1 The emergency committee consists of the following: Emergency Director: Jeff Day Emergency Director: Designee: Christopher Kapalka (786) Safety coordinator: Miguel Rosales Cell: Technology: Martin Rodriguez ; Administrative Assistant: Patricia Perez ; The committee is responsible for assigning individual roles. Roles: Emergency Director: The Executive Director directs all aspects of emergency training and planning. During the emergency he communicates with the Emergency Team to ensure everyone is evacuated, she will communicate with Human Resources, Academic Dean, and Program Chair and Faculty to ensure all employees are accounted for and will communicate with the Fire department to determine, when it is safe to reenter the building. The current Executive Director is Jeff Day. In his absence the director will be Christopher Kapalka. In their absence Patricia Perez shall serve as director. Safety Coordinator: Arranges for periodical inspections of fire safety equipment. The Safety Coordinator is Miguel Rosales. Miami Emergency Team: Sounds the fire alarm and directs the evacuation of people out of the building. The Current Team is: Alvaro Plaza Romaine Lindo Patricia Perez Miguel Rosales Martin Rodriguez Trevan Smith Marlene Ebanks
2 Department Directors and Managers: They account for all of their people in the area and report status to Emergency Director. Department Directors and Managers are: Acting Academic Dean: Marlene Ebanks Director of Admissions: Christopher Kapalka Director of Financial Services: Vanessa Alfaro Director of Career Services: Taylor Sanchez Administrative Assistant: Patricia Perez Fire/Emergency Evacuation for Miami Areas The objective of this plan is to reduce the possibility of harm to employees, facility and visitors to the Miami in the event of an emergency. Care must be taken to ensure that all occupants are aware of the following basic procedures: 1. Upon direction/instruction of the Emergency Committee designees (Emergency team), Immediately evacuate the building upon hearing the building alarm. 2. The Emergency team will assemble in strategic locations as marked on the Miami map to internally direct people to the closest Emergency exit. 3. Emergency Committee designees (assigned department managers) will check their assigned zones to ensure all are evacuated on their way to the Assembly areas. 4. If possible a check of the campus fire panel should be made. NO ONE IS ALLOWED INSIDE CAMPUS PREMISES during a fire alarm. All IT and Facilities staff with access shall be trained in the fire suppression system. 5. The Emergency team will direct people to the designated safe haven area located outside the building. Before leaving the building, the Emergency Team will search offices in their assigned zone to ensure all have left area and then close all doors. a. There shall be 5 exit points with 3 safe haven areas: i. For Registrar, Admin Assistant, Library, Academic Administration, Students and faculty in classrooms and The Student Resource Center area must exit the Student Resource Center exit door and the meeting point is in the East parking lot. ii. For Reception area, Admissions, FA, Career Services, BOM, ED and students and faculty in classrooms must exit via front door and the meeting point is in the north parking lot.
3 iii. For Annex #1 (West Side) all students and faculty from , Bookstore, Program Chair s office and Labs must exit via the 3 South Doors and the meeting point is the South Parking Lot iv. For Annex #2 (South Side) all students and faculty from , Faculty Lounge Area, IT and maintenance must exit via North door and the meeting point is the East Parking lot. v. For Annex #3 (3rd floor) all students and faculty from must exit via main door and the meeting point is the North Parking Lot. b. At the assembly areas, a head count of each department will be taken to ensure that everyone is present and accounted for. Department Directors shall report the final head count to the Emergency Director or designee. Names of any missing personnel must be given to the Emergency Director or designee. Training and Preparation Plan 1. In each hallway the following will be posted indicating the following: a. Evacuation route map (Appendix A) b. Location of assembly areas 2. The Emergency team will be trained on the fire suppression system. 3. All new campus employees with access to the Miami campus premises will be trained prior to gaining access to the campus areas. Annually, the Emergency Team will go through a one hour refresher training on the fire suppression system. The fire suppressions system manual will be placed: a. At the front desk b. On the Network Administrator desk 4. The Emergency Committee will assign a staff member/safety Coordinator to periodically inspect the Miami to ensure the following: a. All exit doors are unlocked and accessible to occupant s b. All exit lights are working properly c. All corridors and doors leading to exits are clear d. There are no decorations hanging from sprinkler heads of fire alarm devices e. Fire alarm devices and sprinkler heads are not obstructed f. All signs are in place and up to date. 5. All Miami campus employees will be advised of proper fire protection and evacuation practices. This document will be posted on our employee portal and a copy stored in the Conference Room and at the Registrar s office. The copies of the manual will be available: a. One copy will be located in the Conference Room next to the Computer station. b. b. The second copy will be located in the Registrar s office close to the Board against the wall. 6. Evacuation and Fire drills are not mandatory as per Fire Marshall.
