3 Introduction By taking on the job of monitoring tanks rather than just selling a piece of equipment, Simmons has taken the burden of regulatory compliance off the backs of petroleum marketers and store personnel. The Wilco Service provides release detection in compliance with the Environmental Protection Agency (EPA) regulations for underground storage tanks (USTs) at a cost far below other methods. Each day, low cost Wilco tank gauging equipment installed at the sites collects and transmits data to the Simmons Monitoring center. Simmons processes the data, analyzes the tanks, and returns reports to the tank owners via the Simmons internet website, , FAX, diskette, or printed reports. Optionally, the Wilco Service can provide fuel management and inventory information to help schedule deliveries and manage liquid stock. Wilco Basic Compliance and Inventory Management Service Every Wilco client must subscribe to one of the two Basic Compliance and Inventory Management Services. They are basic bundles of services that include monthly monitoring of the tanks and release detection in accordance with the EPA regulations. The Basic Compliance and Inventory Management Services include: Third Party Certified Monthly 0.2 GPH Tank and Line Loss Analysis Business Inventory Reconciliation Real-Time Local Inventory and ATG Data Archival Storage Of Compliance Data Daily Data Analysis/Data Screening and Exception Reporting Alert Investigation Support System Status Monitoring and Response Service and Warranty The Wilco-II bundle differs from the Wilco-I inasmuch as it includes support for automated collection of sales data whereas Wilco-I requires daily manual entry of sales data. The sale interface module (SIM) is optional Wilco equipment required for the Wilco-II service and must be purchased separately. Wilco-I Basic Compliance and Inventory Management Services Basic Compliance and Inventory Management Services. Includes basic services with manual collection of sales data. Wilco-II Basic Compliance and Inventory Management Services Basic Compliance and Inventory Management Services With Automated Sales Data Collection. Includes basic services with automated collection of sales data. Requires purchase of Wilco Sales Interface Module. Wilco License Software License Software License For ATG software (One required for each system) 3
4 Wilco Service 101: Third Party Certified Monthly 0.2 GPH Tank and Line Loss Analysis Simmons provides a third-party-certified monthly compliance analysis for tanks and lines at each client site. The Wilco panel collects data records including inventory levels, sales volumes, and delivery volumes and transmits them to the Simmons Monitoring Center. Each client facility subscribing to the Basic Compliance and Inventory Management Services is assigned a permanent "Site Closing Day" (SCD). The site closing day is the last day in each period (month) for the purpose of the leak analysis. The SCD need not correspond with the end of a calendar month, and is chosen by Simmons. A third party certified compliance analysis is completed for each enrolled site and reports are available no later than five days after the SCD. Third party certified monthly 0.2 GPH tank and line loss analysis is part of the Wilco Basic Compliance and Inventory Management Service and there is NO additional charge for it. During the first two months of service a Simmons technician reviews the results of the compliance analysis for each tank. If the tank receives a passing (no reportable loss) result for both of these months, Simmons initiates normal processing of the monthly compliance analysis and terminates technician review of the tank. Compliance analyses resulting in passing (no reportable loss) results are processed automatically and are not subjected to technician review. However, any tanks which produce a result other than pass (no reportable loss) are designated as alert tanks. The compliance analysis for all alert tanks is reviewed each month by a Simmons technician until two successive passing results are achieved. The third party certified compliance analysis is valid for tanks and lines in most states. Some states do not recognize the Wilco Basic Compliance and Inventory Management Service as a valid method of leak detection for underground storage tanks. In some states the Wilco Basic Compliance and Inventory Management Service is not recognized as a valid method of leak detection for piping systems. Wilco Service 102: Standard Tank Calibration. Simmons produces an accurate tank chart for each tank on the service. The tank must be on the Wilco service for at least 90 days before the tank calibration can be performed. Tank calibration also requires that all meters are calibrated and adjusted as close to zero as possible before the Wilco service is initiated. The cost of meter calibration is not included in the monthly fee for the Wilco service, and is paid by the client. The Standard Tank Calibration service is included with the Wilco Basic Compliance and Fuel Management Service and there is NO additional monthly fee for it. 4
