1 HARRISON REDEVELOPMENT AGENCY NOTICE IN ACCORDANCE WITH N.J.S.A. 19:44A-20.5, et seq. NOTICE is hereby given that proposals to the Commissioners of the Harrison Redevelopment Agency for a fair and open contract pursuant to N.J.S.A. 19:44A-20.5, et seq., will be received by the Harrison Town Clerk on December 17, 2015 at 11:00 a.m., at Town Hall, 318 Harrison Avenue, Harrison, New Jersey 07029, said proposals will be publicly opened and read for the following services to be performed during the 2016 calendar year ending December 31, SERVICES: 1. Provide services of REDEVELOPMENT POLICY ADVISOR to the Redevelopment Agency, including the following: (a) Review of proposed redevelopment activities and their impact on municipal services; recommend adjustments to redevelopment plan, redevelopment projects and agreements. 2. Services are compensated on an hourly rate basis. CRITERIA FOR THE AWARDS: The criteria that will be used as the basis of award for each of the foregoing include: (a) Experience and reputation in the field. (d) (e) Knowledge of the Harrison Redevelopment Agency, Town of Harrison and the subject matters to be addressed under the contract. Availability to accommodate all meetings of the Agency. Compensation proposal. Other factors if deemed to be in the best interest of the Agency. PROPOSAL DOCUMENT: There is no formal proposal document, but the proposal shall be submitted on the letterhead of the proposing party with a certification as to the truthfulness and accuracy of the submission. Proposals should be addressed to the Harrison Redevelopment Agency, c/o Town Clerk, at Town Hall, 318 Harrison Avenue, New Jersey and must be enclosed in a sealed envelope bearing the name and address of the proposing party. If applicable, a NJ Business Registration Certificate shall accompany the proposal. 1

2 CERTIFICATION: Each proposal shall also contain a certification that the proposing party: (a) Agrees to comply fully with the terms, provisions and the conditions of N.J.A.C. 17:27.1 et seq., and N.J.S.A. 10:5-31. Knows of no conflict raised by the proposed retention. Has a professional malpractice insurance policy or an errors or omissions policy, as the case may be, in effect in the amount required by the Agency with a company authorized by the Department of Insurance to do business in New Jersey. The proposing party is obligated to notify the Agency if it receives notice of any proposed termination during the term of any Agreement. It shall state an acknowledgement that if the coverage of that policy is terminated during the term of any Agreement, the Agreement shall terminate automatically. (d) (e) Knowledge of the Harrison Redevelopment Agency, Town of Harrison and the subject matters to be addressed under the contract. Availability to accommodate all meetings of the Agency. Services related to bond sales are compensated at a fixed rate commensurate with the dollar amount of bonds issued. Other services may be compensated at fixed rates or hourly rates. CRITERIA FOR THE AWARDS: The criteria that will be used as the basis of award for each of the foregoing include: (f) Experience and reputation in the field and staff adequacy. (g) (h) (i) (j) Knowledge of the Harrison Redevelopment Agency, Town of Harrison and the subject matters to be addressed under the contract. Availability to accommodate meetings of the Agency when requested to attend. Compensation proposal. Other factors if deemed to be in the best interest of the Agency.
