HELD IN THE CIVIC CENTRE, BEECROFT ROAD, CANNOCK PART 1 PRESENT: Councillors D.N. Davies (Vice-Chairman) Davis, Mrs. M.A. Hewitt, S.M. Molineux, G.N. Stretton, M.C. (Apologies for absence were received from Councillors M.R. Grocott and D. Thomas). Minutes The application from Norton Canes Community Partnership had been considered and determined prior to the arrival of Councillor S.M. Hewitt. The Minutes of the meeting held on 6 December, 2005 were approved as a correct record. Arising from consideration of the Minutes, Members requested that: (a) (b) information on whether individuals who had been awarded grants by the Chase Sports Council resided within the District should be available at the next meeting of the Committee; the Council s Community Engagement Officer provide updates to the Committee based on the Minutes of the Chase Sports Council meetings. 11. National Non-Domestic Rates Charitable Rate Relief Consideration was given to the Report of the Deputy Chief Executive (Enclosure of the Official Minutes of the Council). RESOLVED: (A) (B) That Members reserved the right to consider entitlement to Small Business Rate Relief when determining applications for Mandatory and Discretionary Rate Relief from 1 April That grants be awarded as follows:- (i) Connexions Staffordshire Ltd., 11 Queen Street, Cannock That 50% Discretionary Rate Relief be granted in respect of the above premises for two years with effect from 1 April 2005 to 31 March (ii) Connexions Staffordshire Ltd., 84 High Street, Cannock That 50% Mandatory Rate Relief be granted in respect of the above premises for two years with effect from 1 April 2005 to 31 March (C) That grants be refused as follows:- (i) The Birth Defects Foundation Ltd., Unit 1, Hemlock Business Park, Hemlock Way, Hawks Green, Cannock, WS11 2LH Grant Applications and Rate Relief
3 That Discretionary Rate Relief for the financial year 2006/07 be refused in respect of the above premises on the basis that the organisation occupied large premises and that the amount of relief granted on those premises would be considerable when compared with the overall budget for Discretionary Rate Relief. (ii) The Birth Defects Foundation, Unit 2, Hemlock Business Park, Hemlock Way, Hawks Green, Cannock, WS11 2LH That Discretionary Rate Relief for the financial year 2006/07 be refused in respect of the above premises on the basis that the organisation occupied large premises and that the amount of relief granted on those premises would be considerable when compared with the overall budget for Discretionary Rate Relief. (D) That the action of the Head of Commercial Operations in awarding Mandatory Rate Relief as set out in Annex 2, together with the amount of grants awarded, be noted. (i) Cannock Chase High School The Head of Commercial Operations confirmed that there had been no change of status and that Cannock Chase High School was a foundation school. (ii) Cannock Chase Technical College (High Green) That 80% Mandatory Rate Relief be granted in respect of the above (iii) Cannock Chase Technical College (Progress Drive) (iv) Cardinal Griffin RC School (v) St. Joseph s RC Primary School (Hill Top) Grant Applications and Rate Relief
4 (vi) St. Joseph s RC Primary School (Newman Grove) (vii) St. Mary s RC Primary School (viii) Stoke-on-Trent College The Head of Commercial Operations explained the College s links with The Prince s Trust, a registered charity, and that the Charitable Relief granted funded personal development programmes and training. Applications for Financial Assistance Consideration was given to the Report of the Deputy Chief Executive (Enclosure of the Official Minutes of the Council). With regard to the application by Chase Sports Council (A308), Members expressed concern at the proportion of grant which was expended on administrative costs and enquired whether the Council could provide support. RESOLVED: (A) That the following grants be awarded:- Organisation Ref. 14 Chase Under 5 s Nursery A st Blackfords Sea Scouts A305 1,000 It was noted that the amount of grant that had been requested had been reduced from 6,000 to 3,000. New Crazy Saints A Cannock Chase Drama Society A The External Funding Officer (Lottery) informed Members that the Arts Development Officer had encouraged the Society to apply to the Cannock Chase Arts Council for funding and that she would make a site visit to explore enhancing the Society s fundraising capacity which had reduced by approximately 50%. (B) Chase Sports Council (A308) That this application be deferred to enable the Council Solicitor to investigate whether secretarial services could be undertaken by Cannock Chase Council employees. (C) Norton Canes Community Partnership (A206) 13. Urgent Applications That this application which was deferred from the previous meeting be awarded 500. With the agreement of the Chairman, consideration was given to the following applications as a matter of urgency: RESOLVED: Organisation Ref.
