The dispute has fuelled concern in the region over China s growing assertiveness in waters believed to be rich in oil and gas. China said on Thursday the Philippines had to send a clear signal if it wanted to repair relations. Since then it has imposed stringent quarantine rules on other Philippine fruit. Banana exporters were given until June 1 to comply with the new rules, said Steve Antig, executive director of the Philippine Banana Growers and Exporters Association. Clarito Barron, head of the Philippine Bureau of Plant Industry, said he would ask for clarification from quarantine officials, as there were no problems with shipments to Japan and South Korea. Barron said the country was now looking at other markets for its fruit including Saudi Arabia, Oman, Qatar, Italy, France and Britain. Last week, Philippine civil society and political groups staged a peaceful but noisy anti-chinese protest which prompted the Chinese embassy in Manila to advise its citizens to stay indoors. That also led to Chinese travel agencies suspending tour packages to the country. In the popular resort island of Boracay in the central Philippines, tourism officials said daily arrivals of Chinese tourists had fallen to low double or single digits since Friday s protest from more than 400. (MNS) BFAR starts monitoring fishing ban in West Philippine Sea MANILA, (Mabuhay) -- Philippine fishery authorities started monitoring Wednesday a fishing ban in parts of the West Philippine Sea (South China Sea). The Bureau of Fisheries and Aquatic Resources dispatched a ship to the area Yasmin to monitor the compliance of local fishermen with the ban. BFAR head Asis Perez said the ship will also keep watch over the Panatag (Scarborough) Shoal area, the site of a month-old standoff with China. Perez said he has issued a directive to BFAR regional directors to remind fishermen in their areas of responsibilities not to fish in the area. China also started implementing Wednesday a similar fishing ban as part of its annual ban that lasts until August 1. The Philippines refused to recognize the Chinese ban. We do not recognize China s fishing ban in as much as portions of the ban encompass our Exclusive Economic Zone (EEZ)... Presidential Spokesperson Edwin Lacierda made the announcement during the regular press briefing in Malacanang on Thursday. The Chief Executive signed on May 11 the appointment letter of Judge Juvencio S. Gascon as the presiding judge of the Pasig Regional Trial Court Branch 68. He earned his Bachelor of Laws degree from the University of the East in 1984 and passed the Bar Examinations in He served as San Fernando City (La Union) Regional Trial Court Judge since 2009 until his appointment. 9 MAY 18-24, 2012 PHILIPPINE TIMES OF SOUTHERN NEVADA PNoy: CHED still monitoring nursing schools MANILA, (Mabuhay) -- President Benigno Aquino on Thursday said the Commission on Higher Education (CHED) will continue to monitor the performance of nursing schools and the quality of their programs. In a speech during the 18th founding anniversary of CHED, the President noted that more than 80 nursing schools had a low passing rate of 30% or below in licensure examinations from 2000 to CHED has since closed down a number of nursing schools for offering substandard programs. Para proteksyunan ang mga estudyante at mga magulang sa ganitong kalakaran, inatasan natin ang CHED na tutukan at bantayan ang mga paaralang may mababang passing rate sa nursing licensure exam at may mapupurol na programa. The President witnessed the signing of the Covenant on Philippine Public Higher Education wherein the presidents of 110 state universities and colleges of the Philippines promised, among others, to improve the quality and standards of education and maximize the generation of their resources. Also witnessing the signing were CHED chair Patricia Licuanan, Senate committee chair on education Edgardo Angara, and House committee chair on higher and technical education Sonny Angara. Aquino said that the government is also addressing job mismatch to ensure that graduates can easily find jobs. Aquino said that education and the institutionalization of educational reforms remains his administration s top priority in order to ensure that Philippine education becomes at par with world standards and so that Filipino students will have a fighting chance to land a job of their choice after graduation. In his speech keynoting the 18th Founding Anniversary of the Commission on Higher Education (CHED) at its main office in Quezon City Thursday, the President assured that the government would continue to pour the much needed funds so that these reforms, such as the improvement of a school s infrastructure, equipment, facilities and wages may be