Services offered on a traded basis Robust and extensive package of support over approximately two years inclusive of: Charter Promise tool, whole school training, consultations, help with action planning, appreciative enquiry day gathering feedback from parents/carers and children/young people, detailed reports, Rotherham Charter Gold accreditation process and report, Charter Gold celebration event during the Children s Festival, access to Charter School User Group Further support to achieve Charter Gold Re-accreditation Charter Promise - annual registration to access updated electronic Charter selfevaluation tool plus telephone consultation service Charter First Steps - 2 day training package for schools, settings and colleges (one staff member and one parent)- Twilight or half day whole staff training session Appreciative enquiry full day touring the school/setting/college gathering feedback from parents/carers and children/young people through focus groups plus detailed feedback report and consultation to help with action planning Access to Charter team for /telephone advice and termly consultation to support the school/setting/college in taking active steps to develop practice and gather the evidence needed for accreditation Charter accreditation process including preparatory consultation, full day process, Charter Gold accreditation report and invitation to Celebration Event at the Children s Festival Full day personalised whole staff How we Listen training session Charter Service Gold accreditation for services (under development) Benefits of the service to Schools, Settings and Colleges Ofsted September 2015 Framework says that to obtain Outstanding judgements in terms of Effectiveness of Leadership and Management, and Quality of Teaching and Learning, schools have to evidence how well leaders engage with parents to support all pupils The Rotherham Charter demonstrates genuine commitment to the high quality

2 partnership working with parents/carers and with children/young people required by SEN Code of Practice It is a development based on evidence based research highlighting good practice and areas for further improvement voiced by parent/carers and child/young people in Rotherham Delivery is by an experienced team modelling co-production with parents/carers and young people Charter processes are recognised nationally by the DfE and Council for Disabled Children as best practice Evidence shows working in partnership boosts emotional well-being/mental health, improves confidence and a wide range of outcomes for all children and young people and their families The Charter processes genuinely enrich practice over time thereby creating a more sustainable impact on ethos and culture Can lead to Charter Gold accreditation for schools, settings and colleges Can lead to Charter Service Gold accreditation status for providers and services Contributes to Rotherham s quest to be Child-Friendly Performance Standards The work of the team is recognised nationally by the DfE and Council for Disabled Children as best practice Team members undergo training and shadowing to ensure their competency and commitment to this way of working Members of the team adhere to RMBC and/or Rotherham Parents Forum Ltd principles and codes of conduct All Charter Implementation Team members sign an agreement: To adhere to the general principles of confidentiality and to respond sensitively to information imparted To always be focused on ways issues can move forward, offering ideas and solutions that will help make things better, and help parents/carers, children, schools, settings, colleges, providers and services do the same To think and act positively, searching for strengths, helping to stress their importance (appreciative enquiry model) To offer constructive, structured advice and support To work as an equal team member alongside all other representatives, listening to and valuing their points of view To avoid condemnation or criticism and, in so doing, model partnership working To avoid raising or becoming sidetracked by negative experiences or unprofessional, anecdotal personal issues To be committed to demonstrating the fundamental Charter principles welcome and care, value and include, communicate and work in equal partnership in their practice, making the establishment of trust a core construct To volunteer to participate in shadowing (consultations, training sessions, gathering feedback, data analysis, monitoring and evaluation visits) with more experienced Charter representatives To be prepared to support other Charter members delivering consultations, training events, focus group and other feedback sessions, monitoring days and evaluation visits Only when sufficiently confident and experienced, to undertake responsibility for leading Charter implementation packages To respond promptly to communications, communicating regularly with team members and schools in ways agreed that best suit them

3 There is a Charter Strategic Management Group which seeks feedback from schools, settings, colleges, providers and services as a matter of course and adapts processes as a result Two experienced Charter co-leads (representing RMBC and Rotherham Parents Forum Ltd) ensure accountability to their respective bodies The LA Co-lead and other members of the Strategic Management Group are HPCP registered and adhere to British Psychological Society Code of Ethics Guidance for team members outlines safe working practices including role definition, boundaries and how to seek support Mentoring arrangements are in place Financial arrangements are organised through the Charter s Community Interest Company Together We Make a Difference in conjunction with Rotherham Parent Forum Ltd, overseen by directors and accounts scrutinised by VAR (Voluntary Action Rotherham) Service Options and Charges Charter Promise registration for self-evaluation with telephone consultation only Annual registration for access to Charter Promise updated self-evaluation tool (electronic) with telephone consultation service 150 Training packages only Training package Charter First Steps 2 day training package (for one staff member and one parent in a position to work together to support SEND and/or parent/child voice developments) Charter whole staff training session (half day or twilight) How We Listen Full day personalised whole staff training session Charge 240 ( 60 per person per day) Half day min 375 Twilight min 250 (depending upon numbers) Min 600 (depending upon numbers)

4 Packages of support including Charter Gold Accreditation Support Packages Termly consultation visits from the Charter team plus e- mail/telephone advice to support active steps being taken to develop practice and gather the evidence needed for accreditation Charge 350 pa Full day appreciative enquiry carried out by your Charter team, including tour of the school/setting/college gathering feedback from parents/carers and children/young people through focus groups plus detailed report and consultation to help with action planning that will fully embed the Charter principles in systems, policy and therefore everybody s practice Charter Gold accreditation process including preparatory consultation, full day within the school/setting/college, Charter Gold accreditation report and invitation to Celebration Event at the Children s Festival Extensive and robust inclusive support package (over approximately 2 years): Charter Promise tool, whole school training, consultations and support to develop action plan, appreciative enquiry day gathering feedback and follow-up reports, Charter Gold accreditation process and support to put together portfolio, Charter Gold report, invitation to Gold celebration event plus access to School User Group 1,200 1,200 1,500 pa over two years (option to pay full amount of 3,000 at once and small reductions available for schools/settings working together) Charter Gold Re-accreditation: further support to achieve Charter Gold Re-accreditation every 3 years thereafter is available at an annual subscription 150 per annum Payment Arrangements Schools/settings/colleges/providers and services will be invoiced for packages for the full period at the beginning of the financial year or start of the school year in September. If the circumstance arises, it is possible to invoice mid-year if schools/settings decide to purchase specific items at other times. Payment is requested within 30 days of invoice by cheque or bank transfer to the Charter CIC Together We Make a Difference

5 Notice Period It is expected that discussions will be held to resolve any disputes or difficulties arising from the delivery of this service before termination of the agreement is considered. Where unforeseen, or extreme circumstances occur either party can terminate the agreement. Should a school/setting wish to terminate without incurring financial penalty, a minimum period of 3 months written notice prior to the end date of this Agreement is required. A service provider wishing to terminate an agreement will give a period of 6 months written notice to provide schools adequate time to procure an alternative service provider. Obligations & Responsibilities Our Obligations To proactively deliver the materials, training and packages outlined in the Services offered on a traded basis section to support your school/setting demonstrate commitment to the Rotherham Charter principles and, if a school/setting is purchasing a full or accreditation package, to deliver Charter Gold accreditation. Your Obligations To show commitment to Charter principles and way of working To adhere to contractual obligations To identify a Charter Champion or link person with whom the team can liaise To provide whatever time, information and documentation is required to assist in the service being delivered in a timely manner You must not claim Charter Gold status unless you have first been awarded Charter Gold accreditation by a Rotherham Charter Implementation team.
