mobile USAID
Why Mobile Solutions? Huge untapped development opportunities to leverage mobile phone technology Voting without a ballot box Banking without a bank Learning without a school Health services without a clinic Role of new Mobile Solutions team Data point: There are 5.3 billion phones and only 500,000 bank branches Structured to support cross cutting mobile solutions: Mobile Access Mobile Money Mobile Accountability Offers a platform for sharing findings, ensuring easy & standardized procurements, providing short-term TDYs Leverages mission interest, funding, and staff to promote programs with massive scale and impact. Examples of accomplishments to date: Haiti: More than 5 million mobile money transactions. New agent network has doubled the points of financial access for Haitians. Afghanistan: New USAID leadership position on mobile money in the interagency. We have guided all mobile operators to launch mobile money. 2
Mobile Money USAID Forward: 10 missions will have distinct mobile money programs designed to drive 20% of phone subscribers onto mobile money within 4 years of program start Electronic payment/mobile money systems are emerging rapidly and offer important opportunities for Increasing transparency in financial flows Reducing opportunities for corruption Increasing the safety of people, women in particular Promoting financial inclusion Kenya is just one shining example 16 million users of mobile money service M-Pesa since it launched in million M-Pesa transactions each day $4.98 Billion (US) in annual transactions processed by M-Pesa Achieving more Kenyas will require Massive investment in infrastructure, agents, client education Bold early users of mobile payments as a replacement to cash Need more know-how Incentives to do something new, combat corruption (Limited) funding for upfront costs Solving for a range of security and development challenges USAID s leadership opportunity
Mobile Access Existing USAID focus: 1. Extend Access Rural without Existing Coverage New USAID Leadership Opportunities: 1. Increase Adoption 2. Improve Affordability Potential Users in Coverage Areas (Rural) Potential Users in Coverage Areas (Urban, Peri-Urban) Existing Users
Mobile Access Increased Adoption Reducing the mobile phone gender gap in the developing world, the USAID funded mwomen program: Aims to close the gap by 50% by 2014 Funds research to develop business case for mobile operators to invest in and market towards women In Iraq, Asiacell, a member of mwomen s Working Group, launched a womanspecific product which is on pace to nearly double their percentage of women subscribers between early 2011 and the end of 2012 Increased Affordability As broadband coverage expands, active usage remains relatively low. The MS team, along with E3 s Global Broadband and Innovations team, is: Developing a cross-sector coalition to promote regulatory practices to bring prices down Supporting the deployment of new, low-cost technologies to extend affordable access Data point: 70% of Internet users in Egypt, 59% in India, 50% in Ghana and 44% in Indonesia now get online via mobile phones alone
Mobile Accountability Mobile tools connect citizens to government and donors Increased transparency and participation Real-time analytics, monitoring and evaluation Efficiency gains Better understanding of beneficiaries (e.g. combine crowd-sourced information with sector and demographic data) Decrease data-entry errors Joint project between UNF, Vodafone, and the World Bank used mobile data collection tool to evaluate Guatemalan CCT program. Compared to paper-based evaluation conducted one year earlier, the mobile data collection tool led to: 71% reduction in interview cost (which permitted a tripling of the sample size) Improved data quality 90% of interviewers preferred mobile phones for data collection
How MS Team can help We have a 5 person team for TDY support We have mechanisms and standard scopes of work to support easy program implementation We support the inter-agency dialogue, particularly with Treasury on mobile money We are creating a Knowledge Management portal and supporting the engagement required to make that a useful tool We establish partnerships to provide new financial and technical resources (Gates Foundation, Citi, etc) We support missions aiming to drive nation-wide, scaled platforms for m-money, m-access, and m-data
