INTRODUCTION This Community Relations Plan (CRP) has been prepared for New Opportunities, Inc. regarding the Cherry Street Project which consists of four properties located at 0 Cherry Avenue, 39 Cherry Avenue, 177 Cherry Street, and 215 Cherry Street in Waterbury, Connecticut (collectively referred to as the Site ). Figure 1 shows the general locus for the project and Figure 2 shows the Site plans and relationship of the four addresses. New Opportunities was awarded three Brownfields cleanup grants (collectively, EPA Cleanup Grant BF ) from the United States Environmental Protection Agency (USEPA) Region 1 for the three contiguous properties 39 Cherry Avenue, 177 Cherry Street, and 215 Cherry Street, and is currently seeking a cleanup grant for the 0 Cherry Avenue property. This CRP is intended to encompass efforts that will be conducted under the current EPA Cleanup Grant as well as possible additional EPA Brownfields funds which New Opportunities may seek in the future. Active residents involved in neighborhood issues are essential resources for the success of this project because they have a comprehensive understanding of the Cherry Street Project and they hold positions of responsibility within the community. The success of the environmental cleanup and subsequent redevelopment hinges on informed citizen involvement in each step of the cleanup process. New Opportunities intends to redevelop the Site for a variety of uses, potentially including but not limited to aquaponics (combined indoor fish farming and hydroponics vegetable farming), incubator start up business office space, housing, retail space, storage and parking. Preserving and revitalizing historical structures will be a top priority as the re-development progresses. Structures or portions of structures that are not structurally sound may be demolished.
5 2. SPOKESPERSON AND INFORMATION REPOSITORY The spokespersons for this project are: 1. Toni Hirst of New Opportunities, Inc. telephone: Sean Carroll of Haley & Aldrich, Inc. telephone: An information repository containing the relevant technical documents regarding the site, including the Phase 1 and Phase 2 assessments, and the Analysis of Brownfilelds Cleanup Alternatives (ABCA), has been assembled for this project. The Information Repository is located at the New Opportunities Main Headquarters, located at 232 North Elm Street in Waterbury, Connecticut. Documents will be available for public viewing Mondays through Fridays, 10:00 am - 4:00 pm. Information regarding the Cherry Street Project is also available on the New Opportunities website ( 2
6 3. SITE DESCRIPTION 3.1 Site Description and History The Site is part of a larger industrial facility developed in 1857 by the Waterbury Clock Company in Waterbury, Connecticut. The Waterbury Clock factory historically occupied the majority of the block bounded by North Elm Street, Cherry Street, and Cherry Avenue. The Waterbury Clock Company began manufacturing clocks in 1857; beginning in the 1880s, they began manufacturing inexpensive watches. Reportedly, by the late 1800s, over one million clocks and watches were manufactured at the site annually. In the 1940s, the Waterbury Clock Company was bought by US Time Company (later known as Timex). Shortly thereafter, the clock and watch manufacturing operations were discontinued. The main manufacturing areas of the Waterbury Clock Company factory were located west of the Site. Waterbury Clock operations at the Site included: 0 Cherry Avenue: The property was initially a residence and office for the Waterbury Clock Company from 1884 until 1921, when it became the headquarters for the Fire Department and a laboratory was added to the eastern end of the building. The building was used as a social club from 1950 to 1956 and then as a bakery from 1959 to Since that time the property has been vacant. 39 Cherry Avenue: Building #1 was built circa 1900 and used by the Waterbury Clock factory for machining, finishing, packing, and shipping. Building #2 (also referred to as the Garage, located at the northeastern end of Building #1) was also constructed circa 1900 and historically was used as an engine room, boiler room, and pump house. Abutting areas of the Waterbury Clock Company factory (off-site) were reportedly used for casting and plating. 177 Cherry Street: Prior to approximately 1900, 177 Cherry Street was occupied by several residences. The existing masonry structures were constructed circa 1900 and until approximately the 1940s/50s the subject site was used by the Waterbury Clock factory for shipping and storage as well as operations including gears, modeling, machinery, watch repair, and clock repair. 215 Cherry Street: Prior to about 1900, 215 Cherry Street was occupied by several residences. The existing masonry structures were constructed circa 1900; from this time through approximately the 1940s/50s the subject site was used by the Waterbury Clock factory. Following cessation of the Waterbury Clock Company, operations at each property have included the activities listed below. As noted above, 0 Cherry Avenue has been vacant since Cherry Avenue was used for manufacturing metal products, plastics and subsequently belts, clothing, neckties, lipstick cases, pens, pencils, bottle caps and eyelets. The nature of many of the site operations is not certain, but may have included machining, washing, buffering, lacquering, assembly and degreasing. Later operations included the manufacture and distribution of leather belts, handbags, and neckties. Manufacturing operations included beveling, punching, stitching, polishing, and spraying of adhesives on fabric or leather goods. The 39 Cherry Avenue building has been vacant since
