3 1 1. Objective of the Tender The objective of this tender is the acquisition of a wireless broadband system. 2. Qualifications of Bidders All commercial entities or consortia, established or to be established, may participate in the bidding. Such entities should provide evidence of no outstanding taxes owing to the Macao Special Administrative Region Government (hereinafter referred as the Government). Bidders should possess adequate financial and technical capacities. In supporting this, bidders are requested to demonstrate sufficient capacities and experience in the design and provision of wireless broadband systems. Bidders, when submitting the proposals, are not allowed to be shareholders nor have any interests in any other bidders. If the successful bidder has not locally registered, it must finish company registration procedures at the latest two (2) weeks prior to the signing of the contract. 3. Document Retrieval The tendering package, consisting of the Tender Procedure, the Tender Specification, and annexes, are available at the Bureau of Telecommunications Regulation (hereinafter referred as DSRT) website ( Interested parties may obtain it free of charge. Please be reminded that it may be updated or revised by the DSRT without prior notice on or before June 30 th, Interested parties are responsible in acquiring the latest information posted on the website. 4. 4 2 5. The Proposal 5.1 Proposal Composition The proposal shall be composed of the following parts: the proposal and accompanying documents Composition of the Proposal The proposal shall include: 1. The identity of the bidder, including its name and main address; 2. A detailed plan to provide the wireless broadband system mentioned in section 1 of the Tender Specification. This plan shall include: Radio signal coverage plan; Project schedule, including milestones, methodologies, and detailed procedures to accomplish each task (the unit of measurement shall be in days); Number of personnel involved for each task; 3. Detailed price information and payment schedule as described in section 2 of the Tender Specification; 4. Any other information the bidder considers necessary; Composition of accompanying documents Documentation accompanying the proposal shall include: 1. A valid company register of the bidder, notarized in Macau, issued no more than 3 months before the date of presentation; 2. Notarized copy of the identification of the bidder s legal representative; 3. A declaration from the Macao Special Administrative Region (hereinafter referred as MSAR) Financial Services Bureau or some other appropriate body stating that the bidder does not owe any outstanding taxes to the Government; 4. Curriculum vitae of the project team involved in this project; 5. Provisional guarantee as stipulated in section 5.4; 6. A declaration stating the bidder s commitment to submit a definitive guarantee once it is awarded the contract; 7. A list of representatives that will be attending the opening of the proposals; 8. Any other information the bidder considers necessary Other Requirements The proposal must be written either in Chinese, Portuguese or English.
5 3 For bidders whose headquarters are not situated in MSAR, they must provide a notarized declaration stating that for all actions untaken for this project, they shall abide by MSAR laws and regulations, as well as renounce any right derived from other legal jurisdictions (see annex II). This declaration, if made, shall be included in the proposal. The proposal is required to be signed by the bidder s legal representative, and the signature must be notarized in the MSAR. Submitted proposals shall be valid for a period of 240 days from the opening of the proposal. 5.2 Submission of the Proposal Documents stipulated in section must be placed in an opaque envelope, wax sealed, labelled as Proposal, along with the name of the bidder, name of the project and name of bid issuer on the envelope cover. Documents stipulated in sections & are to be placed in a second opaque envelope, wax sealed, labelled Documents, along with the name of the bidder, name of the project and name of bid issuer on the envelope cover. These two envelopes are to be placed inside a third opaque envelope, sealed with wax and labelled MSAR DSRT Proposal for Public Tender No. 1/2009, along with name of the bidder. The entire package should be submitted under confidential cover and must reach the following address, either by register mail with an advice of receipt or return receipt, by delivery service with acknowledgement receipt, or by hand, no later than 5 o clock in the afternoon of July 29 th, Bureau of Telecommunications Regulation Avenida da Praia Grande, no , 1/F, Macao Special Administrative Region If the package is delivered by hand, it must be accompanied by two (2) copies of the package receipt (see Annex III) for the DSRT s signature. The bidder shall retain one signed copy as acknowledgement. If the package is delivered by mail, the bidder shall be responsible for any loss or delay due to transport and may not use this as a reason for dispute. For reasons of force majeure, which results in the DSRT being temporary closed, the submission cut-off date and time listed above would thus be extended to the following working day at the same time. Any late submissions will not be considered. The bidder shall bear any costs involving the preparation and delivery of the proposal. All proposals received will be treated as confidential.
