4 Speakers & Staff Michael Bascom Debra Bell Michael Bascom has spent over 30 years in EMS and special operations. Michael is currently serving as the Monmouth County EMS Coordinator, as an EMS Captain in Neptune Township, as a New Jersey EMS Task Force Leader, as Deputy Emergency Management Coordinator in Neptune Township, and as a member of the NJ EMS Council. As a local government official, Michael brings a unique perspective to the table. Michael has chaired several committees that have worked successfully to develop new programs and policies that have improved EMS response to large scale incidents. In addition, Michael has served on the sub-committee that developed the EMS Legislation in response to the most recent study in regard to NJ s EMS system. Debra L. Bell, MS, NREMT-P, currently serves as the South Region State Planner for the NJ EMS Task Force hosted by AtlantiCare EMS. Debbie has been involved in EMS for 27 years and is currently a part time paramedic for Underwood-Memorial Hospital. Debbie has a Bachelors degree in HealthCare Administration, a Masters degree in Disaster Management and Medicine, and a graduate certificate in Homeland Security. Debbie is the Emergency Management Coordinator for Buena Vista Township and the paramedic representative for the Emergency Medical Services for Children Governor s Advisory Committee. Ken Christensen Terry Clancy Kenneth G. Christensen, MAS, MICP is currently a Public Health Representative with the NJ Department of Health, Office of Emergency Medical Services. He has over 35 years of experience in emergency medical services, disaster preparedness, management and leadership. Prior to his current position, he was the manager of a mobile intensive care program at a large medical center in northern NJ. Ken received a BS degree from Montclair State University in Health Administration and a Master s Degree from Fairleigh Dickinson University in Administrative Science. He currently serves as a member of the Bergen County EMS Advisory Board and Trustee of the Bergen County 200 Club. Terry Clancy, PhD, MA, NREMT-P, currently serves as the NJ EMS Task Force Coordinator, overseeing the day to day activities of the New Jersey Emergency Medical Services Task Force within the Office of Emergency Medical Services. She has been with the Department since 2003 and has over 20 year s experience in the field of emergency medical services, public health, and healthcare initiatives at the local, county and state levels. Dr. Clancy is a licensed New Jersey Health Officer, holds a Bachelor s Degree in Healthcare Administration, a Master of Arts in Health Education, and a PhD in Public Health. She is also a practicing Nationally Registered Paramedic in the State of New Jersey and Pennsylvania.

5 Speakers & Staff Henry P. Cortacans 0 Edward Dixon Henry P. Cortacans, MAS, CEM, NREMT-P, serves as the State Planner, assigned to the Urban Areas Securities Initiative of the New Jersey EMS Task Force since its inception in He has been involved in Emergency Medical Services and Emergency Management for more than 20 years. He serves as the project manager for major regional and statewide planning initiatives and provides administrative and operational support to the organization. Henry holds a Masters Degree from Fairleigh Dickinson University, specializing in Terrorism & Securities Studies, and Emergency Management Administration. He is also a Certified Emergency Manager through the International Association of Emergency Managers and is a New Jersey State and Nationally Registered Paramedic. Edward Dickson was appointed in February 2012 by Governor Chris Christie to serve as the Director of the New Jersey Office of Homeland Security and Preparedness (OHSP). Director Dickson's responsibilities include oversight for the State of New Jersey's counterterrorism and intelligence sharing efforts, its Emergency Preparedness and Response activities, and the protection of New Jersey's critical infrastructure and sensitive assets. Prior to joining OHSP, Director Dickson served more than 3 years in the private sector as Director of Investigation with the New York based Depository Trust & Clearing Corporation (DTCC) within its Internal Security Department (lsd). In this role Director Dickson was responsible for the conduct of corporate investigations, its new employee background verification program, credentialing, technical security support, intelligence efforts, and lsd's compliance, audit, and risk requirements. Director Dickson's prior law enforcement career highlights include more than 25 years of service with the Federal Bureau of Investigation (FBI) where he held many investigative and executive management assignments. Specifically regarding the Garden State, Director Dickson served from 2001 through 2004 as the FBI's Assistant Special Agent in Charge (ASAC) of the Newark Division's National Security Branch immediately following the attacks of September 11, As such, he directly oversaw the investigative efforts surrounding several major investigations including the Daniel Pearl investigation and Anthrax attacks, as well as other significant domestic terrorism and counterintelligence initiatives. As an Inspector within the FBI's Inspection Division, he possesses significant experience in the audit, compliance, and risk management domain. Additionally, Director Dickson was the Senior Executive over the FBI's National Joint Terrorism Task Force (NJTIF), its Domestic Terrorism program, and the Counterterrorism Division's Operational Support services to various Department of Defense {DoD} initiatives and working groups. Director Dickson has been recognized with numerous awards and commendations from various law enforcement entities and the Department of Justice for his achievements and leadership regarding numerous investigative matters, initiatives, and joint task force operations. Born and raised in Chicago, Illinois, Director Dickson holds a Bachelor's of Arts degree in Political Science from Illinois Benedictine College.