7 177 Cherry Street was used as a clothing manufacturer and manufacturer of metal products from the 1960s through the 1970s. There is limited information on site use since the 1980s; The 177 Cherry Street building is currently vacant. 215 Cherry Street was used as a manufacturer of underwear, surgical instruments, and metal products from 1953 through From 1960s through 2002, the building s use fluctuated from being vacant to a clothing and leather products manufacturer. The 215 Cherry Street building has been vacant since around Summary of Environmental Conditions Based upon our review of the above documents, the subject Site has been impacted by various chemical and radiological contaminants. In addition, the three buildings contain hazardous building materials. Current environmental conditions are summarized as follows: 1. Portions of 39 Cherry Avenue and 215 Cherry Street were identified with radium impacts. 2. Asbestos containing materials (ACM) were identified throughout 39 Cherry Avenue, 177 Cherry Street, and 215 Cherry Street. ACM has been identified in roofing materials and window caulk of the 0 Cherry Avenue building. 3. Piles of miscellaneous trash and debris (likely impacted by ACM, lead paint, and/or radium) were identified throughout 39 Cherry Avenue and 215 Cherry Street. 4. Lead-based paint in doors, window wood, wood posts, and on some brick/concrete walls (typically the stairwells) was identified in the 39 Cherry Avenue and 215 Cherry Street buildings. Lead-based paint was also identified on wood on window openings in the 177 Cherry Street building. 5. Other hazardous building materials identified included presumed polychlorinated biphenyls (PCBs) in light ballasts, capacitors, transformers and electronic switches and mercury in select thermostats and fluorescent light bulbs. Building caulk was not tested for PCBs. However, PCBs have been shown to be present in high concentrations in some caulking materials at other sites. Therefore testing of caulk for PCBs is planned prior to conducting the asbestos abatement. 6. In 2011, findings from a Phase II environmental investigation identified petroleum and/or hazardous substances in soil in nine of twenty Areas of Concern. Groundwater was also found to be impacted by petroleum hydrocarbons and chlorinated volatile organic compounds. 4

There is not sufficient funding available to address the entirety of the identified environmental conditions at this time. A minor amount (i.e., using approximately 1% of the current grant funding) of hazardous building material characterization for condition #5 (PCBs in caulk) will be conducted at 177 Cherry Street in addition to the asbestos abatement. 5
9 4. COMMUNITY BACKGROUND 4.1 Community Profile Waterbury was settled in 1674 and incorporated in The land area is 28.9 square miles. Heavy manufacturing was located in Waterbury for more than a century. Waterbury was once known as the brass manufacturing center of the world. Area companies produced clocks, buttons, electrical components, machine parts, and heavy machinery. The demographic information for both Waterbury and Connecticut is summarized in Table II. As such, Waterbury is listed in the top 25 towns in the state based on high unemployment and poverty, aging housing stock and low or declining rates of growth in job creation, population, and per capita income. The Connecticut Department of Economic and Community Development additionally included in their rankings per capita income, % of population with high school degree and higher, and per capita adjusted equalized net grand list. New Opportunities is a not-for-profit community action organization that serves Waterbury and other surrounding Connecticut towns, offering a variety of social service programs designed to eliminate poverty and assist people in need. Waterbury is working to revitalize much of the downtown and some areas have been rebuilt with new retail facilities. Waterbury is a member of the Regional Brownfields Partnership of West Central Connecticut through the Valley Council of Governments. The Waterbury Development Corporation (WDC) is a partner of Waterbury for economic development and has programs in place to assist businesses and property owners with expansion and rehabilitation. Waterbury also has an Enterprise Zone program that provides tax assistance programs. 6