4 7. In case of emergency, all personnel should leave the building in an orderly manner - Walk, Don t Run. The Emergency team should search their offices in the, closing all doors before leaving. Additionally the Director or other assigned personnel will search all areas within the campus and ensure that all occupants have been safely evacuated. 8. Physically challenged people will be provided with an assigned individual to provide assistance to help them exit the building. We currently do not have anyone who needs special assistance. However, we have assigned Romaine, Jean, and Trevan to assist in case of need. 9. At the assembly area, a head count of each department will be taken to ensure that everyone is present and accounted for. Department Directors/Mangers shall report the final head count to the Emergency Director or designee. Names of any missing personnel must be given to the Emergency Director or designee. FIRE PANNEL SYSTEM In the event that the Fire panel System is set off call Miguel Rosales or open the panel and press Acknowledge and silent. DO NOT RESET. Picture A Picture B

10 APPENDIX E The purpose of this document is to provide a plan to protect the lives of faculty, staff, and students before, during, and after a weather event. The property of the College before, during, and after a weather event is also to be protected to provide continued business operations and communication until the College is able to resume normal operations and to designate essential employees and responsibilities in order accomplish an assigned mission during such an event. The plan will have a flow as follows: Emergency Director Corporate Office Emergency Correspondence Manager Grounds Coordinator Team Leaders Designated Personnel
11 Personnel and Duties Emergency Director: This person is in charge of the entire operation, which includes delegating of responsibilities as needed to zone managers. Tasked with communicating constantly with the grounds person and the Incident correspondence manager to ensure that the severity of situations are accurately report so timely decisions can be made. Emergency Correspondence Manager: In place to listen to the news /radio, receive messages and keep the Incident Commander up to date with the latest information from the news/media and also the different zones and there progress with tasks. Team Leaders The campus will be split into zones which will cover essential areas of the campus that need to be protected to preserve the day to day function of the campus. Each zone will have teams that are comprised of 4 or more people caring out tasks to complete the preparation, during, and the aftermath of the disaster. Zones will include and not limited to: - Computer Management and Storage - Medical Equipment and cabinet Security - File preservation and storage - Shutter Detail - Food and medical attention (on site care for the Team Leaders and Leadership)
12 Designated Personnel Carry out tasks with the team leader and execute plans to completion.
13 Phases of Operation On Alert This is the stage of awareness as given by the corporate office to the Executive Director that the weather anomaly is in a path to directly or indirectly hit the campus. The role of Incident Commander is put in play accompanied by the Incident Correspondence Manager and the various zone managers are assigned. Preparation This phase is in effect when landfall is predicted and the time of contact estimated. The Emergency Director will assess the situation and call for the assembly of the zone operators and the materials that will be needed to carry out the functional roles of that zone. Materials should already be acquired and stored neatly. Materials will be distributed as needed and an inventory taken. The zone managers will give directions to teams and needed to fit the time line given by the Emergency Director. Notifications to non-essential personnel and students will be given by /phone text/voic to make the school aware of the danger the weather event will cause. Students and non-essential personnel will not be allow on site till deactivation Stand Down The phase is in effect when landfall has happened, but the severity has dropped. The teams will still be in place but the time line to complete preparation is extended and halted where necessary. Team will be on standby if the situation escalates to ensure that the work is done to prepare for the treat.
14 Regression - This phase is in effect when the treat is gone and the there is absolutely no damage to life or property. The teams will then take the necessary steps to put the campus back to the original functional state and return materials to the respective location. Inventory will be taken and the teams assembled for the final briefing by the Emergency Director and the Emergency Correspondence Manager. Danger Close - This phase is in effect when the weather event has already made landfall and is within a close proximity. This means the event can present damage to the physical structure and life. Teams should by compliant to time lines given by the Incident Commander to ensure tasks are completed and the physical plant is protected. If needed by the ED some Team Leaders may remain to assess damage after the weather event. Teams should then head to their respective homes or a safe location till after the weather event. They will be altered by phone, if possible, or given a standard time to meet after the event if phone communication my not be possible. Recovery This phase is in effect when the weather event has pasted and the damage is assessed. The teams will assemble, and zone managers will report the number of members available for recovery. The orders for recovery will be given if the physical plant is not heavy damaged or destroyed. The ED will be relaying directives as given by the corporate office and time lines made to ensure the recovery phase is completed in a timely manner. The material will be recovered and stored in the original place with and inventory taken by the ground person. Team damage assessments reported to the ED. The team will then assemble and the final briefing given.
15 Deactivation this phase is in effect after all efforts to secure and recover the physical plant is completed. The materials used to secure and protect the equipment on sight should be stored safely and damaged equipment reported to the Team Leaders. The final briefing will be given to official deactivate teams and the on alert status will be officially cancelled.
