1 STANDARD TWINNING LIGHT PROJECT FICHE 1. Basic Information 1.1 Programme: IPA Twinning Number: HR/2011/IB/OT/01 TWL 1.3 Title: Capacity Building of the National School for Public Administration (CRO NSPA) 1.4 Sector: Public Administration Reform 1.5 Beneficiary country: Croatia 2. Objectives 2.1 Overall Objective: Capacity of the public administration enhanced through systematic professional development of public sector staff at all levels with the purpose to function effectively and efficiently. 2.2 Project purpose: Institutional and administrative capacity of the National School for Public Administration (NSPA) strengthened in order to further improve its role as the overall coordination and implementation body for in-service training in the public administration. 2.3 Contribution to Accession Treaty / Relevant National Documents: In article 30, paragraph 6 of the Accession Treaty it is stated that Particular attention shall be paid to ensuring appropriate complementarity with the envisaged European Social Fund support for administrative reform and institutional capacity. Enhanced administrative capacity remains both a short-term and medium term priority in the Accession Treaty. Adoption and implementation of a strategic framework for Public Administration Reform (PAR) is a high priority for Croatia. In the Strategic Plan of the Ministry of Administration for the period it is stated that the public administration will be further improved through development and implementation of training programmes in accordance with training needs assessment and prepared competence framework, which will enable systematic planning and implementation of education policies that will contribute to development of necessary generic and specific competencies required for professional conduct of the public administration. NSPA will coordinate development of new training programmes and it will also establish an effective system of quality assurance through external evaluation. This will be achieved by cooperation with professional institutions that can provide support for establishment of accreditation of training programmes and cooperation with companies and individuals who have expertise in verification of training programmes. Position of the Commission Services on the development of Partnership Agreement and programmes in the Republic of Croatia for the period is as follows: Training and career development systems are not sufficiently up-to-date, which hampers the establishment of a modern, service-oriented and professional civil service. NSPA lacks sufficient 1

2 capacity to implement training programmes for civil servants, public officials as well as officials of local and regional self-government. Civil servants' professionalism should further be improved through modernising training and career development. Adequate capacities for training delivery, for example by strengthening support to NSPA and ensuring training centres at the regional and local levels should be developed through ESI funds support. This project will contribute to providing better, more quality services to citizens through professional development of public sector staff at all levels. Ensuring enhanced institutional capacity of NSPA, public sector employees will have at their disposal adequate trainings that will be aligned with training needs at the central and local governance level and NSPA employees will be qualified to perform their tasks in a high quality way beyond completion of the project. 3. Description 3.1 Background and justification: National School for Public Administration (NSPA) holds the overall responsibility for coordination of development and implementation of in-service training 1 for civil servants and public employees throughout the public sector in Croatia. NSPA was established by the Government Decree in December 2010 with the purpose of coordinating training efforts covered by the State budget. However, NSPA did not become operational until June NSPA has the mandate and tasks to coordinate and operate at three different levels: In-service training development and implementation for the central administration, i.e. the civil service; In-service training development and implementation for the public agencies, public entities and public companies; In-service training development and implementation at regional and local level. NSPA is the central institution for planning and coordinating the needs assessment for professional training, development and implementation of training programmes for employees in the public administration institutions and supporting government agencies, local and regional self-government and legal entities with public authority. In line with its mandate, NSPA has been starting to position itself as the hub for training coordination and development of new programmes in line with demand from the ministries and other public institutions. In its training portfolio, NSPA has 62 training programmes in the area of public policy, EU programmes, public management, specialized programmes, training of trainers, etc. (please refer to Annex 2). One of the most important programmes that NSPA conducts is the Management Training Programme which was developed in cooperation with the Danish School of Public Administration in 2008 and further upgraded (please refer to Annex 3). The Management Training Programme is obligatory for managers in civil service 2. It is divided in three semesters, in total duration of 20 working days and offers the executives in the public administration a unique opportunity for development and improvement of their knowledge, skills and abilities in all relevant areas of 1 In-service training is professional training of employees in civil service, designed to develop their competencies and skills. 2 Relevant managerial posts are defined in Article 30 of the Decree on the classification of posts in civil service ( Official Gazette No 77/07, 13/08 and 81/08). 2

