2 What s scary is when organised criminals understand there is money to be made and they don t care what the product is. Ernie Allen, President and Chief Executive Officer, National Center for Missing and Exploited Children Online crimes, offline consequences The internet has changed modern life the way we do business, communicate and socialise. It has provided unprecedented opportunities across business, social and geographical borders and is dynamically changing all the time. It has also provided opportunities for one such type of community to flourish, to share their interests, their opinions, their images and their sexual interest in children. Evidently, this can be put into figures. When Greater Manchester Police made the first arrest of an offender who had been in possession of child abuse images on his computer back in 1997, they seized 12 images in total. In 2007, the UK s Child Exploitation and Online Protection (CEOP) Centre processed just short of one million unique child abuse images that had been seized from police investigations and it is not uncommon for offenders, across Europe, to be arrested with image collections totalling thousands. Whilst these statistics tell one kind of story, they omit another. That in every image, there is a victim. A child who has not only been brutalised in one country, but whose abuse has been recorded digitally and then shared with adults over the internet and across the world who, in turn, are gratified by this crime scene photo. And the cycle continues - fuelling the demand for further abuse and at the same time increasing offenders sexual desire for children. This cycle can be stopped. By preventing access to child abuse images, this escalation and spiral of consequences can be eliminated. Not for sale Whilst there are online paedophile networks that utilise peer-to-peer technology to share abuse images for kudos over cash, this kind of sophisticated paedophile network does not just emerge from the ether. They all have origins. Indeed, anecdotally most online offenders have an entry level where they start accessing images. These are largely in the form of newsgroups, forums and websites where images are not only available but affordable on the internet. According to the UK s Internet Watch Foundation, there are anywhere between reported websites that host child abuse images on the internet and this paedophile internet market is estimated to be a multi-million Euro industry. By providing access to abuse images, individuals and criminal groups are not only profiting from the sexual abuse of children, but are fuelling the market and encouraging further abuse. By limiting business opportunities, raising the risk of capture and seizing the assets of these criminals, we can help reverse the tide of online child sexual abuse.
3 An indecent profit Removing websites and blocking access to these commercial sites are tactics currently employed by hotlines, law enforcement and internet service providers alike. However, it is apparent that this is not a panacea to the problem. With increasing web hosting and server hopping, blocking mechanisms and block lists have a positive, but limited effect on tackling this problem where the criminal can simply move the website and change the url. In addition, even payment processes are being exploited in this activity and whilst online payment may be virtual, there is someone very real who is drawing cash from accounts and benefiting from the misery of the children in those images. Although there is much good work going on throughout governmental, financial, online and law enforcement agencies, there is currently little coordination of efforts and cross-border collaboration to tackle this crime in Europe. As a pan-european working conference, delegates will actively participate in order to establish a baseline of knowledge and cooperation in the area of commercial distribution of child sexual abuse images, across organisations in Europe including law enforcement, financial institutions, government departments, non-governmental organisations and internet service providers. Ultimately, child protection is everyone s business. By working together, sharing good practice and intelligence across agencies and lowering our national flags and brands, we can develop an effective solution that will help to prevent these horrific crimes against our children. Who should attend This conference is particularly relevant for those who: work in law enforcement investigation where child sexual abuse is involved; work for Government or non-government organisations who deal with matters arising from child sexual abuse online; represent the online industry and Internet Service Providers specifically; work in European and global financial institutions; work for online payment providers; work in marketing, corporate social responsibility, policy and business planning areas of online enterprises; take responsibility for their organisational policies on safeguarding children; and academics with a proven research background in the field of sexual abuse. There is no charge to attend this conference. The conference will be conducted in English.