5 Wilco Service 103: Business Inventory Reconciliation Simmons includes monthly business inventory reconciliation (BIR) in the standard reports that are available to the client within five business days following the end of a calendar month. Business Inventory Reconciliation is included with the Wilco Basic Compliance and Fuel Management Service and there is NO additional monthly fee for it. Wilco Service 104: Real-Time Local Inventory and ATG Data Simmons provides the client with continuous access to real-time tank inventory including: product level, product volume, ullage, and water level. Access is provided manually on-site through the Keypad/Display Unit. Real-time local inventory and ATG data is provided as a part of the Wilco Basic Compliance and Inventory Management Service and there is NO additional charge for it. Wilco Service 105: Archival Storage Of Compliance Data Simmons retains all compliance data collected and all reports for the client s sites in archival storage during the term of the service agreement. Data is archived commencing with the beginning of the service contract. It is retained for seven years after it is collected but not for more than one year after the Wilco service agreement is terminated. The client may request archived reports during this period for an additional per report fee. Archival storage of compliance data is provided as a part of the Wilco Basic Compliance and Inventory Management Service and there is NO additional charge for the storage. Wilco Service 106: Daily Data Analysis/Data Screening Simmons reviews daily data records and screens them for unusually large inventory reconciliation discrepancies, missing data, or unreasonable data. Where large discrepancies, missing data, or unreasonable data are detected, an exception report is sent to the client. Daily Data Analysis/Data Screen Service is provided as part of the Wilco Basic Compliance and Inventory Management Service. There is NO additional monthly fee for this service. 5
6 Wilco Service 107: Standard Alert Investigation Procedure (AIP) When a compliance analysis produces a result of loss trend, gain, or inconclusive, the reason for the problem must be investigated. The process of investigation is called Alert Investigation Procedure, (AIP). Simmons customer service representatives provide AIP advice via telephone when required. AIP support is part of the Wilco Basic Compliance and Inventory Management Service and there is NO additional charge associated with it. Wilco Service 108: System Status Monitoring and Response The Wilco site equipment generates alarms in response to critical failures in the panel, software, probes, probe communication, sensors, sensor communication, SIM, low battery, or telecommunications. These alarms are transmitted electronically to the Simmons Monitoring Center when they occur. They are not annunciated at the site. System Status and Alarm Event Monitoring is included with the Wilco Basic Compliance and Fuel Management Service. There is NO additional monthly fee for this service. Wilco Service 109: Standard Service and Warranty The standard Wilco equipment warranty covers parts for the initial term of the service contract and labor for a period of one year. Under its provisions, Simmons repairs or replaces defective hardware and remedy installation problems at no cost to the client for a period of 12 months. Thereafter, labor is billed to the client. The standard warranty is included in the Wilco Basic Compliance and Management Service and there is NO additional charge for it. Wilco Service 201: On-demand Third Party Certified Annual 0.1 GPH Tank and Line Loss Analysis At the client s request, Simmons will provide a third party certified annual 0.1 GPH compliance analysis, providing that the customer has subscribed to the service for at least 120 days. On-demand Third Party Certified Annual 0.1 GPH Tank and Line Loss Analysis Service is provided IN ADDITION to the Wilco Basic Compliance and Inventory Management Service. There is an additional fee per tank per analysis for this service. 6 Wilco Service 202: Re-Run Third Party Certified Compliance Analysis At the client s request, Simmons will re-run compliance analysis for any tank. Report Re-run Service is provided IN ADDITION to the Wilco Basic Compliance and Inventory Management Service. There is a per tank, per event (i.e. per run) fee for compliance analysis re-runs.