3 governance. Since this programme was only partially updated in recent years, it is necessary to undertake a strategic approach towards development and implementation of training programme in order to enable managers to gain new knowledge and improve their managerial skills. In its work, NSPA cooperates with other institutions from public sector (i.e. beneficiary institutions that use its services) and training providers from both private and public sector, however the scope and degree of coordination and cooperation remain to be analysed and improved. To assume the obligations embedded in the Decree on establishment and to be able to further position itself as the central coordination body for the public sector training system, NSPA needs to further strengthen its managerial capacities (strategic planning, operational planning and implementation), its administrative capacities (implementation of activities and marketing of organization) and its professional capacities (assessing training needs, development of new demand driven training programmes, marketing and sales, including quality assurance and control and development of trainers network). The aim of this Twinning light project is to support NSPA in fulfilling its envisaged role prescribed by the Decree on establishment and to implement its strategic objectives in order to continue building a modern, reliable, transparent and citizen-oriented public administration. The activities envisaged by the project will ensure that NSPA improves its capacity to effectively coordinate the utilization of financial resources provided under the State budget and will support NSPA in developing its overall operational capacities, thus enhancing the overall capacity of NSPA to meet increasing demands for capacity building through training throughout the public sector at the central and regional level. 3.2 Linked activities: IPA 2012 Twinning Support in establishment of the training system on project management under EU Cohesion policy instruments at the regional and local level The project is envisaged to start in the 4Q 2015 with the implementation period of 15 months. The overall objective is to contribute to active participation of the public administration at regional and local level in the EU Cohesion policy. The specific project purpose is to provide further support in establishment of training system for structural and cohesion funds (SCF) at regional and local level. During implementation of the IPA 2012 Twinning project outputs of this Twinning light project will be taken into consideration in order to determine their usage in further development of training system for the public administration at the regional and local level. IPA 2010 Twinning light Support to strengthening administrative capacity through development of the competency framework in civil service (Twinning number: HR/2010/IB/OT/01 TWL, MS Partner: The Netherlands) The project started in March 2014 with the implementation period of 6 months. Final recipient of the action is the Ministry of Administration while NSPA is a stakeholder. The overall objective of the project is to improve human resources management and development in order to strengthen efficiency and professionalism in civil service. The project will provide tools and instruments to measure key competencies on managerial and non-managerial level. NSPA is involved in implementation of the activities under Component 2 - Development and implementation of training programme on key competencies for managerial and non-managerial level posts in civil service. Training materials developed through this project will be used by NSPA 3

4 for the purpose of organising workshops and seminars for HR specialists from all state administration bodies. Outputs regarding key competences for managerial level posts in state administration bodies will be taken into account for Management Training Programme to be prepared under this Twinning light project (CRO NSPA). IPA 2009 Twinning light Strengthening the Administrative Capacities of Ministry of Justice of the Republic of Croatia (Twinning number: HR/2009/IB/JH/04TL, MS partner: The Netherlands) Strengthening the administrative and managing capacities of the employees of the Ministry of Justice (MoJ) was the main purpose of this Twinning light project. Through the project Managerial Competency Model was developed, Strategy for Human Resources Management and its Action Plan were drafted and capacities of managerial staff on all management levels were strengthened. The project was implemented from August 2012 to March IPA 2008 Implementation of the General Administrative Procedures Act This service project was implemented from November 2011 to January The beneficiary was the Ministry of Administration and the overall objective was to support Croatia in developing a client-oriented public administration through implementing the new General Administrative Procedures Act (GAPA). The project purpose was to ensure sustained institutional and professional capacities for timely implementation and efficient enforcement of the new GAPA at all levels of public administration, as well as improving the public awareness of citizens on issues related to GAPA and PAR. After the completion of the project in January 2014 NSPA took over GAPA Training Network as well as developed training materials for further delivery of GAPA trainings at the central and local level of the public administration. MATRA FLEX bilateral assistance project Capacity Building of the State School for Public Administration and support in development of EU training programmes The project was implemented from January 2012 to January It supported NSPA in capacity building, thus creating more efficiency towards professionalization of the civil service and public sector. During the project much attention has been given to explaining the school s role as both a coordinator and provider of training, as well as its task in providing tailor made training modules. The project also focussed on the need to clarify the institutional and financial frame of the school. Whilst structurally engaging with the Ministry of Foreign and European Affairs by means of a structured dialogue, a renewed interactive EU ABC programme was developed, including train-thetrainer programme. EU coordination training programme was developed for senior policy officers responsible for EU coordination at various line ministries. Danish bilateral assistance project Assistance to the State School for Public Administration The project was implemented from March 2011 to July The objective of the project was to assist the Ministry of Administration in establishing the State School for Public Administration and thus create a national institutional framework which would assume overall responsibility for the training system across the public sector. Furthermore, some of the strategic objectives laid down in the Civil Service Human Resources Development Strategy were achieved. Through Danish bilateral assistance project annual operational budget and multiannual strategic development plan was elaborated and adopted and priority programme development was identified. Through the previous project Strengthening the Capacity of Public Administration and Denmark s Pre-Accession Assistance to Croatia , implemented by the support of Danish bilateral assistance the Management Training Programme was established that will be further developed through this Twinning light project (CRO NSPA). 4

