1 EMS 1 ST Element - Management s Commitment Environmental Policy The organization s environmental policy upon which the EMS is based must clearly communicate management commitment to achieving compliance with applicable federal, state and local environmental statutes and continuous improvement in environmental performance. 3 1.1 DFW International Airport Board s Environmental Policy Declaration: Environmental Leadership Through an Enduring Commitment to Environmental Excellence In May 2000, the DFW International Airport Board ( the Board ) initiated its new Strategic Plan. 1 The Board s goal is to continue to lead the industry by establishing and implementing programs that involve proactive environmental planning and vigilant airport operations program management, including: Commitment to pollution prevention, source reduction and waste minimization; Deploying leading edge technology to minimize the use of finite resources in the delivery of vital products and services, as DFW Airport moves toward sustainability. The Board is committed to the continued development of environmental policies and programs that exceed required levels of compliance by optimizing the use of Airport resources. 1.2 Executive Management s Top-Down Commitment to Achieving the Board s Declared Policy of Sustainable Environmental Excellence In DFW s recently published F.Y. 2000/2001 Annual Environmental Report 2, Jeffrey P. Fegan, DFW s Chief Executive Officer, introduced and highlighted Executive and Senior Management s commitment to sustainable environmental excellence by declaring that: as managers of DFW Airport we are not just stewards of the metroplex economy and air travel resources, we are also stewards of our area s environmental resources. DFW s CEO makes the following commitment to DFW Stakeholders: Protecting this environment is not only a priority for the Board but a personal commitment. The Board s new environmental initiatives are ambitious, but I know they are achievable and must be accomplished if we are to honor the public s trust in us. Our objective of achieving industry environmental leadership is the bar not only for our capable and dedicated management team and employees, but also for myself. Achieving environmental excellence at DFW Airport demands everyone s commitment, cooperation, understanding and vigilance. This is a declared DFW Board priority and one I share with all DFW employees now and in years to come. 1.3 Implementing the Board and Executive Management s Mandate Dan Bergman, the recently appointed Vice President of DFW Airport s Environmental Affairs Department, echoes Executive Management s mandate to achieve and sustain environmental leadership by furthering the goals of environmental excellence throughout DFW International Airport with this express commitment: DFW Airport continues to pursue an aggressive and proactive approach to environmental management. 4 paramount tasks: (1) ensuring compliance with Federal, state and local environmental laws and regulations; and (2) implementing DFW Board s environmental policy and initiatives advanced to assure achievement of environmental excellence. When one considers the Board s declared environmental imperatives, management and staffs commitment to environmental excellence, and the Board s allocation of resources to assure timely implementation of these ambitious environmental protection programs, it quickly becomes clear that success is the only option. 1.4 Establishing Basic Policy Structure EAD s Environmental Imperatives Imperative Assure that the level of compliance for environmentally regulated operations at DFW Airport is commensurate with the legislative mandates applicable to Airport operations; Imperative Ensure that EAD s core compliance program activities are sufficient to assure deployment of Best Management Practices by both DFW Board, Capital Development Program Contractors and Tenant operations; Imperative Provide technically knowledgeable EAD professional staff support to Board Departmental project, asset and operations managers, contractors and tenants; Imperative Develop DFW s environmental programs to the degree necessary to gain international recognition for DFW s environmental leadership. 1.5 Approach to Achieving Sustainable Environmental Excellence Environmental Stewardship Program Prelude To The EMS The Environmental Affairs Department conducts an Environmental Compliance Observation Program to help focus Airport tenants, contractors and operations departments on environmental circumstances requiring their attention. This program exemplifies the foundation upon which the Environmental Affairs Department has crafted the Board s Environmental Stewardship Program an environmental awareness and sensitivity oriented program designed to engage the individual and collective commitment of every Board employee. 1st Element - 4

5 1.5.2 An Environmental Communications System Comprehensive Environmental Management System [EMS] The Board mandated the establishment of an internal and external communications plan designed to identify progress toward achieving environmental leadership. DFW s EMS requires the integration of environmental compliance activities conducted within each department into a cohesive framework for managing environmental compliance efforts responsive to controlling environmental legislation. The salient elements of the Airport s EMS include: management s commitment to strong and clearly communicated environmental policy; designating departmental business unit managers responsible to implement and sustain the environmental management system; identifying activities presenting potential environmental risk and establishing procedures to prevent spills and releases; providing enhanced environmental training and compliance support; integrating environmental planning into organizational decision-making; data management; pollution prevention and waste minimization programs; and providing for public involvement and community outreach. DFW s EMS integrates compliance requirements, identifies activities presenting the potential for environmental risk, establishes environmental compliance accountability throughout Airport facilities and programs; and provides a communication structure to assure that the Board s vision and commitment to environmental excellence will be fulfilled. EAD s deployment of an EMS is designed to provide an airport-wide, systematic platform from which to assure that DFW s on-going operations are conducted in a manner consistent with and responsive to DFW Board s environmentally relevant strategic imperatives. 1.6 EAD Strategic Management Plan - EAD Mission EAD s Mission is to implement the primary program priorities of Pollution Prevention, Source Reduction and Waste Minimization. EAD Mission Approach - [Enlist Staff Buy-In, Commitment and Vesting In Program Purposes] Under the direction, counsel and guidance of James M. Crites [EVP DFW Operations Division], the focus of EAD s program deliverables policies center largely on identifying and continually improving the state of environmental compliance at DFW. The success of EAD s Mission relies on an informed and considered prioritization of available resources to address areas of acute regulatory vulnerability with respect to both environmentally relevant physical facilities [infrastructure] and environmental compliance driven Department operations Airport-wide. 1st Element - 5

6 EAD s approach emphasizes openness, accessibility and availability to DFW Board staff, DFW tenants, regulatory agencies and customers alike Our approach actively encourages EAD, and to the extent practicable, other DFW Board Department staffs participation and involvement in decision making, innovation, exercise of professional judgment, teamwork, taking shared responsibility for and commitment to DFW Board s strategic imperatives and the Airport s environmental program purposes and priorities. EAD s Programs are tailored to identify environmental compliance vulnerability and significant environmental risk; evaluate staff allocation; set EAD resource priorities; continually evaluate EAD program and staff activity relevance and effectiveness; and track and document environmental compliance improvement. Failure to pursue environmental due diligence and environmental vigilance, application of best management practices and promotion of good housekeeping practices will ultimately result in a smoking gun demonstrating violation of Federal and state environmental laws and regulations. An effective, user friendly and non-intrusive EMS that serves to assure the prevention of pollution discharges to the environment is, therefore, an on-going priority. 1.7 Additional Management Tools Designed to Optimize EAD s Delivery of Quality and Timely Customer Service The primary drivers used to determine EAD program priorities are environmental laws, regulations and Administering Agency and DFW Board policies; EAD staff are expected to know these environmental drivers and be sure that their assigned program responsibilities are carried out in a manner that will be consistent with and assure compliance with applicable environmental law; External Credibility - EAD is committed to preserving a high level of environmental integrity, trust and excellent working relationship with the Administering Agencies [EPA, TNRCC, FAA & TRA]. 1st Element - 6