implemented. CANDARI, MD., FCAP EMERITUS Henderson, Nevada (In my article last week, PINOY PRIDE CELEBRATION-ASIAN PACIFIC HERITAGE MONTH I wrote, ( As Fil-Am community grows in number, they also become active in matters that impact the lives of the people. What a great CHANGE and improvement in our quest to be recognized by state, county and city government. Filipino empowerments are in our dreams, goals and aspirations. ) The sophisticated education and cultural awareness of increasing numbers of Filipinos in America and in the advent of Information Age have helped us being recognized in the mainstream. We are doing it in Las Vegas, Nevada. The leaders of NaFFAA NV have come of age serving the community in greater manner with messianic zeal, passion and total devotion. The indispensable role of many Filipino American writers, intellectuals wage ongoing promotions with collective voices heard loud and clear by the American public and city government. Thus far, we have survived and managed to keep our image as competent leaders. I truly feel that we should continue to strive to maintain our parity with our American counterparts. Yes, there is still plenty of room for improvement and pave us to a brighter tomorrow. The socio-cultural associations we organize enhances Filipinos positive image and becomes a source of selecting a minority when mainstream and governmental political leaders need to find a representation from the Filipino American community. This is empowerment. It is a contemporary buzzword. Its modern use originated in the civil rights movement, which sought political empowerment for its followers. It is important to understand that basically we are an ethnic minority. We must be proactive in creating a positive change and empowering the Filipino American community through the political process. Participate in political action activities that create a strong and effective voice for the Filipino American Community Empowerment and the Filipino Community that it represents. We must support the efforts of Filipino Americans leaders in this community in achieving fair and more equal representation for EMPOWERMENT their community in politics. It s time we walk the talk when it applies to building political empowerment within the Filipino Americans. My question: Any Filipino American has ever been elected to the Nevada State Assembly a body representing a state that is home to increasing number of American of Filipino heritage? The are 87,000 now Filipino Americans in Clark county according to recent 2010 census. I will repeat what I said before: to wit: from ethnic to mainstream, we must show our skills, our experience and expertise to promote our visibility, heritage, improve our image in the community and our place in American Society. Modesty aside, I have been in state and city positions of what one may call a product of political empowerment. I was in a Filipino American Community of San Diego County with the largest Pan-Asian ethnic subgroup of an estimated 100,000 Filipinos. How I wish to stay humble or demure, albeit as I see it I can sing my own praises. Not really to brag. Simply to inspire and spur all leaders and for community to reflect how empowerment can be achieve, breaking barriers, gaining respect and achieving acceptance from mainstream America. CALIFORNIA BOARD OF MEDICAL EXAMINER FIELD COMMISSIONER (ORAL/ CLINICAL EXAMINER) On September 26, 1978 barely eight years in my practice in San Diego, this author was honored to be appointed as Field Commissioner under the State Medical Board of California. This appointment involved conducting the oral and comprehensive clinical examination process (Examiner) to candidates applying for licensure in California to both Foreign Medical Graduates (FMGs) and American doctors from other states. It was my understanding I was the first Filipino American physician appointed to this position in the State of California under Governor Jerry Brown s administration. This empowerment given to a Foreign Medical Graduate (FMG) was unexpected. I served for more than twelve years, until I relinquished my position. In January 1989, a city position I received was as follows: BOARD OF GOVERNOR CITY COMMISSIONER SAN DIEGO STADIUM AUTHORITY In February 1989, the Filipino American newspapers reported: The large Filipino American community of more than 130,000 the largest Asian group in the County of San Diego, rejoices in the naming of Dr. Cesar D. Canadair by the City Council of San Diego to the board of governors of the Jack Murphy Stadium Authority. He will serve for four years. I was on the floor during the session of the city council, with the active endorsements of council members Bob Filner, Abby Wolfsheimer, Linda Bernhardt, John Hartley and Wes