3 Welcome Letter Dear Applicant, Thank you for taking the time to discover more about this opportunity to join our finance team and about the Royal College of Art. The College has an impressive history at the forefront of design and art education and research, numerous eminent graduates and an outstanding record of graduate employment. Of course, most importantly, it s a great place to work! Located on two campuses in central London South Kensington and Battersea the College is a leader in its field, with excellence in teaching and research consistently recognised as being of the highest standing. Ranked as the world s #1 university in art and design, the College sustains a tradition of creative and intellectual excellence combined with a modern work culture that supports diversity, equal opportunity and work/life balance. In keeping with its international standing and position, the College has, over the past 5 years, expanded its student population (from 850 to just over 1500 currently). At the same time, the number of staff has also increased to maintain the growth in student numbers. We are about to launch our new strategic plan in November this year, with a renewed focus on people and environment, along with further growth in both student numbers and programmes on offer. To support the aims of the College and our new strategy, a strong finance team is crucial. I joined the organisation in November 2015 and have been working with staff from across the College and the finance team to develop a new vision for the department. Together, our aim is to be a professionallyskilled finance function that delivers innovative (able to improve, change and develop), effective and efficient customer focused financial services. As a department, we are currently in the midst of a period of rapid development and positive change. We are now in the fortunate position of being able to recruit four ambitious and enthusiastic people to join our team. The newly created post of Head of Financial Accounting will be responsible for driving forward our financial reporting, ensuring that the College achieves best practice in terms of complying with accounting and legal reporting obligations. Additionally, it will also lead our transaction processing team. The new Head will be supported by a Financial Accountant who will hold a dual role, acting as both an Agresso systems super user as well as carrying out key financial accounting activities. In addition to transforming our financial accounting we also need to continue our work to deliver a step change in the Management Accounting/Business Partner support we provide to the Schools/Departments. As a result we are looking to recruit two new Management Accountants who will be responsible for providing financial information and advice and guidance to managers across the College, which informs, influences and supports decision making. Purpose of Role Reporting to the Deputy Director of Finance, the Head of Financial Accounting will be responsible for the delivery of excellent statutory financial reporting and for the delivery of a customer focused transaction processing service on behalf of the Finance Department. The role holder will also operate as Finance Department s expert with regard to technical financial accounting matters. The primary responsibilities of this role are to: Manage the production of the year end financial statements including the transition to International Financial Reporting Standards (FRS102). Be responsible for fixed asset accounting. Produce the College and subsidiary VAT and corporation tax returns.

5 Be responsible for delivering effective customer focused financial transactional processes which support the rest of the organisation, such as accounts payable, accounts receivable and bank. Ensure the College s Finance Regulations and policies are up to date. The role requires internal liaison with College staff at all levels, but most notably at the Director/Dean and Head of Programme/Department level, as well as close working with the Deputy Director of Finance, the management accounting team and the rest of the Finance team. The role also requires liaison with the College s internal and external auditors and other external consultants (e.g. on tax or for the development of the College s finance system). The post holder is expected to manage a team of 4 staff (3 direct reports, 1 indirect report). Key responsibilities Lead and manage and the work of the Financial Accountant, Accounts payable team and Accounts Receivable Officer (3 FTEs direct reports, 1 FTE indirect) Ensure delivery of accurate and timely financial reporting according to targets. Responsible for providing excellent service in respect of accounts payable and accounts receivable services. Manage the production of the year end financial statements for the College and its subsidiaries and the associated supporting evidence and reconciliations. Responsible for the balances reported in the financial statements, including the completeness and accuracy of supporting reconciliations Responsible for month end closure timetable and the accounting adjustments necessary to produce accurate monthly management accounts. Manage the College s short term to medium term cash forecasting process. Responsible for ensuring the integrity of the data held within the finance systems and the security of the related data entry processes. Provide advice on the implications of changes in accounting rules / policies and legislation and ensure that the College adopts best practice and complies with all relevant accounting and statutory obligations. This includes accounting property for ring fenced funding and international financial reporting standards (IFRS)/FRS102. Responsible for the calculation and submission of College and subsidiary VAT and corporation tax returns and gift aid recovery. Provide advice on a College wide basis on taxation and in particular VAT in relation to College activities. Responsible for the College s endowment accounting and accounting for restricted donations. Responsible for managing and updating the College s Fixed Assets Register. Ensure that key financial processes are properly documented and updated and reviewed regularly with a view to achieving improvements and efficiencies. Responsible for managing and controlling the Chart of Accounts. Responsible for the efficient running of Agresso and the reconciliations/interfaces with other College systems (e.g. Student system).