6 4 5.3 Rejection of the Proposal Proposal may be rejected under the following conditions: 1. If the proposal is submitted after the submission deadline as stated in section 5.2; 2. If any of the necessary documents as listed above is missing; 3. If the proposal contains conditions that may alter the conditions stated in Tender Specification; 4. If the listed prices and payment terms are temporary or not fixed; 5. If the proposal is not written in the languages specified above; 6. If there exists any changes/alterations/additions without proper errata. Other than the conditions listed above, if the bid issuer considers there is any other missing necessary information, the proposal may be considered as conditionally accepted. The bidder may be requested to submit any missing information within 48 hours; otherwise, the proposal will be rejected. 5.4 Provisional Guarantee In order to secure the bidder s obligations created through the participation of this tender and submission of the proposal, according to article 15 of Decree-Law no. 63/85/M, bidders are required to submit a provisional guarantee in the order of the Macao Special Administrative Region Government, of three hundred thousand Patacas (MOP 300,000.00), upon the submission of the proposal. This guarantee shall be in the form of a bank guarantee or performance bond, in regime on first demand, issued by banks or insurance companies operating in the MSAR (see annex IV). The bidder is responsible for all costs related to this transaction. Failure to submit this guarantee will cause the rejection of the proposal. Upon the expiration of the proposal or the award of the tender, unsuccessful bidders can request for the withdrawal of the provisional guarantee. If the bidder withdraws the bid for any reason, the Government will keep this guarantee unless the specified reasons for withdrawal are accepted by the Government in writing. 6. Opening of the Proposals All accepted proposals are to be opened at the DSRT on July 30 th 2009 at 3 o clock in the afternoon. In the case of force majeure, which results in the DSRT being temporarily closed, the proposal opening date and time listed above would thus be extended to the following working day at the same time. Opening of the proposal shall be undertaken by a committee composed of the DSRT personnel. They are responsible to open the proposals and check if all the documents listed in section 5.1 above are in accordance to the proposal submission requirements.
7 5 Bidders may send a maximum of three legal representatives to attend the opening of the proposals. The Government reserves the right not to disclose the names of shareholders or constituent members of the bidders. The proposal evaluation process commences immediately after the opening of the proposals. 7. Proposals Evaluation All proposals are to be evaluated by an evaluation committee assembled by the DSRT. In this procedure, the preferred proposal will be selected based on the criteria and weightings listed in Annex VI. The Government may, during this juncture, request the bidders to provide additional information and/or clarification. If in the opinion of the Government, there is no acceptable proposal for a complete package at a reasonable price, the Government reserves the right to proceed with the evaluation of the proposal either on a reduced package basis, omitting one or more items from the original package, or on an item by item basis. The Government reserves the right to decide not to award the tender to any party under the following conditions: 1. The Government suspects collusion between relevant bidders; 2. All bids do not meet the minimum evaluation standards; 3. The proposed price of all or the best bid greatly exceeds the budget available for this project. The Government reserves the right of the final decision and interpretation of the terms elaborated in this tendering package. 8. Awarding Decision The MSAR Government shall make the awarding decision no later than October The Chief Executive, or the entity to which the power is delegated, shall award the tender. The Government reserves the right not to make an awarding decision for reasons of public interest.

Definitive Guarantee The successful bidder is then, once directed by the Financial Services Bureau (DSF), required to submit a definitive guarantee to the Government, according to article 44 of Decree-Law no. 63/85/M, valued at 4% of the total price of the contract, to the DSF within 10 working days. This guarantee shall be in a form of cash, bank guarantee, or performance bond, in regime on first demand, issued by banks or insurance companies operating in the MSAR. The successful bidder is responsible for all costs related to this transaction. The guarantee shall be returned to the successful bidder once the warranty period has expired. In the event the guarantee is not submitted within the allotted time, the bidder will be considered as abandoning this tender, and the Government may award the contract to another bidder. Once the said guarantee has been paid, the DSRT will notify all bidders on the awarding decision. 10. Draft of the Contract According to article 48 of Decree-Law no. 63/85/M, the content of the contract, unless explicitly stated or tacitly opposed otherwise, shall be based upon this Tender Procedure, the Tender Specification, annexes, and the proposal submitted by the bidder. A draft of the contract shall be sent to the successful bidder for consideration before the awarding decision. The successful bidder shall make a reply within five (5) days upon receiving of the draft. If a response is not made within the said time period, the Government shall consider the successful bidder as agreeing with said draft. Any objection made by the successful bidder related to the draft of the contract is considered acceptable only when the draft of the contract contains provisions that are not based upon the tendering package and the bidder s proposal. 11. Contract Once the draft is agreed, a contract is then written and signed. The bidder shall be responsible for all fees related to the signing of the contract. 12. Relevant Regulations Except as otherwise stipulated in the tendering package, all terms and condition shall comply with the local laws and regulations including but not limited to the following:

Any information related to the tendering procedures shall not be disclosed to any third party, with the exception of the written approval from the Government. The Government reserves the right to withdraw the tender for reasons of public interest at any time. In such an event, the provisional guarantees shall be returned to the bidders in full immediately after the said withdrawal. The interpretation of this document and the proposal evaluation process shall be governed by the laws of MSAR. In the event of ambiguity between different versions of this document, the Chinese version shall prevail.

