OPENING DATE: 08/10/15 CLOSING DATE: 08/28/15 05:00 PM JOB TYPE: Full Time DEPARTMENT INFORMATION: INFORMATION ABOUT THE DEPARTMENT The primary mission of the Department of Public Safety is to provide a safe environment for the citizens of Colorado by maintaining, promoting and enhancing public safety through law enforcement, criminal investigations, fire and crime prevention, recidivism reduction and victim advocacy. Currently, the divisions within the Colorado Department of Public Safety are The Colorado State Patrol, the Division of Criminal Justice, the Colorado Bureau of Investigation, the Division of Fire Prevention and Control, and the Division of Homeland Security and Emergency Management. The Executive Director's Office (EDO) within the Department provides administrative support to human resources, financial and budgeting functions, and analytical service to the Department's operative divisions. The EDO also oversees the supervision and management of the Colorado Integrated Criminal Justice Information System and the Colorado School Safety Resource Center. This position is with the Colorado Bureau of Investigation (CBI). CBI is Colorado's premier criminal justice agency, providing excellence in leadership, service, and support to Colorado's citizens and communities. DESCRIPTION OF JOB: Information about the work unit 1/5
2 The Colorado Bureau of Investigation Forensic Services maintains operational forensic science laboratories throughout the state. Forensic Services is responsible for the collection and preservation of evidence at the crime scene and the subsequent scientific analysis of this physical evidence. The role of our scientists is to evaluate, examine the evidence using the latest state of the art techniques, and objectively testify to their findings for the state and federal law enforcement agencies we serve and for the prosecution and defense in court. In order to best serve the citizens of Colorado, we strive to build and maintain partnerships not only with law enforcement agencies but also within the communities we serve. Position duties This position represents the Colorado Bureau of Investigation Forensic Services as the initial contact liaison having interaction with law enforcement agency personnel at the crime scene. This individual collects physical evidence and property at these scenes for federal, state and local law enforcement. The following describes the primary responsibilities of this position: Must possess International Association Identification (IAI) Certification as a Crime Scene Analyst, within one year of hire date; Isolates and secures crime scenes; Ensures access to the crime scene area is restricted to prevent contamination; Employs a step by step approach to processing the scene; Provides support to crime scene investigations through blood spatter analysis, crime scene reconstruction analysis, ballistic and trajectory analysis and other specialized techniques; Familiarity with the general operation of a variety of weapons including but not limited to: shotguns, rifles, handguns, knives, other implements; Performs measurements of evidence at crime scenes using a variety of manual, electronic and computerized measuring methods and devices; Must possess proficient skill in the use of general and specialized hand and power tools; May be required to attend autopsies to photograph/videotape injuries and collect additional evidence; Photograph the scene using digital and video imaging; Must possess clear knowledge of recognition, documentation and recovery of physical evidence; Must ensure conformance with the requirements of ISO/IEC in performing those duties bound by accreditation standards, when necessary; Must ensure all policies and procedures detailing evidence tracking are maintained; Must comply with all applicable policies and procedures including but not limited to: the Quality Manual, Quality Policies/Procedures, the Latent Print Operations Manual, the Latent Print Training Manual, the Crime Scene Operations Manual, the Crime Scene Training Manual, the Facilities Operation Manual, the Evidence Operations Manual, the Safety Operations Manual, all CBI Directives and all applicable CDPS policies/procedures. Ensure the chain of custody is maintained and all evidence in the possession of the CSA is accounted for at all times utilizing the Laboratory Information Management System (LIMS); Must ensure all associated paperwork relative to the crime scene is written precisely, accurately and in a timely manner; May be responsible for assisting in the preparation of affidavits for search warrants as well as the the execution of these warrants; May be required to maintain qualification of a bureau issued firearms by successfully completing all mandatory training; Must demonstrate the highest level of customer service regarding all technical and administrative aspects of crime scene response work; Must be respectful and courteous in all written and verbal communication ensuring the CBIFS is seen in the best possible light; Must employ effective problem solving skills to ensure the needs of our law enforcement partners have been met or exceeded; Interacts professionally and willingly with all internal customers, including but not limited to other crime scene staff, field agents, forensic scientists and laboratory management, collaborating to ensure the best interests of the CBI are paramount in all interactions and decisions; Conducts trainings, facilitate presentations and advise statewide law enforcement regarding all aspects of crime scene response; May be required to perform a variety of tasks in support of the overall operation of the laboratory and system; Must travel statewide to provide expert testimony in court; Must participate in professional organizations and attend annual training and seminars. 2/5
3 MINIMUM QUALIFICATIONS, SUBSTITUTIONS, CONDITIONS OF EMPLOYMENT & APPEAL RIGHTS: Requires a bachelor's degree from an accredited college or university in biology, biochemistry, chemistry, molecular biology, forensic science or another natural science field. A copy of your college or university transcripts must be provided at the time of application. AND Two years full time (part time experience will be prorated) forensic (law enforcement agency) crime scene analyst experience is required, excluding trainings and/or internships. Preferred Qualifications Preferred applicants will have current IAI Crime Scene Analyst certification. Please provide a copy of your certification as an attachment to your application. Blood spatter analysis skills. Ballistic and trajectory analysis skills. Substitution A master's or doctorate degree in biology, biochemistry, chemistry, molecular biology, forensic science or another natural science field from an accredited college or university may be substituted for the bachelor's degree. In this instance the substitution would occur when the applicant's bachelor's degree is in a field unrelated to the requirements listed above. A copy of your college or university transcripts must be provided at the time of application. There is NO substitution for the two years full time forensic crime scene analyst casework experience. Other requirements Applicants must be willing to be fingerprinted and must successfully complete an extensive background investigation, polygraph examination, and drug screen.
