1 DISASTER RISK MANAGEMENT APPROACH FOR HOSPITALITY FACILITIES: PLANNING AND RESPONSES Organized by In collaboration with School of Travel Industry Management (TIM), University of Hawaii and Asian Disaster Preparedness Center (ADPC) June 2005 Asia Hotel Bangkok, Thailand Background Given the recent tsunami tragedy, earthquake and terrorism there is an urgent need for the hotel industry to develop training opportunities for hotel operators and managers to be better prepared for both natural as well as man-made disasters. This is important for the safety of visitors and employees but will also become an important consideration when visitors are making decisions about destinations and properties. It could be seen that a sound training program could lead to a certification process for properties that meet certain disaster preparedness training and design criteria. This two-day course is organized by in collaboration with School of Travel Industry Management, University of Hawaii and the Asian Disaster Preparedness Center (ADPC). It is seen as introductory and more detailed training will eventually be necessary in order to ensure a high level of competence. Aim of the Course Planning for and dealing with disasters should now be part of the overall management concerns of the resorts and hotels. These disasters can be man-made or natural in origin. This course will introduce participants to the development of a disaster plan for a property and will be concerned both in how to ensure that the facilities themselves are designed in such a way to withstand disasters from a cost-effective point of view and to develop plans, procedures and training policies and implementation strategies to ensure the least possible loss of life and property damage as possible after disaster. It intends to introduce participants also on emergency response of facilities in terms of generalized and specific marketing, advertising, and public relations strategies and practices to utilize following significant natural and/or man made disasters. Course Description This course will address such issues as the planning and design of facilities from a risk point of view and the development of a risk preparedness plan for hotel management. The intent will be to introduce the participants to the range of issues that must be considered in preparing for a disaster. It will first determine the need for tourism industry on disaster risk management, examine the nature and types of disasters and threats, and provide an understanding of emergency planning and management in terms of prevention, mitigation, preparedness, response and recovery. It will also 1
2 deals with various physical and design issues to be considered in light of a resort/hotel s physical and natural environment. The emphasis will be on practical and cost-effective measures and will discuss how a tourism facility can develop multipurpose facilities that can be used as safe havens, evacuation routes and health facilities. Specific crisis marketing, advertising, and public relations activities to recapture lost visitor markets and to potentially gain new markets will be examined with an emphasis placed upon tour operators and other travel intermediaries (reestablishment of active and progressive marketing approaches), addressing traveler psychological behavior (examining post event perceptions and strategies for reestablishing markets), and necessity for active/progressive strategic training programs focused on affected enterprises and employees in visitor destinations. Course Instruction The course is designed and delivered by the School of Travel Industry Management, University of Hawaii, the Asian Disaster Preparedness Center (ADPC) which is based at the Asian Institute of Technology in Bangkok and also local experts in Thailand. 5 GROUP EXERCISES Introduction The course will have three group exercises designed to provide participants with an opportunity of directly applying the concepts and principles provided in the presentations. The class will be divided into five groups. Each of the groups will deal with a different type and scale of facility: Large-scale urban hotel Small-scale urban hotel Remote resort on an island Small rural hotel Integrated tourism resort. Each group will also be assigned a specific type of disaster to consider: Tsunami Flood Terrorism Fire Earthquake Group Exercise 1: Developing a Disaster Preparedness Plan Each group will develop an outline disaster preparedness plan for the various facilities including the following factors: Preparedness Response Rehabilitation Reconstruction Development Prevention Mitigation. Group Exercise 2: Identifying Physical Planning and Design elements for Disaster Preparedness Each group will identify specific physical planning and design strategies for their facility in order to better prepared for a range of disasters. Group Exercise 3: Preparing a Disaster Marketing and PR Strategy Each group will prepare a marketing and PR strategy for their facility to deal with disaster issues