12 1 1. Project Details The scope of this project includes the provision of the wireless broadband system and all the necessary equipment. Day-to-day operations and first line maintenance of said system belong to a third designate party (hereby known as the Operator). First line maintenance refers to the preventive maintenance according to system providers specification and the corrective maintenance such as equipment swapping, restoring system/equipment back to its working configuration/setup. Thus the project shall include the following: 1. The design and the provision of the wireless broadband system stipulated in section 1.2, conforming to the project schedule stipulated in section 1.1; 2. Training the Operator to manage the day-to-day operations and the first line maintenance of said system; 3. Warranty and second line maintenance of said system. Second line maintenance refers to both preventive and corrective maintenance that are not included in first line maintenance. 1.1 Project Schedule Deliverables for this project are as follows: 1. Requirements noted in section (Wi-Fi Access Points); 2. Subsystems listed in sections (core network), (connectivity to internet), (network operation and management), (system features), (customer support), and (network management centre). Please note these subsystems delivered shall be able to handle the usage demand generated from the access points listed in both annexes IA and IB; 3. Warranty and maintenance obligations as stated in section 1.3 for all deliverables, for three (3) years after their delivery; 4. Training provision detailed in section 1.4. The deliverables shall be delivered no later than December 15 th, The actual delivery date is to be stipulated in the contract.
13 2 1.2 Wireless Broadband System The System is composed of the following components and capabilities, as depicted in the diagram below. Wi-Fi Access Points Network Management Core Network Customer Service Connectivity To Internet (local & international) Figure 1 Diagram of Wireless Broadband System Wi-Fi Access Points The wireless broadband system shall have Wi-Fi access points at various designated locations around Macau, upon gaining the permission and agreement with the management of said premises. Only access points whose locations are listed in Annex IA shall be provided and become operational upon delivery. The access point equipment must meet the following criteria: 1. The end user access point wireless link shall be compliant with the IEEE b/g (Wi-Fi) standard. 2. Must be capable of supporting WPA and WPA2 standards together with any other security standards that the bidder considers appropriate. 3. The end user access point wireless link bandwidth must be configurable. The access points are to provide wireless broadband Internet access to public users. The contractor, with approval from the premise s management, should install as many access points as deemed necessary in order to meet the demand. The premises management will specify the precise coverage area of the Wi-Fi network within the premises themselves. The DSRT will coordinate the approval process for the installation of Wi-Fi access points Core Network The successful bidder (contractor) shall design and provide a core network that performs the necessary routing and switching functions and the connectivity between the Wi-Fi access points and the routing and switching equipment. The contractor may choose any
14 3 technology to implement this network. This core network shall meet the following criteria: 1. It shall have enough bandwidth to adequately serve the estimated traffic at the Wi-Fi hotspot locations as listed in annexes IA and IB. 2. It shall be scalable; the network coverage and capacity should be able to expand or shrink depending on the situation. 3. It shall have high availability. End user access to the service should be capable of achieving an availability rate of 99.9% (less than 8.76 hours of outage per year) Connectivity to Internet The contractor is responsible to initially arrange connectivity from the network above to the Internet. The contractor is also responsible for any related costs, until the transfer of the system to the Operator is complete. Any agreement, from which the contractor acquired the said connectivity, must be transferable to the Operator Network Operation and Management The network shall contain a network operation and management system, to provide the capabilities of the following: 1. User authentication and authorization functions; 2. Dynamic configuration of user access duration and bandwidth; 3. Multiple service levels based on duration and bandwidth which can be allocated to individual Wi-Fi access point; 4. Network security, including components such as firewalls, intrusion detection, filters, and any other components that ensures the normal operation of the network; 5. Monitoring and logging of user traffic information such as: MAC and IP addresses of user s client device Destination URL and IP addressed accessed by user Users access time and duration Wi-Fi access point through which user is accessing network 6. Backup and restoration capabilities must be available, enabling such user traffic information as described in point 5) above to be kept for at least 6 months. The information must be kept inviolable and confidential, only to be accessed upon request from authorized Macao Special Administrative Region Government (hereinafter referred as the Government) bodies; 7. Any other capability that the bidder consider necessary System Features The system shall be capable of supporting value added services, such as location-based services when necessary.