6 Speakers & Staff John Grembowiec Lt. Colonel Jerome Hatfield John Grembowiec, Sr., MPA, MICP began his career with UMDNJ University Hospital in 1981 and serves as the Associate Director of Emergency Medical Services serving the cities of Newark and Camden. In late 2003 with the beginning of the Urban Area Securities Initiative (UASI) grant, John was tasked by the NJ Attorney General s Office to develop a model project to better prepare EMS to respond to incidents of terrorism and disasters. That project evolved to become the New Jersey Emergency Medical Services Task Force of which he serves as Chairman of its Advisory Board and Task Force Leader. John has also served as Chairman of the Northeastern NJ UASI EMS Subcommittee since its inception. He remains true to his real passion, being a paramedic and continues to ride the medic truck regularly. Jerome Hatfield is a 26 year veteran of the New Jersey State Police. He currently presides as Lieutenant Colonel and Deputy Superintendent of Homeland Security. He commands more than 800 enlisted, professional and administrative staff representing areas which include Emergency Management and Special Operations Sections. These sections represent 8 bureaus and 45 units responsible for homeland security coordination and planning, critical infrastructure protection, maritime and aviation law enforcement support, tactical response (Arson/Bomb, Haz Mat, Canine and SWAT), commercial vehicle enforcement, major events planning, disaster management and communications interoperability. As the Deputy Superintendent of Homeland Security, LTC Hatfield oversees more than 80 state and federal grant programs. LTC Hatfield currently serves as Deputy State Director for the New Jersey Office of Emergency Management. He is responsible for the delivery of emergency management programs to all 21 counties and 566 municipalities. LTC Hatfield has been designated as the Governor s Authorized Representative, responsible for 10 presidentially- declared disasters in the state of New Jersey. Additionally, LTC Hatfield is chairman of the State Citizen Corps Council and co-chairman for State Emergency Response Commission (SERC) responsible for emergency planning and Community Right to Know. Recently, LTC Hatfield was appointed to the Federal Emergency Management Agency National Advisory Council, serving as a member representing the field of Standards Setting. He also recently attended the United States Army War College located in Carlisle, Pennsylvania. He has been appointed Chairman to the Emergency Management Accreditation Program (EMAP), responsible for conducting nationwide assessments of State, Territorial and local emergency management and homeland security programs. LTC Hatfield is a member of the FEMA s Law Enforcement Working Group, developed to improve the National Incident Management System (NIMS) and its relationship with the law enforcement communities throughout the nation. In September 2005, LTC Hatfield was deployed to Louisiana with over 600 New Jersey responders in support of Hurricane Katrina. He was designated incident commander during Operation LEAD (Louisiana Emergency Assistance Deployment). LTC Hatfield holds a Bachelor of Arts Degree and is a graduate of the Center for Homeland Defense and Security, Naval Post Graduate School, Executive Leader s Program. LTC Hatfield is a Certified Public Manager (CPM), awarded by Farleigh Dickinson University. He is married with two children.