6 Responsibility for producing the College s HESA (financial statistics) return and input into the HEFCE s HE BCI survey. Work with Internal and External Audit to ensure audit work is conducted effectively and matters arising are cleared satisfactorily. Responsibility for sending BACS payments and ensure they are correctly approved for payment. Undertake any other duties requested by the Deputy Director of Finance Person Specification Essential A strong financial accounting background. Professional accounting qualification (ACCA, ACA, CIMA, CIPFA) with demonstrable experience. Experience of producing statutory financial statements under International Financial Reporting Standards (IFRS) or UK GAAP. Capable of demonstrating up to date technical financial accounting knowledge. Experience of managing teams and with demonstrable ability to manage people and to bring out the best in them Knowledge of partial exemption VAT method. Strong finance system skills including advanced Excel skills Good written and oral communication skills, able to communicate complex financial matters to non technical experts Team player, able to work with colleagues across the organisation A focus on excellent customer service (e.g. dealing with students, staff, suppliers). Purpose of Role Operating within the Finance team, the Financial Accountant will have a duel role acting as a Systems Accountant supporting and helping develop the College s Agresso Finance system (50%) and also as a Financial Accountant carrying out key finance processes (50%). Working to the Head of Financial Accounting, the role holder will be responsible for the efficient dayto day operation of Agresso within the College liaising with College s ICT department and UNIT4 Support as appropriate. The role holder will also carry out key financial reconciliations and run financial reports to supporting the Head of Financial Accounting to provide accurate and timely financial reporting. The role requires internal liaison with Agresso users at all levels, but most notably at the Head of Programme/Department level, administrators, as well as closely working with the Head of Financial Accounting, Head of Management Accounting, the rest of the Finance team and the Registry Manager.

8 Key responsibilities Maintenance of the chart of accounts and supporting infrastructure including account rules, attributes and attribute values, cost centres and projects Maintenance of users and user access to the system including allocating users into defined menu access roles and workflow roles. Carry out and managing period closures. Train new Agresso users with Management Accounting Team. Support for users with troubleshooting within and outside of Finance department Principal contact point at the College for Unit4 in raising and owning tickets registered with UNIT4. Working with the Head of Management Accounting, other finance users and other users ensure that reporting is developed to meet requirements. Secretary of College s Agresso User Group. Manage data transfers from the College s other systems (student records system. payroll) to the Finance system. Monitor the running of the interface between the Agresso system and the student records system. Work with UNIT4 to apply updates to the Agresso system. Work with consultants to develop the Finance system. Responsible for running and developing the College s direct debit system. Carry out the College s key control account reconciliations to monthly deadlines. Delivery of month end and year end accounting adjustments to ensure delivery of accurate and timely financial reporting for the Head of Financial Accounting. Carry out and develop financial reporting to produce the statutory accounts and returns to timescale. Undertake any other duties requested by the Head of Financial Accounting. Person Specification Essential A strong systems background with knowledge of the Agresso finance system. Knowledge of running and developing reports on Agresso. Advanced Excel skills Knowledge of implementing or upgrading specialist finance software A knowledge of key financial reconciliations and journals. Team player, able to work with colleagues across the organisation A focus on systems improvement and efficiency A focus on excellent customer service (e.g. dealing with users across the organisation ) Excellent communications skills (effective trainer). Working directly with budget holders / project owners and Heads of Department they will manage all aspects of their management accounting and financial planning services, providing financial information, advice and guidance which informs, influences and supports decision making. The role requires internal liaison with College staff at all levels, but most notably at the Head of Programme/Department level, administrators, as well as closely working with the Head of Management Accounting, Head of Financial Accounting and the rest of the Finance team.