15 Customer Support The system shall contain customer support capabilities. It shall consist of multiple means to answer enquires and complaints originating from the public concerning the wireless broadband system. Customer support shall possess the following features: 1. 7 x 24 hours operation; 2. Maintaining call logs and call records for at least 6 months; 3. Providing customer service in Cantonese, Mandarin, Portuguese, and English; 4. Accepting enquiries and complaints through multiple channels, including phone, fax and , etc. The contractor shall deliver the equipment necessary to enable these features Network Management Centre The above mentioned Network Operation and Management as well as Customer Support are to be physically situated at a single location, hereby known as the Network Management Centre. The Government shall provide for the location, but the contractor shall be responsible for any renovation necessary to support the above capabilities. Other than the networking equipment, the Network Management Centre shall contain the following: 1. Continuous temperature control equipment, i.e. Air Conditioning; 2. Uninterruptible power supply (UPS); 3. Fire Fighting System; 4. Access Control; 5. Any other infrastructure the contractor considers appropriate. 1.3 Warranty and Maintenance Warranty and maintenance upon system acceptance should also be provided for the system including hardware and software. Adequate spare parts or components should be provided for the Operator to perform first line maintenance in order to maintain the continuity of system operation A preventive maintenance plan for the wireless broadband system shall also be provided for the Operator s implementation, to minimize the risk of system breakdown and failure In case of any problems that cannot be fixed by the first line maintenance performed by the Operator, the contractor may be requested by the Operator or the
16 5 Government to carry out remedy actions to resume the system back to normal operational conditions Warranty and maintenance obligations for any system component or part shall begin once said part is accepted. Warranty and maintenance obligations for all deliverables shall last until three (3) years after the acceptance date. 1.4 Training The contractor is responsible to provide training, with no extra cost, to the personnel of the DSRT and the Operator such that the Operator will be able to successfully operate the system and conduct first line maintenance. During the warranty period, the contractor shall provide any necessary training as a result of any changes due to upgrades, warranty or maintenance work The contractor is also responsible to provide, at no extra cost, all documentation required to operate and maintain the wireless broadband system. 1.5 System Security Drill After the completion of the system setup, the contractor shall assist in conducting a system security drill performed by a third party employed by the Government. The system will only be accepted after successfully passing this security drill. 2. Price and Payment Schedule 2.1 The price of the all work should be quoted in Macao Patacas in the proposal. A complete package price should be quoted on a fixed lump-sum basis including all expenses in the light of the required scope of the project in section 1 with a breakdown price table for each sub-section respectively (see annex V). 2.2 The price shall be inclusive of all taxes. The Government is not responsible for any possible taxes the contractor may be levied. 2.3 The contractor shall also submit a payment schedule, detailing the date and amount of payment due to the contractor after deliverables have been accepted. The schedule is subject to the following limitations: 1. Each payment must correspond to specific deliverables; 2. Other than warranty and maintenance, payment will be effected only after its corresponding deliverables have been accepted; 3. Payment for warranty and maintenance will be settled in an annual basis.
17 6 3. Constraints of the Tender 3.1 All preparatory, installation, and maintenance work involved in this tender must strictly adhere to the terms and conditions stated in the contract and any of its supplementary documents. 3.2 Other than the conditions stipulated in this Tender Specification, the bidders must also comply with all other applicable laws and regulations presently in force. 4. Temporary Acceptance 4.1 The contractor is to hand over to the DSRT the deliverables as determined and stipulated in the contract. The delivery date shall be no later than December 15, On the delivery date, the contractor shall hand over to the DSRT the following deliverables: 1. The wireless broadband system described in the section 1.2, with Wi-Fi access points installed and operational in locations listed in Annex IA; 2. Contractual agreements and any documentation required to successfully operate the wireless broadband system; 3. A warranty, and preventive maintenance plan for all deliverables for three (3) years after the acceptance date. 5. Acceptance Test 5.1 Prior to temporary acceptance the above deliverables, representatives from the DSRT, the contractor, and the Operator shall be responsible for performing the acceptance tests. 5.2 The deliverables shall be tested according, at a minimum, to the following criteria: 1. Deliver 7 x 24 hours service; 2. Perform users operation simulation; 3. Ensure spatial coverage of Wi-Fi signal. 5.3 The contractor shall be responsible for all network connection costs during the testing stage.