7 Wilco Service 203: Weekly Compliance Analysis The client may elect more frequent leak analysis than is required by Federal compliance regulations. This supplemental risk management analysis consists of a weekly third-party-certified tank and line leak analysis identical to Service 101. Each analysis is performed on the previous 30 days data. Simmons assigns a weekly site closing day (WSCD) for each site. One set of full compliance reports is delivered to the client per month, no later than five business days after the SCD. Weekly reporting consists of exception only reports (i.e. alert tanks) and is available no more than five working days after the WSCD. Weekly Compliance Analysis Service is provided IN ADDITION to the Wilco Basic Compliance and Inventory Management Service. There is an additional monthly fee per tank for this service. Wilco Service 204: Optional Expanded Alert Investigation Procedure (AIP) Expanded Alert Investigation may be provided in addition to Service 107. At the client s request, and with his commitment to pay for all services rendered, Simmons will provide on site AIP support by dispatching an authorized service contractor to perform Expanded Alert Investigation Procedures (EAIP). Expanded AIP Service is provided IN ADDITION to the Wilco Basic Compliance and Inventory Management Service. There is an extra charge for executing AIP, based on time and materials, as described in the fee schedule. Wilco Service 205: Overfill Alarm Monitoring The Wilco site equipment will optionally generate and annunciate overfill alarms. An audible alarm horn is installed at sites where the Overfill Alarm Monitoring Service is provided. Overfill Alarm Monitoring will be provided IN ADDITION to the Basic Compliance and Inventory Management Service. There is an additional one time purchase cost for the alarm horn. Service 205 requires Service 302. There is NO additional fee for service
8 Wilco Service 206: Secondary Containment Sensor Alarm Event Monitoring and Response Simmons can provide monitoring of sensors, secondary containment sumps, and interstitial spaces. Secondary Containment Sensor Alarm Event Monitoring and Response is provided IN ADDITION to the Wilco Basic Compliance and Inventory Management Service. There is a one-time purchase cost for each sensor and transmitter as well as a monthly fee per monitoring point as described in the fee schedule. Monitored sumps and interstitial spaces are equipped with sensors. Sump sensor alarms are detected by the Wilco Panel, annunciated locally on the Wilco keypad/display unit, and are transmitted to the Simmons Monitoring Center during the daily data transmission. Optionally, if the site subscribes to service 403, 404, or 405, alarms are transmitted to the Simmons Monitoring Center immediately upon detection and are reported to the client in accordance with the provisions of those services. The fee for Sump Monitoring does not include annual site inspection of the sensor and its operation. Annual site inspection can be provided for an additional fee. Wilco Service 207: Annual Site Inspection At the client s request, Simmons will dispatch an authorized service contractor to perform an annual inspection of a site. Annual Site Inspection Service is provided IN ADDITION to the Wilco Basic Compliance and Inventory Management Service. There is an extra charge for annual site inspections, based on time, mileage, and materials. Wilco Service 208: Custom System Calendar The client may specify a custom calendar for compliance reporting. Any combination of 12 or 13 months with at least 28 days in each month may be specified. A separate calendar for compliance and management services is maintained. The last day of each month in the compliance calendar is the SCD for each site. There is an extra per tank monthly charge for a custom calendar. 8 Wilco Service 301: Real-Time Tank Inventory Remote Communication Simmons can provide the client continuous access to real-time tank inventory including: product level, product volume, ullage, and water level remotely through a serial communication port. Service 301 may be used to provide local connection to a PC or POS system or the system may be equipped with a modem and the service used to provide remote access. An optional PC-based software application is available to allow clients to interrogate the panels. Real-Time Inventory Remote Communication Service is provided IN ADDITION to the Wilco Basic Compliance and Inventory Management Service. There is an additional monthly fee for this service. Reports are not provided as part of Service 301.
