1 Extension Bid Prospectus ( ) Rabbits, wild dogs, carp and other invasive animals are an insidious threat that undermines Australia s food security and costs agriculture over $700 million a year and rising. Their environmental impact is a suite of mammal and bird extinctions, continuing impact on 100s of threatened species, and to act as a major barrier to their efforts to adapt to climate change. In response, 41 partners joined forces in 2005 to establish the Invasive Animals Cooperative Research Centre. The result of this focused, collaborative venture has been an unprecedented level of innovation. The graph below shows the slow innovation rate for over 0 years from the1970s to 2000s, and the spike in product innovation to be delivered by the IA CRC this decade. Estimated impact: $1.4B over 15 years New freeze-dried method to efficiently distribute RHDV. Estimated impact: $7.8M/yr Wild dogs and foxes National cost: $48.5M/yr (dogs), $21.2M/yr (foxes) and impact on 76 threatened species (foxes) Value proposition: Increase effectiveness of wild dog and fox control through regional nil-tenure approaches, develop a new class of humane toxin with antidote, and enable wide use of new bait delivery systems New humane toxin (PAPP) for wild dogs and foxes backed up by Bluehealer antidote for working and pet dogs Estimated impact: $1.1M/yr National demonstration that regional nil tenure wild dog control works New rapid scat DNA detection technique to identify foxes and other predators (integral to Tasmanian fox eradication program) Carp and tilapia Value Proposition: Increase effectiveness of integrated carp management in the Murray Darling Basin Discovery of carp breeding hotspots and movement patterns that can be used to enable targeted carp control. New sex pheromone carp attractant Initial evaluation of Australia s first potential biocontrol agent for carp (Koi herpes virus) World first production of daughterless carp New rapid response system and platform environmental DNA technology to detect tilapia Feral pigs National cost: $9.2M/yr and impact on over 20 threatened species Value proposition: Increase effectiveness through improved baits and toxins World s first manufactured feral pig bait, with improved target specificity (PIGOUT) Estimated impact: $0.28M/yr New humane toxin for feral pigs (HOG-GONE) with target specific bait delivery system (HOG-HOPPER), backed up by Bluehealer antidote for working and pet dogs Estimated impact: $1.88M/yr TOGETHER CREATE AND APPLY SOLUTIONS
2 Invasive Animals CRC Extension Bid Prospectus ( ) Why invest in the extension bid? The proposed extension of the Invasive Animals CRC will continue the close collaborative work between industry, research, and extension organisations to both fully deliver those key technologies that will be ready for adoption after 2012, as well as new technologies that overcome major outstanding problems. The impact of just one of these technologies the approval and rollout of any new safe and effective strains of rabbit calicivirus will benefit Australia by $1.4 billion over 15 years. As part of our new CRC, your organisation will help bring together leading researchers, commercialisers, educators and trainers to drive innovation. Your organisation will also be in the driver s seat in positioning invasive animals R&D to ensure this can-do, collaborative focus is maintained by evolving the Invasive Animals CRC into a long term national body. Programs and key outputs The draft IA CRC extension bid is being developed under four important themes: 1. Landscapes: Products and Strategies to manage land pests impacting on agriculture, urban areas and biodiversity. 2. Inland waters: Products and Strategies to manage pests impacting on river and wetland health, and livelihoods.. Processes and policies: Ensuring availability and adoption of new products and capacity to manage pests: by understanding and influencing policies and social drivers in pest animal control; encouraging cooperation: and overcoming economic and social barriers. 4. People and communities: Providing awareness programs, education, training and opportunities for engagement for each group of users. This structure places increased focus on adoption, education and training. Based on discussions so far with industry and government end-users, and leading scientists, some of the possible products and strategies under each provisional program is outlined on the next page. We are particularly looking for new high impact pest animal control technologies/outputs that can be delivered within five years, which can be added to this list. To be competitive, the CRC Program expects the bid to include a significant portion of un-tied cash.
