Idex measures of this tpe are also deploed widel i evaluative studies of cost-effectiveess ad i demostratig disease burde. These same measures are icreasigl foud i operatioal usage withi healthcare sstems withi provider uits ad specialist cliical settigs. Populatio-based data o health status have bee collected usig oe or other of the geeric sstems for more tha 2 decades ad represet a huge historical legac that remais largel uder-exploited. Where the health beefits of ew pharmaceutical products are uder examiatio, the the availabilit of ormative referece values for populatios of iterest will provide a useful couterfactual ad a source of iformatio for potetial decisio-makers. A agreed objective carried forward from our start-up meetig was the creatio of a data capture template that could be used to record iformatio i a stadardised format withi a cetralised database. We might wish to give some cosideratio to two fudametal questios A. What is the scope for iclusio? Large volume of data is there a miimum size / what is large? Geeral populatio based samplig frame B. What is the miimum iclusio criterio? 1 Defiitio of large required atioal / regioal surves i some coutries var i size cosiderabl. It might be advisable to log details of geeral populatio surves over a give size (for example 10,000+) however surves of specific populatio subgroups (for example, arthritis or diabetes) might require a lower threshold. 2 If the focus is set o geeral populatio surves the this might well miss importat patiet surves that also iclude geeric idex measures. It would be iterestig to cosider the extet to which patiet registries curretl iclude geeric HRQoL measures. 1

Ke issues What variables might costitute a core data set? Data reportig A draft template has bee formulated as a basis for discussio usig the Health Surve for Eglad, 2006, as the exemplar. This is oe of a series (briefl summarised i Appedix 1) with each aual surve takig a differet health-related topic as its theme. EQ-5D ad SF-36 were both icluded i 1996 ad EQ-5D has bee fielded aloe subsequetl.