11 Key responsibilities Prepare accurate and timely Department budgets, forecasts and monthly management accounts, ensuring major variances are properly explained and, where necessary, work with Departments to identify remedial actions. Manage and provide financial information, advice and guidance to Heads of Department and other budget/project managers on a regular basis to inform, influence and help guide decision making. Produce reports and analysis which highlight the contribution of academic areas / efficiency operational areas, and work with Departments to develop a proper understanding of the cost drivers affecting the activities of the relevant Departments. Provide interpretation of often complex data, identifying any critical issues and suggesting possible solutions. Utilise benchmarking metrics, or historical data to support decision making, where appropriate. In preparing the management accounts, work with the Financial Accounting team to ensure that all transactions have been accurately recorded, journals have been recorded in time and have adequate backup and that the relevant Department is operating within relevant restrictions placed on funding. Working with other members of the Finance team, deliver financial training and workshops for business managers to enhance their understanding of financial policies, budgets, forecasts and actual results so they are able to own their numbers. Additionally, make recommendations which support the development of financial policies, and process improvements which speed up the production of month end and other reporting. Support the Head of Management Accounting in the production of the College s external financial/statistical returns such as Office for National Statistics (ONS) returns and TRAC returns. Deputise for other members of the management accounting team as required. Undertake any other reasonable duties requested by the Head of Management Accounting. Person Specification Knowledge and experience Essential Newly or part qualified in one of the following professional accountancy bodies (CIMA, ACCA, CIPFA) 2 years of working in a management accounting role Able to apply knowledge and experience to solve (sometimes) complex problems, sometimes resulting in change Ability to collect and interpret financial and operational data (e.g. performance metrics) to assess efficiency and effectiveness, undertaking analysis and reporting and making recommendations as appropriate Excellent team working skills and flexibility in approach to work Good oral and written communication skills, ability to put complex financial issues into layman s terms for non specialist audiences Strong interpersonal skills and experience of working effectively and ability to influence senior colleagues

14 Employee Benefits Pension The College operates the Superannuation Scheme of the University of London (SAUL) Career Average Revalued Earnings (CARE) pension scheme. The College will contribute a sum equal to 13% of your salary while you pay 6%. Holiday 5 weeks (25 days) paid leave per annum plus Bank and Public holidays normally observed in England and Wales. In addition, the College is normally closed for six days a year one day either side of Easter and the remainder between Christmas and New Year. Part time staff will be entitled to the pro rata equivalent. Travel season ticket loan Childcare voucher scheme Life Cover Cycle to work scheme Enhanced maternity and adoption pay Interest free pay advances are available for staff to purchase annual season tickets. Childcare vouchers can enable parents to pay for childcare from pre tax and national insurance income. Active members of the SAUL pension scheme automatically receive life cover. A lump sum of four times your salary together with a refund of your contributions and a 2/3 pension for your dependent/spouse will be payable should you die before retirement whilst in employment. The College promotes a greener approach to travel by encouraging the use of a bicycle as transport to and from work, and supports the Government s Cycle to Work scheme. Qualifying employees are entitled to enhanced maternity/adoption pay: 26 weeks full pay, 13 weeks Statutory Maternity/Adoption Pay. This compares to the statutory provision of 90% of average pay for 6 weeks followed by Statutory Maternity/Adoption Pay for 33 weeks. Enhanced paternity pay Enhanced sick pay 24/7 confidential support Qualifying employees are entitled to two weeks paternity leave entitlement at full pay. This compares to the statutory provision of two weeks pay at the statutory rate. Occupational sick pay is offered after six months service of three months full pay/three months half pay. Staff and their household members have access to a free, external confidential support service for work, financial, legal, family and personal problems 24 hours a day, 365 days a year.