18 7 5.4 The temporary acceptance certificate will only be issued after the contractor fulfils its obligations listed in sections 6.1 through 6.6 and the satisfactory evaluation of acceptance test. 6. Obligations of the Contractor 6.1 The contractor shall present its deliverables in a timely manner as stated in the contract. If the contractor is late meeting its delivery target by 7 days, the DSRT reserves the right to refuse the deliverables. 6.2 All the necessary documentation for the successful operation of the said system must be provided. 6.3 After the acceptance of the system, the contractor is to transfer the ownership/contracts if applicable of any deliverables to the Government, but their operation and first line maintenance to the Operator. 6.4 The contractor is also responsible to provide necessary training to the Operator and DSRT representatives for the successful operation and maintenance of said system. 6.5 During the warranty period, the contractor is responsible to ensure all equipment and components are in good working order, and provide the necessary maintenance as recommended by its manufacturers. The contractor is also responsible to provide any components parts and consumables necessary for the maintenance mentioned above. 6.6 The contractor must present a preventive maintenance plan. The plan shall list out the maintenance services the contractor intends to provide. 6.7 The contractor must clearly state all of its equipment life cycle, ensuring that all of its equipment is still within their life cycle during the entire warranty period. 6.8 Adequate spare parts or components should be provided for the Operator to perform first line maintenance in order to maintain the continuity of system operation. In case of any problem that cannot be fixed by the first line maintenance performed by the Operator, the contractor may be requested by the Operator or the Government to carry out remedy actions to resume the system back to normal operational conditions. 6.9 Should the DSRT determine that the contractor have not fulfilled its obligations in as described in section 6.8, the Government shall reserve the right to void the contract.
19 8 7. Acceptance of Deliverables & Return of Guarantee 7.1 After 30 days of temporary acceptance, if the contractor does not receive any decline of acceptance, acceptance shall be assumed. 7.2 After the warranty period has expired, the Government shall return the guarantee or any retaining funds that the contractor is entitled to. 8. Fines and Penalties 8.1 If the contractor fails to deliver on its temporary acceptance obligations as stated in section 4.1 on time for reasons other than force majeure, fines will be apply to contractor according to article 56 of Decree-Law no. 63/85/M. This fine shall continue until the contract obligations are fulfilled. If the contractor fails to settle this fine, the Government shall unilaterally subtract this fine from the eventual payment due to the contractor. 8.2 If the contractor still does not deliver on its contract obligations within 25 days of the designated delivery date as stated in section 4.1, the contractor shall be considered to have failed in fulfilling its contract obligations unless the contractor s explanation has been duly accepted by the Government in writing. 8.3 All fines and penalties listed in this section shall be made payable to the Government. 9. Non-fulfilment of Contract 9.1 The contractor is considered to have failed in fulfilling its contract obligations under the following conditions: 1. Conditions stated in section 8.2 in this Tender Specification; 2. Violating the terms and conditions of the contract; 3. If any work related to the project are considered defective, not compliant to the contract conditions, or in such deficient. The contractor shall have 7 days to replace the concerned part or rectify the situation, otherwise the contractor is considered to have failed in fulfilling its contract obligations. 9.2 In the event the contractor is determined to have failed in fulfilling its contract obligations, the Government reserves the right to void the contract, retain all guarantees, as well as the option to pursue compensation through legal venues.
20 9 10. Transfer of Contract 10.1 Without prior approval from the Government, the contractor shall not transfer any portion of its contract or any of its derivatives rights and responsibilities For the contract to be transferred, the following is to take place: 1. The receiver must present all the necessary documents regarding the transfer as requested by the Government; 2. The Government shall deliberate on the receiver s qualifications, including whether its taxes are up to date, social security payments are up to date, its solvency status, liquidation or cease of operation as well as any other decisions pending upon the receiver. 11. Costs Derived from Contract Signing 11.1 Under article 47 paragraph 3 in Decree-Law no. 63/85/M, the contractor shall be responsible all costs derived from the signing of the contract, including but not limited to stamp tax. 12. Dispute Resolution 12.1 Any disputes involving the validity of the contract, as well as any interpretation or implementation of the conditions therein, is to be resolved within Macao Special Administrative Region legal courts. 13. Other Conditions to be Observed 13.1 The contractor must adhere to all the terms and conditions listed out in the contract and its supplementary documents package, as well as any Macao Special Administrative Region laws and regulations that may apply Tender Procedure, Tender Specification, Annexes, and proposal submitted by the bidder should be parts of the contract documents In the event of any differences or contradictions in any of the document listed in the contract documents, precedence is given to the document that is ordered first In the event of ambiguity between different versions of this document, the Chinese version shall prevail.
