countries, preferably including the UK and Italy, is desirable. The post is expected to be on a full-time permanent Italian contract at level I of the Contratto Collettivo Nazionale di Lavoro (CCNL) del Commercio (approximately, lordo p.a.); a UK-based contract will be considered based on the University College London nonclinical Grade. The appointment will be made on the scale according to experience. The position will be based in Rome. 2 Finance Manager Further particulars The British School at Rome (the BSR ) is Britain s leading humanities research institute abroad and one of the most prestigious foreign academies in Rome supporting the full range of arts, humanities and social sciences. One of six overseas research institutes sponsored by the British Academy, the BSR also has an office in London. We are an independent Royal Charter body registered as a charity in England and Wales (no. ), with our own Council (board of Trustees), and we operate as an entità senza scopo di lucro in Italy, with the obligation to report on a substantial grant to the British Academy. The BSR s statutory financial reporting follows the UK Charities SORP and we are audited as a UK reporting body. We have a staff of approximately FTEs, with three based permanently in London. The BSR seeks to appoint an experienced person to the post of Finance Manager, who will be based in Rome, but also work closely with our London staff. The position carries operational responsibility for day-to-day administration in Rome, financial responsibilities in London and Rome, as well as the opportunity to work as a key team member. You will report directly to the Director and line manage another member of staff. You will also liaise with the BSR s Honorary Treasurer. To manage the financial and related administration of the BSR you will be responsible for: Financial Management ( % of time) Manage the BSR s financial systems so that data are comprehensive and accurate. o Prepare monthly management accounts in a timely manner and appropriate format for BSR decision-makers. o Develop and maintain a robust grant and contracts management/reporting system. o Prepare financial accounts and all supporting documentation for the annual audit process, and liaise with the external auditors. o Provide and interpret financial information for other budget-holders and senior staff. o Review weekly bank reconciliations and ensure anomalies are accounted for, review petty cash arrangements and carry out regular checks. o Carry out control account reconciliations on a regular basis. 2/2

3 Manage the outsourced UK payroll and pension arrangements, and the Italian payroll, including provision of information to appointed consultants and statutory reporting. Oversee insurance cover for employees, equipment and premises. Manage the contracts for externally-provided services and supplies, including tendering arrangements and regular value-for-money reviews. Conduct reviews and evaluations for cost-reduction opportunities. Oversee and lead the annual budgeting process with the Director and budget-holders; monitor progress and alert the Director to budget variance. Manage cash flow and forecasting, including cash requirements in Rome, and arrange transfers to be made from UK bank accounts on a timely basis. Update and implement all necessary business policies and accounting practices; review and update the BSR s financial policy and procedures manual. Provide accurate financial information and commentary for the BSR s Finance and Personnel Subcommittee and Council (Trustees). Provide accurate financial information for reporting to the British Academy, at set points and as requested. Assist in the preparation of text for the Annual Review relating to administration and financial operations. Manage financial reporting requirements to grant-making bodies. Manage relevant aspects of the administration archive including the correct data retention of financial records. Respond to enquiries and complaints in relation to financial matters. General Administration ( % of time) Maintain and improve current administrative systems (including financial systems and internal controls) in Rome and in London to ensure efficient and consistent operations across the institution. Develop and implement new administrative systems as required. Implement and maintain the Modello Organizzativo and Staff Handbook. Ensure adequate support staff levels to cover for absences and peaks in workload in the office (including providing or arranging holiday and sickness cover). Maintain, review, update and communicate human resource management policies, and support staff recruitment. Review and manage staff induction and training programmes so that staff have the tools and knowledge of BSR policies and procedures to operate efficiently and effectively. Advise on changes to office equipment, including identifying appropriate suppliers. Oversee the fabric of the administrative offices, arranging for repairs and renewals. Oversee the financial administration of annual taught courses. IT Management ( % of time) Manage technical support of the BSR website. Manage technical support of the and calendar system. Manage IT support contracts general and software specific. Advise on, evaluate and implement hardware/software solutions for operational needs. 3/3

4 Main qualifications, skills and experience required The successful candidate will be able to show the following skills and qualifications: Essential A recognised UK and/or Italian accounting qualification. A qualification to degree level. Fluent spoken and written English, and very good knowledge of spoken and written Italian. Ability to translate financial concepts to and effectively collaborate with non-financially trained colleagues. Knowledge of accounting and reporting requirements in the UK and Italy. Keen analytic and problem-solving skills. Personal qualities of integrity, credibility and institutional loyalty. Excellent communication and relationship building skills with an ability to prioritise, negotiate, and work with a variety of internal and external stakeholders. At least seven years of professional experience including broad financial and operations management experience. Knowledge of a range of office software, including financial software, spreadsheets, databases, word processing and . Desirable Experience of the final responsibility for the quality and content of all financial data, reporting and audit coordination in a previous post. Experience in grants management. Technological awareness, experience of selecting and overseeing software installation, and of managing relationships with software vendors. Experience in human resources management. Remuneration The post is expected to be on a full-time permanent Italian contract at level I of the Contratto Collettivo Nazionale di Lavoro (CCNL) del Commercio (approximately, lordo p.a.); a UK-based contract will be considered based on the University College London non-clinical Grade. Employees on a UK contract will be members of the Universities Superannuation Scheme (USS) unless they notify the BSR that they wish to withdraw from the USS. If they opt-out of USS, no other pension contributions will be paid. Hours of work Approximately hours per week, normally spread over five days (between. and. ). Annual Leave Leave entitlement will follow the national norm depending on the type of contract. Terms This is a permanent full-time post. The probation period will be six months. 4/4
