4 The Power of A Voice From Within AAUP has publicly supported legislation (the Conyers Bill) that would limit access to published academic research. The decision to support the bill was made by the AAUP Executive Committee without polling the membership. RUP has publicly disavowed itself from this policy and has signed a statement along with 9 other University Presses promoting public access to journal articles and supporting Federal public access mandates.
5 Traditional STM Publishing Scientists - Perform the research & write the paper. - Review papers. - Serve as editors for journals. Tax payers - Fund the research & the scientists. - Pay for access to the journals. Publisher - Oversees peer review, copy editing, formatting & publication. - Provides trustworthy location for research. - Takes copyright & ownership. - Pockets the profits.
6 A Challenge to Tradition Accessibility Authors encouraged to post PDF on their websites. Jan 2001: All content released to public 6 months after publication. Oct 2008: All content archived to PubMed Central & PMC-UK (public release 6 months after publication). Archiving in Portico & open to other initiatives. 7 A Challenge to Tradition Affordability April 2009: Announced zero increase in price this year (among the first publishers to do so). Prices remain low and competitive. Tried to incentivize switch to online only. A non-profit organization.

9 Why Adopt New Policies? A question of evolution & survival Online publishing has changed everything. Publishers must understand their market s requirements. Change is necessary to compete & survive today. It is the right thing to do for the content that we publish.
10 Why Resist Change? Many Commercial Publishers have business goals that are at odds with those of scholarly, academic publishing. Their Bottom Line make money! this does not mesh with maximum liberal dissemination of content. Aim is to: keep subscription numbers costs high. keep revenues high. retain ownership.
11 Some Facts & Figures Elsevier ( In 2008 reported: 1,700,000,000 total revenue ( $2.7 billion). 568,000,000 adjusted operating profit (almost $1 billion). Underlying adjusted operating profit growth of 10%. Wiley Blackwell ( In 2008 reported: $1,674,734,000 total revenue. $ 128,873,000 adjusted net income. Revenue up 36% and adjusted net income up 37%.
12 Use-Cases from The Rockefeller University Library 4 Megapublishers consume 69% of the total 2009 serials budget (Elsevier, Springer, Wiley-Blackwell, and Nature Publishing Group). For One Megapublisher: the top 10% of journals garner over 85% of the hits to the bundle from users at the University. over 40% of the journals in the bundle had no hits at all from the University in 2008! wording from this publishers license agreement does not allow terms to be revealed. 13 What Can You Do? Librarians Read & modify publishers licensing agreements. Push for change in copyright/licensing policies. Track journal usage. Dissociate from big bundling deals & demand reasonable pricing for individual journals. Identify publishers with good policies. Take online only subscriptions where possible. Take a good look at databases you subscribe to. Are they all necessary? MAKE DEMANDS OF THE PUBLISHERS!
14 Readers What Can You Do? Support your librarians! MAKE DEMANDS OF THE PUBLISHERS! Authors Don t sign their copyright agreements. Publish in journals from publishers with good policies Support your librarians. MAKE DEMANDS OF THE PUBLISHERS!
15 Publishers What Can You Do? Be forward thinking and open to adapting policies. Accommodate your readership. Work with librarians. LISTEN TO DEMANDS & EVOLVE!
16 What is the bottom line? Librarians can and should be bold in requesting changes to licensing agreements if they don't like them, and should hold publishers accountable. Are your requirements being met? Is the publisher being honest and reasonable in their pricing and copyright/ licensing requests? Rockefeller University Press demonstrates that, within a subscription-based business model, prices can be kept at a reasonable level, and that licensing/ copyrights and access arrangements can be favorable to authors and the public. Librarians and authors hold all the power, and they should not be afraid to wield it. If you don t like it, don t buy it!
