However, this percentage is grossly underestimated. Using the U.S. Census and the percentages of a study of over a half million Norwegian children, by Dan Olweus PhD, Bully Police USA has come up with a more accurate percentage and count of how many children are being bullied in the USA. The estimate of 8,824,833 is over 16% of the school population. Today, many bullying experts and educators believe that these numbers are low, as through the years, violent television, movies, and computer games have encouraged and taught more bullying techniques. It also does not help that many popular comedy shows teach children how to cut and verbally harass one another at home and at school. Unless all concerned citizens, (parents, students, administrators, teachers, etc.) declare an attitude of change, bullying will continue to be an epidemic all over the United States. Recent school shootings and the publicity they have received have not motivated schools or lawmakers to take action in many States throughout the U.S.A. Only four states, California, Connecticut, Pennsylvania and Vermont enacted or added new anti bullying laws during the Session. Several other states, such as Indiana, Arizona, Massachusetts, Michigan, New York and South Carolina attempted to enact

10 anti bullying laws. In one case, Arizona, a Committee Chairman killed the law without even a hearing, even after both the Arizona Houses passed their Anti Bullying Bill with only one no vote. (See Arizona Getting a law) On April 20, a national television news report (related to the fifth anniversary of the Columbine shootings April 20, 1999), stated that safety and bullying prevention programs have decreased rather than increased. What a shame! Put yourself in the shoes of a victim of bullying. Every day a child is bullied is an eternity to them. We worry about terrorists coming into our country and doing us harm. A victim of bullying walks into their school each day knowing their terrorist could strike any moment and destroy their wounded spirit again, and again. How long can a child play on the freeway dodging cars before the experience finally becomes too much and they go over the edge? It is the responsibility of the U.S. Government to protect all of its citizens from harm outside our borders and harm coming in. It is also the responsibility of State Lawmakers to protect their citizens, including our children, within their states. This disturbing bullying behavior in our schools must stop and our State Lawmakers have a duty to enact laws to protect our youngest citizens. Brenda High Executive Director, Bully Police USA Inc.
