SSDI and SSI Comparison Chart Source of Payments: Initial Qualification: Health Insurance: Family Members: SSDI Disability trust fund (FICA taxes)! Meet medical criteria! Not working at Substantial Gainful Activity (SGA) level! Must have paid into FICA taxes (insured status)through earnings Medicare after 2 years of entitlement to SSDI Can be eligible as spouses, children and parents SSI General tax revenues! Meet medical criteria! Not working at Substantial Gainful Activity (SGA) level! Meet resource limit - $2,000 for individuals - $3,000 for couple! Have limited income Medicaid (known as Medi-Cal in California) Must qualify on their own
Social Security Disability Insurance (SSDI) Work Incentives " Trial Work Period (TWP) - $780 trigger " Extended Period of Eligibility (EPE) " Impairment-Related Work Expenses and Subsidies such as wheelchair and transportation " Medicare Coverage " Expedited Reinstatement (EXR)
SSDI Work Incentives to Consider Impairment-Related Work Expenses and Subsidies: Recovery during VR Program: Continuing Medicare: Expedited Reinstatement: May allow higher earnings to not be counted as SGA so benefits can continue. If you are receiving services to help you return to work, even if you improve medically you may continue to receive benefits while in training. We would still consider your earnings from work to determine eligibility for benefits. Medicare can continue for 93 months after the end of the TWP. Payments may begin again if you stop performing SGA within 5 years of termination.
SSI Work Incentives SSI work incentives are provisions of the Social Security Act that give disabled individuals receiving SSI an opportunity to work towards financial independence without the fear of totally losing cash benefits and/or medical assistance.
SSI Work Incentives " $65 earned income exclusion plus one-half remainder " Impairment-Related Work Expenses " Blind Work Expenses " Student (child) Earned Income Exclusion " Plan to Achieve Self-Support (PASS) " Property Essential for Self-Support (PESS) " Recovery during VR Program " 1619-B continuation of Medicaid eligibility " Reinstatement without new Application " Expedited Reinstatement
SSI Work Incentives Defined Earned Income Exclusion: " We do not count the first $65 of the earnings you receive in a month, plus one-half of the remaining earnings. This means that we count less than one-half of your earnings when we figure your SSI payment amount. " We apply this exclusion in addition to the $20 general income exclusion. We apply the $20 general income exclusion first to any unearned income that you may receive. Example: Monthly earnings: $685 per month - minus SSI general income inclusion: $20 per month - minus SSI earned income exclusion: $65 per month Equals = $600 SSI counts half of $600, or $300 against any payable SSI benefits. Note: Income received in a given month is usually counted against the benefit payment that is due two months later.
" Student Earned Income - Allows a person under age 22, and regularly attending school, to exclude up to $1,780 of earned income per month. The maximum annual exclusion is $7,060 for " Plan to Achieve Self Support (PASS) May allow you to keep getting SSI if you have money or items of value that you need in order to work, even if they are worth more than the resource limit in order to achieve your goal. " Property Essential to Self-Support (PESS) - Real or personal property excluded as a resource if it is essential to an individual's means of self-support.
Ticket to Work " Social Security Work Incentives offers support services and provides a safety net to assist beneficiaries in finding meaningful employment and success in the workplace. " A medical Review will be delayed if a Ticket is in use. " The program is Voluntary " Earnings still have to be reported to SSA and the policies have to be applied according to each program policies and procedures. (ex. TWP/SGA and SSI countable income) " Beneficiaries can visit our website at or call MAXIMUS at YOURTICKET ( ) to learn more about the Ticket to Work incentives or to activate their ticket.
For more information on Ticket to Work " Visit SSA s Work Site: " Visit the Ticket Call Center web site: " Visit SSA s Ticket Tracker: tickettracker.html "
