1 ALKA B. LOHMANN Virginia Department of Forensic Science 700 North 5 th Street Richmond, VA Education: B.A. Chemistry University of Virginia M.S. Pharmacology/Toxicology Medical College of Virginia at Virginia Commonwealth University Employment Experience: -Director of Technical Services, Commonwealth of Virginia, Department of Forensic Science (April 2013-present) -Calibration and Training Program Manager, Commonwealth of Virginia, Department of Forensic Science (November 2008-April 2013) Prior ASCLD or ASCLD/LAB experience (previous Board member, assessor/inspector experience, committee member, meeting volunteer, etc.): -Certified Technical Assessor (3 Calibration Laboratory Assessments) -Co-presenter How can I be sure: Measurement Uncertainty Success Stories from the Trenches Workshop, ASCLD Member of the team that developed the ASCLD/LAB-International 2007 Supplemental Requirements for the accreditation of breath alcohol calibration laboratories In your opinion, what are the two most important initiatives/issues that ASCLD/LAB should place resources into in the coming year and why? 1. Increasing capacity to conduct Assessments Mandatory accreditation for forensic science laboratories is a distinct possibility with the proposed Federal legislation. Once passed, this will result in an increase in the number of applicant laboratories which will in turn increase demand for technical assessors. Although the volunteer technical assessor model has served ASCLD/LAB and the community well over the years, this model may not be sustainable with an increase in volume. There are several mechanisms such as enhancing electronic document reviews and employing technical leads that could be utilized to address this issue. 2. Monitor and participate in the development of new standards The recently formed Organization of Scientific Area Committees (OSAC) are tasked with the development and promulgation of standards and guidelines for many forensic disciplines. Constant monitoring of the progress of the OSAC will be necessary to stay abreast of proposed requirements. Providing input whenever possible will be crucial to ensuring that overall quality is maintained, that ASCLD/LAB is prepared for changes which will affect providing accreditation to the forensic science community and that ASCLD/LAB is able to assess proper implementation and conformance to new standards by forensic laboratories. Additional Information: (Include any additional information that voters should consider when making their decision) As both the Calibration Laboratory Director and Quality Manager for a testing laboratory system, I have the unique opportunity to be well versed in both the testing and calibration supplemental requirements and the relevant issues that affect each. Through my involvement with the International Association for
2 Chemical Testing (IACT), the National Safety Council Alcohol, Drugs and Impairment Division and the North Carolina Forensic Science Advisory Board, I have interacted with individuals from a variety of organizations both public and private and participated in discussions/activities involving quality, technical, administrative and managerial matters.