7 Speakers & Staff Karen Halupke Devin Kerins Karen Halupke received her Bachelor s Degree in Nursing from American University and Master s Degree in Education from Rutgers University. Her clinical experience is in critical care and emergency nursing. During her career she has taught many critical care nurses, emergency nurse specialists and paramedics. She has been with the New Jersey Department of Health and Senior Services in the Office of Emergency Medical Services since 1981 where she has overseen the growth and development of the advanced life support system, initiated the prehospital licensure program, supervised the investigation of all prehospital complaints and coordinated penalty and enforcement actions. Since 2003 she has been the Director of the New Jersey Office of Emergency Medical Services (OEMS), and is responsible for all emergency medical services including education and certification of prehospital providers, EMS preparedness, trauma centers, EMS for Children, and the licensure and delivery of basic and advanced life support care and air medical services. Devin Kerins is the Regional Exercise Officer for FEMA Region II. He is responsible for planning Regional level exercises through New York, New Jersey, Puerto Rico, and the US Virgin Islands, as well as administering the Regional Exercise Support and Terrorism Prevention Exercise Programs. In addition, Devin is assigned to the Planning Section of the Region II Incident Management Assistance Team. He is also a New Jersey paramedic with Holy Name Hospital EMS in Teaneck, NJ. H. Mickey McCabe H. Mickey McCabe has been involved in New Jersey EMS since It was then that he founded McCabe Ambulance Service with the goal of providing the highest level of patient care. The company has grown from a one-ambulance operation into the largest privately-owned EMS system in NJ. McCabe Ambulance also has its own E-911 dispatch center (PSDP) located at its base of operation in Bayonne, where McCabe Ambulance has been the exclusive provider since Currently Mr. McCabe serves as its President and EMS Director and holds the title of Hudson County Office of Emergency Management EMS Coordinator. Steve Pawlak Steve has been involved with Emergency Medical Services since 1986, working both in New Brunswick and Newark, New Jersey. During his career in EMS he has held positions as an EMT, paramedic, rescue specialist and as an operations coordinator. In 2004 Steve took a position with the Federal Bureau of Investigation as a uniformed federal officer assigned to the New York Field Office. While assigned to the New York Field Office he served as a hazardous materials team operator, an independent duty paramedic and was a member of the office s CONUS/OCONUS Rapid Deployment Team. Currently Steve serves as the Central Region Planner for the State of New Jersey s EMS Task Force. Steve holds a Bachelor s degree in political science and a Master s degree in management.

8 John Peruggia Christopher Rinn Dr. Arturo Brito, MD, MPH Speakers & Staff Chief John Peruggia is an Assistant Chief with the Fire Department of New York (FDNY) and currently serves as the Continuity of Operations Program manager. His career started in 1983 as an Emergency Medical Technician, and shortly thereafter, he attended paramedic training at the Albert Einstein College of Medicine, Jacobi Hospital, being promoted to Paramedic in In July 2004, he received his last promotion, to Assistant Chief, as was designated as Chief of EMS Command. John holds a Master of Science in Management from Thomas Edison State College and a graduate certificate in Organizational Leadership. He is a graduate of the U.S. Fire Administration s Executive Fire Officer program. He has lectured around the country on disaster preparedness and response. He serves on the editorial boards of JEMS and the EMS Insider and has authored several articles. Christopher Rinn, is the Assistant Commissioner of the Division of Public Health Infrastructure, Laboratories and Emergency Preparedness. He is responsible for the oversight of the state's Emergency Medical Services program, as well the Office of Local Public Health. Mr. Rinn is also responsible for the state's specialized laboratory services, which includes the bioterrorism lab that is a member of the nationwide Laboratory Response Network designed for rapid response to public health emergencies. Prior to joining the Department, Mr. Rinn served as Executive Director of EMS and Governmental Affairs for Jersey City Medical Center where he led the EMS Department's first strategic planning initiative. Mr. Rinn has long been an advocate of quality and performance improvement. Under Christopher's leadership, Jersey City Medical Center EMS became one of the nation's first EMS organization to achieve triple accreditation in communications, education, and operations. A graduate of Columbia University, Mr. Rinn has over 22 years of experience in public health and emergency services including working as an EMT, Dispatcher, Paramedic, Supervisor, Tour Chief, Operations Coordinator, Assistant Director and Executive Director for Jersey City Medical Center. Arturo Brito, MD, MPH is currently serving as Deputy Commissioner at the New Jersey Department of Health (DOH). He plays a key leadership role and provides guidance for policy implementation and budgeting for the DOH Divisions of HIV, STD and TB Services; Family Health Services; Epidemiology, Environmental and Occupational Health Services and Public Health Infrastructure and Emergency Response. He has oversight of 900 employees and oversees an annual budget of $600 million. Prior to joining the DOH, Dr. Brito served as the Chief Medical Officer and Executive Vice President of the Childrens s Hea;th Fund (Fund) in New York City, a national nonprofit organization serving and advocating for medically underserved children. Under his leadership, the Fund s National Network grew from 17 to 25 programs and affiliates. In his first three years at CHF, Dr. Brito also oversaw Operation Assist CHF s disaster preparedness and advocacy branch that led a pediatric primary care response in the immediate aftermath of Hurricanes Katrina and Rita in the Gulf Coast region. He also led response teams in 2008 in Texas, post- Hurricane Ike, and in Plaquemines Parish, Louisiana, after the oil spill of That same year he participated in the response to the earthquake in Haiti. Previously, Dr. Brito was Attending Physician, Pediatrics at Jackson Memorial Hospital in Miami, Florida, the Medical Director at South Florida Children s Health Project and Attending Physician of Pediatrics with the Yukon-Kuskokwim Delta Regional Hospital, Bethel, Alaska.
