1 Page 1 Section One These guidelines explain the process and requirements for registration of nurses from non-eu countries with the Council for Nurses and Midwives (CNM) as first level nurses in terms of Chapter 464 of the laws of Malta. Inclusive Criteria 1. Applicants shall have successfully completed at least a three (3) year study period comprising at least four thousand six hundred (4600) hours in topics specifically mentioned in Article 2, of which at least one-third (⅓) should be theoretical training and at least one half (½)clinical training. 2. Nurses will only be eligible for registration as First level nurses if the training programme includes at least the following subjects: A. Theoretical instruction a. Nursing: Nature and ethics of the profession General principles of health and nursing Nursing principles in relation to: General and specialist medicine General and specialist surgery Child care and paediatrics Maternity care Mental health and psychiatry Care of the old and geriatrics b. 2 Page 2 Bacteriology, virology and parasitology Biophysics, biochemistry and radiology Dietetics Hygiene: Preventive medicine Health education Pharmacology c. Social sciences: Sociology Psychology Principles of administration Principles of teaching Social and health legislation Legal aspects of nursing B. Practical instruction Nursing in relation to: General and specialist medicine General and specialist surgery Child care and paediatrics Maternity care Mental health and psychiatry Care of the old and geriatrics Home nursing 3. The applicant shall provide a recent police conduct sheet which should show that he has a clean conduct and at least one reference showing that applicant is of good moral character. 4. 3 Page 3 5. The applicant should be legally entitled or authorized to work in Malta. 6. Applicant shall have good communication skills in at least in English, both verbal and written. 7. The applicant must apply for registration by means of the CNM's latest application form. 8. Documents submitted must be in the Maltese or English language. Documents in any other language shall be presented together with a duly authenticated translation in the English. Documents to be submitted are: a) Completed Application Form with a passport size photo attached; b) A transcript of nursing studies endorsed by the educative authority where studies were followed. The transcript must clearly explain the number of hours followed in theory and practice including a breakdown in the different topics as explained in note 2; c) Police conduct issued not earlier then three months prior to the application date; d) Birth Certificate; e) Reference letters indicating the dates of years worked as a nurse (if one has worked in more than one hospital, more than one letter should be submitted); f) Diploma/Degree of studies completed; g) Authenticated copy of passport or identity card; h) Curriculum Vitae in English; Page 3 of 6 ~ Application Process for Nurses

4 Page 4 i) Verification certificate of current registration and good conduct from your original registering body/competent authority, issued not earlier then three months prior to the application date j) Receipt of the relevant fee. (kindly read section 2 for the method of payment) k) IELTS result with an average score of 5.5 l) It is the responsibility of applicants, in possession of qualifications awarded by foreign universities to produce a recognition statement on comparability of qualifications issued by the Malta Qualifications Recognition Information Centre (MQRIC), which statement should be attached to the application Applications which do not contain a full set of documents together with prescribed form duly filled in, as above indicated shall not be processed. Copies of any documents submitted must be authenticated. Applicants sending their application from abroad should also have the documents authenticated and signed by the Department of Foreign Affairs. Documents handed in are not returned CNM reserves the right to refuse any applications not in conformity with the above process. 9. It is normal practice when assessing registrations that an application is not considered further when applicant is asked to produce further documentation and fails to do so within 3 months from date such documents have been requested. 5 Page When all the requested documents are submitted, the application is forwarded on to the designated committee, who will in turn forward their recommendation to the CNM. 11. The Council will only communicate with applicants. No information will be given to third parties, including agencies. 12. It is recommended that all applicants are subjected to a 2 months adaptation/orientation period in the particular institution they are to serve. Section Two. Methods of payment According to legal notice 178/2008, the Council is collecting 175 for non-member States citizens. No application will be accepted unless a receipt from the Department of Health Revenue Section is submitted with the application form. Cheques (both local and foreign), should be addressed to the Council for Nurses and Midwives, Out Patients Department, Level 1, St. Luke s Hospital, G Mangia, Malta, with a note to deposit in CNM account, quoting account number. (Council for Nurses and Midwives account and Number G04) Bank Transfers should be sent to: Bank name: Central Bank of Malta Account Number: 40001EURCMG5001H IBAN:MT55MALT EURCMG5001H Applicants have to send the bank statement showing that the transfer was successful and if possible the receipt of payment. Any bank charges or other charges are to be incurred by the applicant. Receipts are only valid for 3 months as show on date of receipt or bank statement. If 3 months have elapsed, applicants have to pay again. On no account is money refunded. Page 5 of 6 ~ Application Process for Nurses

6 Page 6 Section Three If the applicant is not eligible for registration he or she will be informed without unnecessary delay. If the applicant is eligible for registration he or she will also be informed without unnecessary delay. These applicants may be required to move on to the second phase of the application process being a language proficiency test which is done by means of an interview. According to the Health Care Professions Act (464) article 24 (3), the Council for Nurses and Midwives shall keep separate registers, for nurses who are not citizens of Malta or citizens of a Member State, for a period not exceeding two years and subject to any condition as the Council for Nurses and Midwives may deem necessary.
