3 Why Perform Drug & Alcohol Testing? The Department of Transportation (DOT) requires testing of certain occupations. Some Employers are either required or voluntarily wish to comply with the Federal Drug-Free Workplace Program. Employers may receive discounts on workers compensation or health insurance premiums for drug testing and drug free workplaces. Employers want to avoid the huge costs and disruption of unchecked associate substance abuse problems in the workplace. Employers wish to improve their community by helping reduce illegal use of drugs & alcohol.
4 How Prevalent is Drug & Alcohol Abuse in the Workplace?
5 Workplace Statistics 8.4% of those employed full-time were current illicit drug users in 2009, and 8.8% reported heavy alcohol use. An estimated 3.1% of employed adults actually used illicit drugs before reporting to work or during work hours at least once in the past year. An estimated 1.8% of employed adults consumed alcohol before coming to work, and 7.1% drank alcohol during the workday. About 9 in 10 employed current illicit drug users and almost 9 in 10 employed heavy drinkers work for small and medium sized firms of fewer than 500 employees.
6 What are the costs of Drug & Alcohol Abuse in the Workplace?
7 Risk Accidents Insurance People who abuse drugs or alcohol are 3 ½ times more likely to be involved in a workplace accident. Healthcare costs for employees with alcohol problems are twice those for other employees and 3 times higher among drug users. Up to 40% of industrial fatalities and 47% of industrial injuries can be linked to alcohol or drug consumption and alcoholism. 38% to 50% of all Workers' Compensation claims are related to substance abuse in the workplace; substance abusers file three to five times as many Worker's Compensation claims.
8 Absenteeism Turnover Current illicit drug users are more than twice as likely (12.3%) as those who are not to have changed employers three or more times in the past year. Likewise, those workers are more likely to have skipped work more than two days in the past month. Substance abusers are 2.5 times more likely to be absent eight or more days a year. Absenteeism is 66% among drug users than individuals who do not use drugs according to the US Small Business Association.
9 Productivity Disciplinary actions are 90% higher among drug users than among individuals who do not use drugs according to the US Small Business Association. Substance abusers are 1/3 less productive than others. 14% of employees in one survey said they had to repeat work within the preceding year because of a co-worker s drinking.

21 ADA Considerations Employers may prohibit the illegal use of drugs and the use of alcohol in the workplace. The ADA is not violated by tests for illegal use of drugs (but remember to meet state requirements). Employers may discharge or deny employment to persons who currently engage in the illegal use of drugs. Employers may not discriminate against drug addicts who are not currently using drugs and have been rehabilitated or have a history of drug addiction.
22 The New Synthetic Marijuana & other Designer Drugs High:
23 What are synthetic cannabinoids? Synthetic cannabinoids are chemical compounds that mimic the effect of THC, the principle active ingredient of cannabis. Like THC, they bind to cannabinoid receptors in the brain and were initially developed as therapeutic agents for the treatment of pain. However, these psychoactive research chemicals are frequently being sprayed on herbal mixtures and sold as fake weed or synthetic marijuana. Initially, JWH-018 and JWH-073 were the two most common synthetic cannabinoid chemicals found in a variety of herbal smoking blends. Others like JWH-250, JWH- 210, JWH-081, AM-2201 and RCS-4 have started appearing in newer synthetic cannabinoid products and preparations.
24 Why do good drug-free programs go bad? T The Department of Labor's Working Partners for an Alcohol- and Drug-Free Workplace issued a fact sheet listing the top 12 reasons a drug-free workplace program goes bad. 1. The drug-free workplace program isn't tied into the organization's safety plan since it's not required by OSHA regulations. 2. There is a policy on paper, but no one knows what it says. 3. There is a belief that once a policy is implemented, it's too late to change it. 4. Workers feel drug testing is invasive and won't go for it. 5. There is a belief that if applicants are drug tested, no one will ever be hired. 6. The policy includes reasonable suspicion testing, but supervisors never exercise it because they're afraid of making a wrong call. 7. There is a belief that drug testing doesn't really improve safety since it doesn't show actual impairment. 8. There is a belief that there's no use testing since people can cheat the test. 9. Only illicit drugs are tested for, but there are known problems with alcohol and prescription drugs. 10. Safety professionals don't feel they have the expertise to provide training on drug issues. 11. Management believes offering Employee Assistance Program (EAP) services and treatment are luxuries it can't afford. 12. Workers don't trust EAPs.