9 Wilco Service 302: Product Level Alarm Event Monitoring and Response The Wilco site equipment can monitor tank levels and generate alarms in response to changes in product level relative to specified threshold levels. Simmons can collect and manage tank alarms including: Overfill (High Product) Alarm, Re-Order (Low Product) Alarm, High Water Alarm, and Run-Out Alarm. Level alarms are detected by the Wilco Panel, annunciated locally on the Wilco keypad/display unit, and are transmitted to the Simmons Monitoring Center during the daily data transmission. Optionally, if the site subscribes to service 403, 404, or 405 alarms are transmitted to the Simmons Monitoring Center immediately upon detection and are reported to the client in accordance with the provisions of those services. Alarm Event Monitoring and Response Service is provided IN ADDITION to the Wilco Basic Compliance and Inventory Management Service. There is an additional monthly fee per tank for this service. Wilco Service 303: Optional Tank Calibration At the client s request, Simmons will create a new custom tank chart for a client tank. The tank must have been on the service for at least 120 days prior to the time that the tank calibration is requested. Tank Calibration Service is separate from the standard tank calibration service and is provided IN ADDITION to the Wilco Basic Compliance and Inventory Management Service. There is an additional per event fee per tank for this service. Wilco Service 304: Fuel & Inventory Management Data Collection The Wilco panel at the site can record the inventory in each tank at a client-specified time and transmit this data to the Simmons Monitoring Center. This data is collected in addition to the data collected for compliance analysis and is intended for inventory analysis and fuel management. Inventory data may be used to produce optional fuel management and inventory reports. Fuel and Inventory Management Data Collection Service is provided IN ADDITION to the Wilco Basic Compliance and Inventory Management Service. There is an additional monthly fee per tank for this service. Reports are not included in the Basic Compliance and Inventory Management Service and they must be ordered separately. Wilco Service 305: Custom System Calendar For Optional Reports The client may specify a custom calendar for fuel management reporting. Any combination of 12 or 13 months per year with at least 28 days in each month may be specified. Reports may be scheduled to be produced any time within each month, subject to the limitation that reports will be available no sooner than one hour after the daily data transmission from the sites. Service 305 requires Service 208. There is NO additional fee for Service
10 Wilco Service 401: Optional Additional Warranty and Field Service The Optional Warranty and Field Service provision is an enhanced warranty in lieu of the standard warranty provisions of Service 109. Service 401 covers parts and labor for the duration of the service contract. Simmons will repair or replace defective hardware and remedy installation problems at no cost to the client for the duration of the contract. Optional warranty and service is provided IN ADDITION to the Wilco Basic Compliance and Inventory Management Service. There is an additional monthly fee for this service. Wilco Service 402: Optional Toll-Free Telephone Service Simmons can provide toll free telephone access for all data calls. The Optional Toll-Free Telephone Service is provided IN ADDITION to the Wilco Basic Compliance and Inventory Management Service. There is an additional monthly fee for this service. Wilco Service 403: Optional Alarm and Event Notification Via The Wilco panel can transmit client-specified alarms to the Simmons Monitoring Center immediately upon occurrence. Under Service 403, Simmons delivers an alarm report via to a client-specified address within one hour of receiving an alarm notification from a client site. Optional Alarm and Event Notification Via is provided IN ADDITION to the Wilco Basic Compliance and Inventory Management Service. There is an additional per event fee for this service. Wilco Service 404: Optional Alarm and Event Notification Via FAX The Wilco panel can transmit client-specified alarms to the Simmons Monitoring Center immediately upon occurrence. Under Service 404, Simmons delivers an alarm report via FAX to a client-specified telephone number within one hour of receiving an alarm notification from a client site. Optional Alarm and Event Notification Via FAX is provided IN ADDITION to the Wilco Basic Compliance and Inventory Management Service. There is an additional per event fee for this service. 10 Wilco Service 405: Optional Alarm and Event Notification Via Telephone Call The Wilco panel can transmit client-specified alarms to the Simmons Monitoring Center immediately upon occurrence. Under Service 405, Simmons delivers an alarm report via a telephone call to a client-specified telephone number within one hour of receiving an alarm notification from a client site. Optional Alarm and Event Notification Via Telephone Call is provided IN ADDITION to the Wilco Basic Compliance and Inventory Management Service. There is an additional per event fee for this service.