5 3.3 Results: Result 1: Recommendations for improvement of legal framework and institutional set-up related to coordination and implementation of in-service training system in the public administration prepared. Indicators of achievement: Analysis of the legal framework 3 and institutional set-up in order to determine roles and responsibilities of NSPA and other institutions within in-service training system at the central and regional level conducted and analysis report prepared; Study visit to EU Member State in duration of 5 working days for 6 NSPA employees conducted and study visit report prepared; the purpose of the study visit is to obtain direct know-how on coordination and implementation of in-service training system in the public administration and roles of institution(s) responsible for its coordination and implementation; Recommendations for improvement of legal framework and institutional set-up related to coordination and implementation of in-service training system prepared. Result 2: Enhanced cooperation mechanisms between NSPA and relevant institutions within in-service training system proposed. Indicators of achievement: Financial Models of cooperation between NSPA and relevant institutions 4 within in-service training system analysed and recommendations for their improvement prepared; the proposed models should take into account if trainings for public servants are mandatory and which institution should cover costs of mandatory training. Cooperation agreements between NSPA and relevant institutions within in-service training system in the public administration drafted (at least two models of cooperation agreements should be prepared). Result 3: Recommendations for improvement of NSPA operational capacities prepared in order to improve its functioning as the overall coordination and implementation body for inservice training system in the public administration. Indicators of achievement: Analysis of NSPA in terms of internal organisation, working processes and procedures performed and corresponding report with recommendations for improvement prepared that will include proposal on organisational structure, upgraded procedures and updated or new job descriptions; Training needs analysis (TNA) for NSPA employees conducted and TNA report with shortterm and mid-term training plan (covering the period of 1 year upon the project end) for each NSPA staff member, taking into consideration relevant job descriptions, prepared. 3 The analysis should include relevant parts of the following legislation: Institution Act, Civil Service Act, Civil Service Training Decree, Decree on the classification of posts in civil service, Decree on the establishment of the National School for Public Administration, Statute of NSPA. 4 The most relevant institutions encompassed by the analysis will be determined during the implementation of this Twinning light project. 5

6 Result 4: Proposal for enhancement of NSPA s methodology for analysis of training needs in the public administration prepared. Indicator of achievement: NSPA s methodology for analysis of training needs in the public administration analysed and proposal for new or updated methodology prepared. Result 5: Guidelines for cooperation between NSPA and training providers prepared. Indicator of achievement: Guidelines for NSPA cooperation with training providers (specifying roles and responsibilities of all parties - NSPA, as well as public and private trainers) prepared. Result 6: Management Training Programme further developed and pilot training on the selected priority topics for managers within the public administration implemented. Indicators of achievement: Analysis of the existing Management Training Programme 5 conducted and analysis report prepared; Management Training modules further developed based on the analysis report and outputs of relevant linked project related to analysis of competences of managers at different levels in organisational structure; 6 Priority topics within the Management Training Programme for training of managers within the public administration identified and short-term training plan and training materials for implementation of the selected priority topics for training of managers within the public administration prepared; Pilot training on the selected priority topics within the Management Training Programme implemented for at least 40 managers at the central level of the public administration. 3.4 Activities: Member State is kindly requested to develop activities in the submitted proposal which are needed in order to achieve the results stipulated in the fiche. Two visibility events will be organized in the course of the implementation of the project; Kick-off meeting at the start of the implementation and the Final meeting at the end of the implementation of the project activities. 5 The existing Management Training Programme is available in Annex 3. 6 HR/2010/IB/OT/01 TWL (please refer to the point 3.2 of the Twinning light fiche). 6