21 Annex IA - Wi-Fi Access Point Locations The following table contains a list of locations and/or premises the contractor shall install Wi-Fi access points as described in section 1 of the Tender Specification. Access points in these locations are to be operational before December 15, The contractor must gain final permission and agreement from the management of said locations to install and operate the Wi-Fi network. Addresses of said locations will be provided upon request. More detailed information can found in the Brief Introduction to Wi-Fi Access Point Locations (hereafter referred as the Introduction). 34 This document provides a brief overview to selected Wi-Fi Access Point locations. The bidder should provide network coverage for public use at places with more foot traffic. The following is for reference only. The bidder is to plan the number and placement of the Wi-Fi access points based upon actual onsite situation and foot traffic. 1. Outdoor Café of the Maritime Museum The Maritime Museum is situated at Largo do Pagode da Barra. The outdoor café adjoining the museum can be seen in Figure 1. The network signal should cover the entire seating area. Wi-Fi access points may be installed at the museum, facing the café. Please note that the Largo do Pagode da Barra immediately adjacent is a popular tourist attraction. Macau Museum The Macau Museum is located at the Monte Fort. Network coverage is planned for three locations. The first location (listed in annex IB) is the Monte Fort exit shown in Figure 2. It is one of Macau popular tourist attractions. The network signal should cover the Garden s entrance, the pavilion seen in Figure 15 and its surrounding area. The network signal should cover the concession stand as seen in Figure 17, and most of the children s play area nearby. Wi-Fi access point may be installed at the concession stand. The concession stand is near the children s play area and CTM s satellite earth station, making core network connections and power considerations easier to arrange. The first location is at the Environment Information Centre located inside the park. The centre 9
43 serves 2000 visitors daily, and it already provides computer terminals for citizens to access the Internet. Figure 18 shows the entrance to the Centre. Bidders may install Wi-Fi access points both inside and outside this Information Centre, providing network coverage inside and nearby outside areas to serve the public. The second location is the teahouse on the other side of the park. The teahouse is near the children s play area and the courts. The network signal should cover most of the children s play area. 44 10. Triangle Garden of Friends The Triangle Garden of Friends is located on Estrada do Arco, it is quite small and Figure 20 shows most of the garden. The network signals should be able to provide coverage to most of the garden. At the center of the park there is a Chinese pavilion. Wi-Fi access points may be installed there. Power supply may be delivered from the public washroom (W.C.) structure further back, whose power meter can be seen in Figure 21. Pavilion W.C. Flower City Garden Flower City Garden, located between Rua de Evora and Avenida Olimpica in Taipa, is a Chinese garden containing a lily pond, walkways, pavilions, green areas, an ice rink, and children s play area. Foot traffic is relatively high. The network signal should cover most of the park. Wi-Fi access points may be installed at the Environment Information Centre of IACM seen in Figure 22, the security outpost of IACM seen in Figure 23, or various pavilions in the park. 46 12. Hác-Sá Park Located beside Hác-Sá Beach, the popular and highly visited Hác-Sá Park is the southernmost park in Macau. The network signal should cover the area adjoining Hác-Sá Park Restaurant seen in Figure 24 and the children s play area seen in Figure 25. 49 15. Senado Square Senado Square is situated in the city centre, has high amounts of foot traffic, and is one of the city s main tourist attractions. Network signal should cover most of the area. Wi-Fi access points may be installed at Macau Business Tourism Centre seen in Figure 30 or the Post Office Building seen in Figure 31. However, please note that many of the buildings surrounding the square are designated as historical artefacts. Added caution must be paid when installing Wi-Fi access points. Tap Seac Square Tap Sac Square locates on Avenida do Conselheiro Ferreira de Almeida and wide and spacious. Tap Sac Square contains relatively many suitable spots for Wi-Fi access points, including the building on 16

In Figure 32, the Pavilion of Artistic Exhibitions and Performances for Youth (PEEAJ) is shown at one end of the square. Another possible location for Wi-Fi access points is the central library.
