1 7. Water Security: Stewardship of the World s Freshwater Resources Library Self-Assessment Report for the Global Institute for Water Security 1. Introduction Libraries are no longer the quiet, solitary and reflective places they used to be. The way our community interacts, learns, and accesses information for study, research and professional practice is changing dramatically. In an information age, library users expect a working environment suitable to their needs, state-of-the art computing equipment, robust networks, vast collections of both traditional print-based materials, and a full range of electronic resources including software as well as expert assistance when and where they need it. Strategies invoked by the University Library to create an engaged research library include transforming our services, collections and facilities to contribute to the success of our learners, teachers, researchers, scholars, practitioners, and ourselves as a learning organization. 3. Summation Although the Global Institute for Water Security brings a new and unique focus to water research at the University of Saskatchewan, more than 65 scholars have been engaged in interdisciplinary research in the area of water for some time, and supported in their research and scholarship activities by the University Library. Thus, the University Library has a substantial collection of materials in a variety of formats and from a variety of producers. However, as research interests develop and mature over time, new and different information resources are required. Once the researchers and students are in place and working in the Global Institute for Water Security post-march 2011, there will be more focused demand for information resources which University Library staff will view as a collaborative effort to continue to develop the collection. This self-assessment report focuses on collection support for water as it now exists, noting a few obvious deficiencies in the water collection that are mentioned in the following sections. 4. Books a) Financial and statistical - The interdisciplinary nature of water research at the University of Saskatchewan means that the acquisitions budget allocations from a variety of subject areas are available to purchase information resources. The average price for print books purchased in 2010 ranges from $76 CA for geography titles to $223 CA for engineering titles. Although electronic books may be selected individually, most are contained in large collections organized by subject or publisher s output and accessible through the Library s online catalogue. The Library has discretionary acquisitions funds that are designated for special purchases when new courses or programs are created. Those funds will be used to remedy immediate gaps that are identified in the holdings. However, more resources will be required as scholarly activities of researchers and students from the Global Water Institute begin work. Ongoing funding for monographs will be required. The primary funds will be environmental studies and engineering to be increased $16,000. COST: $16,000 Page 1 of 6
2 b) Books remain a key resource for the researchers and students working in the area of water research because they contain essential information about current theory and practice as well as historical and archival information. Books containing information relevant to water research are provided by a variety of producers including scientific and social sciences publishers, government agencies, industrial partners, professional associations, and archives. Different search strategies may be required to locate relevant information resources from those providers. c) Resources are located mainly in the Engineering, Natural Sciences (biology, agriculture, geography, environmental sciences), Veterinary Medicine (toxicology), Murray (public policy, social sciences, government documents, archives) and Law branch libraries. Information resources relating water to public health may also be located in the Health Sciences Library. 5. Ebooks The Library subscribes to many full-text ebook collections which are networked to allow online access at any time from any location. Individual titles are typically found using the catalogue. For example, a collection of e-books relating to water research is found in TOXICOLOGYnetBASE which also includes ATSDR S Toxicological Profiles. Other e-book packages e.g. University of Cambridge Press and Springer e-book collections contain monographs from a variety of scientific disciplines. Page 2 of 6
3 The distributed location of researchers and students employed in the Global Institute for Water Security in labs and offices across campus requires that as many books as practical be selected in electronic format in preference to print to facilitate networked use. 6. Electronic Resources The majority of the Library s electronic resources including journals, indexes, and subject-specific materials are networked to permit immediate online access at any time and from any location. Over the last decade, a number of active Canadian site licensing initiatives have dramatically increased the breadth and depth of e-resource content available in university and college libraries in Canada, including the University of Saskatchewan. Thus, large and small institutions can now boast comparable e-resource collections in a wide range of disciplines. In addition to providing access to the core e- resources needed by their clientele, academic libraries are distinguishing themselves by focussing on preserving and making available their specialized and unique materials and collections. 6.1 Full-text Article-level Access [includes journals, magazines, newspapers, conference proceedings, annual reviews, etc.] a) Financial and statistical The University Library subscribes to 33,580 paid serials in all subject areas including 31,922 electronic serials and 3,064 government-produced serials. The overall serials acquisitions budget for 2010/11 is $6, 277,307 that pays for materials with ongoing costs as compared to books which are one-time purchases and are part of the monographs portion of the acquisitions budget worth $1,818,091. Core journals in water research are listed below beginning with four core titles all held at the U of S (Hydrology Research, Hydrological Sciences Journal, Canadian Water Resources Journal, Canadian Journal of Civil Engineering, Canadian Journal of Remote Sensing) that are not listed in the Journal Citation Report s Top 20 Water Resources Journals (see table below). 4 Environmental Chemistry is one journal that has been requested by a current water researcher ($940 US). In addition, Dr Wheater has requested electronic access to all holdings of Water Resources Research. Currently, the Library pays $19,016 US for the American Geophysical Union (AGU) suite of journals. An additional $2,800 US will allow us electronic access from 1996 through the current year. An additional $8525 US will allow perpetual access to the AGU Digital Library with all journal content from Cost: $950 US+ $895 US + $8525 US = $10,370 US 6.2 Indexes and Subject E-Resources Library clients use subscription-based and publicly available subject indexes as gateways to full-text e- resources. FindIt links embedded by the University Library in subscription e-resources as well as publicly available web resources, such as PubMed, emulate seamless access to our licensed full-text journals. a) Indexes are important in water research because they assist researchers in locating journal articles, conference proceedings, book chapters, web pages relating to their specific areas of study. The University Library has a broad array of indexes representing all disciplines. b) Selected indexes and subject e-resources useful to the discipline include Scopus Web of Science, ASFA: Aquatic Sciences & Fisheries Abstracts, BIOSIS Previews, Engineering Village, ASTM Digital Library, Academic Search Complete, GeoBase, PAIS International, Canadian Research Index (CRI). A missing database is Water Resources Abstracts. That database is available as a stand-alone product, or is contained in a package of databases on environmental sciences and pollution management. Quotations and a trial for both resources have been ordered. Cost pending: Water Resources Abstracts and ProQuest Deep Indexing Environmental Sciences & Pollution Management. 6.3 Publicly Available Web Resources Government publications, statistics, and GIS information resources are rapidly evolving with an increasing amount of government documents, statistical datasets, and geospatial information being made freely available on the internet. Not everything is open access, however, and the Library provides access to many licensed services. For example, Statistics Canada publishes many statistical datasets, including census data and specialized surveys, which are available through the Data Liberation Initiative license to which the U of S Library subscribes. a) Web resources are vitally important to the discipline of water research because water research is a global issue that is addressed by governments from around the world which produce volumes of data and analyses relating to water. Professional associations and industrial consultants associated with hydrological research also produce reports, many of which appear on the web. Interlibrary Loan The Interlibrary Loan Service enables library clients to request materials not owned by the U of S Library at no charge to them. The service depends on borrowing and lending agreements between the U of S Library and other libraries and does not replace on-campus support for programs 8. Liaison Services Liaison librarians are active as the link between the university community and the University Library s collections and services. Liaisons develop library collections in their assigned subject areas, provide research assistance to library clients, and support learning in information research skill development in a variety of settings. They also communicate with their clients about library events and initiatives. Dr. Yelena Pancheshnikov is the Liaison Librarian to the School of Environment and Sustainability as well as to the College of Agriculture. Jane Lamothe is the Head of the Engineering and Veterinary Medicine Libraries and Liaison Librarian to the College of Engineering.