9 Profile of the Short-term expert 3: Requirements: - University level education or equivalent professional experience of 10 years in finance - 3 years of experience in public finance - Computer literacy - Working level of English language - Proven contractual relation to public administration or mandated body, as defined under Twinning manual Asset: - Experience in preparation of cooperation agreements in part related to financial aspects of cooperation between institutions in public administration Tasks of the Short-term expert 3: - Analysing Financial Models of cooperation between NSPA and relevant institutions and preparing recommendations for their improvement - Participating in all relevant project activities in cooperation with other short-term experts Note: The pool of experts should include: - At least one short-term expert who in addition to the respective profile requirements has experience in drafting legislation or preparing recommendations for improvement of the legislation; - At least one short-term expert who in addition to the respective profile requirements has experience in conducting training needs analysis. 4. Institutional Framework The main beneficiary institution of the project is the National School for Public Administration. NSPA is a public institution with the rights, obligations and responsibilities defined by the Decree on the establishment of the National School for Public Administration (adopted by the Government) and by the Statute (adopted by the NSPA Governing Board). It consists of 4 organizational units: - Office of the Director, - Department for Programmes at Central Government Level, - Department for Programmes at Local and Regional Level, - Department for Finance, Legal and General Affairs. There are 12 employees currently employed in NSPA. The organization of trainings is based on the cooperation with numerous trainers from public and private sector, who are contracted on a shortterm basis for development and delivery of programmes. The Statute prescribes the following tasks to be performed by NSPA: - establishment, development and coordination of in-service training system in the public administration, 9

10 - training needs assessment and analysis in the public administration, - development of new programmes, - training of trainers in capacity building for decentralized implementation of the programme, - developing a network of institutions that implement professional training programmes to ensure the establishment of decentralized and deconcentrated capacities for programme implementation, - administrative and logistic support to institutions of the public administration in organizing and implementing training programmes, - establishing and maintaining a network of trainers, - establishing and maintaining collaboration with relevant social partners (trade unions and professional associations that represent public servants, employers' associations and business associations), - establishing and maintaining cooperation with experts and consultants in public and private sectors, - establishing and maintaining collaboration with relevant research institutes and institutions of higher and secondary education, - establishing and maintaining collaboration with relevant institutions and agencies for vocational education and training, - establishment and maintenance of cooperation agreements with the national schools of the public administration in the countries of the European Union, etc. Stakeholders within in-service training system that will participate in the project refer to relevant public institutions, bodies and agencies at the central and regional level as well as to NSPA s training network (ministries, state offices, state administration organizations, etc.). NSPA will ensure project coordination and implementation throughout the project implementation and will monitor on a regular basis the progress of the project activities. Where necessary, other stakeholders at the central and local level of the public administration (ministries and other state administration bodies and local self-government units) will be included in project activities. The results of the project may lead to a change of the institutional framework depending on the outputs achieved through Result 1. Two Steering Committee meetings will be held for the purpose of reviewing the progress made under the project as well as to discuss results achieved and/or problems occurred. The first Steering Committee meeting will be held during the third month of project activities implementation in order to discuss and comment the draft start-up report. The second Steering Committee meeting will be organised during the last month of the implementation period of the Action to discuss the draft final report. It should be noted that the participation of the Member State Project Leader in Steering Committees meetings has to be combined with expert missions in case the Member State Project Leader is also a short-term expert in the twinning light project. If the Member State Project Leader is not short-term expert in the Twinning light project then his visits to Croatia, (one visit every three months) as part of his overall task to ensure coordination and political steering of the project, should be organised at the same time as the two Steering Committee meetings of the project. The exact participants of the Steering Committee meetings will be defined during the implementation of the project, but will at least include the following members: BC Project Leader MS Project Leader 10