10 4.2 Chronology of Community Involvement This is the first official community outreach program associated with this Brownfields redevelopment project. However, several other re-development or radium abatement projects are either ongoing or have recently been completed in close proximity to the Site, and therefore members of the local community are familiar with the issues involved. 4.3 Key Community Concerns To date, there have been no direct comments from the public concerning the proposed cleanup, which is being conducted in cooperation with the Connecticut Department of Energy and Environmental Protection and the U.S. Environmental Protection Agency. Haley & Aldrich, the project environmental engineering firm, on behalf of New Opportunities will continue to seek public comment. An Analysis of Brownfields Cleanup Alternatives (ABCA) has been prepared for the three properties by Haley & Aldrich and will be presented at a public meeting. This document contains an overview of the proposed scope of the project, which includes removal of asbestos-containing materials from the buildings on the properties. Notice of the meetings will be posted at the New Opportunities Main Headquarters located at 232 North Elm Street in Waterbury, Connecticut, on the New Opportunities website ( and in a newspaper legal notice (in the Waterbury Republican). 4.4 Benefits to the Community The benefit of the asbestos removal to the community will be a decreased risk of potential exposure to asbestos-containing material. Note that the scope of the project at this time is limited to removal of some asbestos-containing material from the buildings. An investment by EPA in the form of a Brownfields cleanup grant is making this hazardous building materials removal project possible. New Opportunities is actively seeking funding to complete the remediation of these properties and re-develop them. New Opportunities intends to redevelop the Site for a variety of uses including but not limited to aquaponics (combined indoor fish farming and hydroponics vegetable farming), incubator start up business office space, housing, retail space, storage and parking. This project is the first step in the process of re-developing these dilapidated historical buildings, which may be preserved in part or demolished. 7

CONTINUED COMMUNITY INVOLVEMENT 5.1 Public Meeting Information New Opportunities will schedule a public meeting to coincide with a 30-day public comment period on the ABCA prepared by Haley & Aldrich and approved by EPA. The currently anticipated Public Meeting date and time is 3 October 2013 at 5:30 PM. All public meetings will be held at the New Opportunities auditorium, located at 232 Elm Street, unless otherwise noted. Among the items on the agenda for this public meeting will be the findings of the ABCA, the proposed cleanup plan, EPA s Green Remediation Policy, and the proposed redevelopment plan for the site. Notice of the meetings will be posted at the New Opportunities Main Headquarters located at 232 North Elm Street in Waterbury, Connecticut, on the New Opportunities website ( and in a newspaper legal notice (in the Waterbury Republican). There will be updates, as needed, of the progress of the cleanup. A news release will be issued when the cleanup is complete. 5.2 Incorporation of Public Comments into the Cleanup Plan Since the ultimate goal of this project is to restore these buildings to beneficial use for the community, public input is highly valued and comments received during the public comment period will be reviewed and considered by the project team. Responses to comments received will be posted by October 30 th in the information repository at 232 North Elm Street in Waterbury, and on the project website ( The team will attempt to incorporate suggestions into the ABCA as it is finalized, within the confines of project budget, scope and timeline and to the extent allowable by the USEPA Grant rules. 8
12 6. PROPOSED PROJECT 6.1 Project Scope The EPA Brownfields funding is not sufficient to completely remove all asbestos-containing material at each of the three addresses. As such, each property will be remediated to the extent possible, with consideration given to enabling and enhancing future remediation and redevelopment efforts. 0 Cherry Avenue: Removal of identified asbestos-containing material, other hazardous building materials and universal wastes. 39 Cherry Avenue: Removal of identified asbestos-containing material in the Garage portion of the building (e.g., asbestos-containing tar paper, roofing materials, caulk, flashing, insulation, etc.). Due to the very poor structural condition of the building partial demolition of the structure is anticipated in order to safely access the asbestos-containing material. 177 Cherry Street: Removal of flooring containing asbestos vapor barrier; 215 Cherry Street: Removal of trash and debris, mixed with asbestos-containing material, radium and lead paint. This is considered a necessary first step in addressing the HBM in this building, because it will remove a portion of the loose asbestos-containing material located in the building and will allow access to the floors to assess the degree of radium contamination in the floorboards. The cleanup work will conform to applicable state and federal laws. Connecticut certified asbestos inspectors and abatement contractors will be used to perform the work. 6.2 Tentative Project Schedule We anticipate that this first phase of asbestos-containing material removal will consist of approximately the following work scope, to be conducted sometime between 1 November 2013 and 30 April The tentative schedule/timeline is as follows: September 15, Completion of the ABCA September 20, 2013 Public notice published/start of 30-day public comment period October 3, Public meeting October 20, 2013 Close of 30-day public comment period October 30, 2013 Respond to public comments received November 5, 2013 Finalize ABCA November Beginning of site cleanup work 9