11 CFCA Project Manager MRDEUF Sector Manager The beneficiary is committed to provide all necessary infrastructure such as office space and desktop computers with internet connection for experts, venue for holding seminars and workshops, and to ensure the necessary local staff/experts inputs. 5. Budget Capacity Building of the National School for Public Administration (CRO NSPA) Twinning light contract IPA Community Contribution 90% ,00 EUR National Co-financing TOTAL 10% ,00 EUR ,00 EUR The total amounts of the IPA Community Contribution and National Co-financing stipulated in the above table represent the total maximum amounts and therefore, they may be reduced at the level of the Twinning light contract, while the relevant ratio (percentages) should be maintained as fixed. The co-financing requirement foreseen under IPA will be considered fulfilled according to the provision of the relevant Financing Agreement. Interpretation costs will be reimbursed from the budget only for the purpose of workshops and seminars, up to 7% of the Contract amount can be used for translation and interpretation purposes. Provisions for visibility costs and expenditure verification costs should be included in the budget. 6. The Start-up report should: - Clearly define the aims and purpose of the aid provided by the project, - Give detailed description of the content of particular parts of the project, - Work out in detail the activities carried out and the results achieved, - Work out in detail all modifications agreed with the beneficiary institution - Review difficulties met during the implementation of the project and measures that were undertaken for their removal, - Provide all findings obtained in the meanwhile and preliminary conclusions, and - Contain a general plan of activities for the implementation of the remained duration of the project. The Final Report shall be submitted within three months upon the completion of the project activities and in any case within the legal duration of the project, and it should contain the following: - Complete review of all activities carried out by MS experts during the implementation of the project, - Achieved progress concerning each activity, - Summary of all project results, with particular emphasis on mandatory results, 12

13 - Estimation of the project impact compared with the project aims and measures of the achieved progress, - Identification of all important problems met during the implementation of the contract and solutions that have been applied, - Lessons drawn from the project, and - Recommendations for further steps in future projects The reports must be endorsed and countersigned by the beneficiary, who may make additional comments. Reports shall be submitted to the National School for Public Administration, the Central Finance and Contracting Agency, the Ministry of Regional Development and EU Funds and the concerned service of the European Commission in a form of 4 hard copies and an electronic version. All reports should be written in English. 6.5 Language: The working language will be English. 7. Implementation Schedule (indicative) 7.1 Launching of the call for proposals: 3Q Start of the project activities: 1Q Project completion: 3Q Duration of the execution period (number of months): 9 months; the execution period will end 3 months after the implementation period of the Action (work plan) which will take 6 months. 8. Sustainability Implementation of this project will provide necessary knowledge, experience and know-how to improve the capacity of NSPA to fulfil its role as coordinating institution for in-service training system and increase the quality of training programmes for the public sector. The results of this Twinning light project will lead to raising of NSPA management and staff capacity for cooperation and coordination with other training providers and NSPA capability to further provide demand driven trainings to its client system at the central and local governance level, including coordination mechanisms with ministries, local self-government and other relevant agencies. NSPA has at its disposal adequately qualified personnel who will continue performing these tasks in a high quality way beyond the completion of the project. 13

Crosscutting issues Based on the fundamental principles of promoting equality and combating discrimination, participation in the project will be guaranteed on the basis of equal access regardless of sex, racial or ethnic origin, religion or belief, disability, age or sexual orientation. 10. Analysis of NSPA in terms of internal organisation, working processes and procedures performed and corresponding report with recommendations for improvement prepared that will include proposal on organisational structure, upgraded procedures and updated or new job descriptions; Training needs analysis (TNA) for NSPA employees conducted and TNA report with short-term and mid- 17

18 term training plan (covering the period of 1 year upon the project end) for each NSPA staff member, taking into consideration relevant job descriptions, prepared. NSPA s methodology for analysis of training needs in the public administration analysed and proposal for new or updated methodology prepared. Result 5: Guidelines for cooperation between NSPA and training providers prepared. Guidelines for NSPA cooperation with training providers (specifying roles and responsibilities of all parties - NSPA, as well as public and private trainers) prepared. Result 6: Management Training Programme further developed and pilot training on the selected priority topics for managers within the public administration implemented. Analysis of the existing Management Training Programme conducted and analysis report prepared; Management Training modules further developed based on the analysis report and outputs of relevant linked project related to analysis of competences of managers at different levels in organisational structure; Priority topics within the Management Training Programme for training of managers within the 18

The existing NSPA Management Training Programme I semester Total duration of the 1 st semester is 12 days during which altogether 6 topics are covered (2 days per each topic listed below). Participants are divided into 3 groups, each consisting of around 24 participants. o Human resources development - 2 days o Leadership and management- 2 days o Public policies development - 2 days o Strategical planning and management- 2 days o Financial management and control- 2 days o Personal development - 2 days II semester In the 2 nd semester participants choose one of the five topics listed below.