Pratt. Wolfsheimer made the nomination, presided by the San Diego city Mayor Maureen O Connor. The late Ernie Flores, Jr. editor and publisher of Filipino Press, a Filipino community newspaper in San Diego, stated: Dr. Candari has the distinction of being the first Pan-Asian to be named to the prestigious board. The board makes policies for the San Diego Jack Murphy Stadium, where events like football s Super Bowl and the San Diego Padres games were held. In a press interview, I stated that now was the right time for Filipinos to participate and be represented in the policy-making body of the city. A Filipino businessman commented: It is an honor for the Filipinos here in San Diego to have one of their own people contributing major decisions that affect the profitability of San Diego s famous stadium, a major source of revenue for the city. He further added: Dr Candari s evident visibility in the city and state s political arena has been producing positive image results for Filipinos everywhere. How I functioned and contributed to the city s profitability was an exciting experience for a Filipino American physician. I met a number of politicians and businessmen in the city and befriended Alex Spanos, the CEO and owner of the San Diego Chargers. It was four years of loyal and dedicated service to the City. LIAISON FOR ASIAN COMMUNITY I served for Congressman Jim Bates in 1982 as liaison for the Asian Community in San Diego and as a member of the Asian-American Advisory Committee. He was a member of the U.S. House of Representatives from California s 44th congressional district from I was able to connect with him regarding the situation of discrimination on Foreign Medical Graduates (FMGs). Eventually, all of our concerted efforts against discrimination of FMGs led to the passage of an anti-discrimination legislation signed into law in the Health Profession Reauthorization Act. It was community leadership, visibility, stature, recognition and involvement in politics and mainstream America that catapulted me to the prestigious positions. We must establish a political clout whether we like it or not. Politics play a major role in American way of life. Aquino III has certified as urgent the Sin Tax Reform Bill that seeks to increase taxes on cigarettes and alcohol products. Kakapirma ko po ng certification na urgent (I have just certified it as urgent), the President announced during his exclusive interview with Bombo Radyo Philippines aired on Wednesday morning. House Bill 5727 or Sin Tax Reform Bill was recently passed by the House Committee on Ways and Means. The bill, authored by Cavite Representative Joseph Emilio Abaya, will restructure alcohol and cigarette taxes. The President said that the measure will strengthen the current tax structure and will also help the tobacco farmers to sell their products for more competitive prices. President Aquino added that the restructuring of the sin tax system will bring in additional revenues to the government that can be used to fund public healthcare and provide livelihood assistance to farmers. Iisa na lang ang bumibili ng tobacco at pwede niyang sabihin kung ano ang presyo niya at wala kang pupuntahang iba (In short, we are helping the farmers in the sense that there will be a different market for their tobacco. When only one group buys your tobacco, s/he can demand his price since you could not go anywhere else to sell it), he added. The President said that the measure will also create a more level playing field in the tobacco market adding that the bill will also discourage alcohol and tobacco use. Friedrich was an unpaid lobbyist in the 2011 Legislative session representing thousands of people living in Homeowner Associations trying to push back or change proposed new and harsher laws that would have been hurtful to owners these Associations. He helped author Assembly Bill 448 sponsored by Assembly Munford. This Bill offered wide reaching protections to homeowners and was approved unanimously by the Assembly but never made it to the Senate. Jojo Dasmarinas AMEN Ministry Int l God created men in His image and likeness.god s goal is for us to be with Him in heaven,thoughwe were given free will to choose our path. We can choose to have a joyful and fruitful life with Him or have earthly happiness to enjoy our fleshly desires. Our flesh is weak and Satan uses that weakness to entice us to the ways of the world, so when we successfully take hold of our desires and feel good about it, we are deceived. God promised to save us from evil and He puts all His power so we can live victoriously. He gives us all the resources we need, to live a life of fullness, distinction of character and spiritual maturity to be a living witness of His goodness and mercy for His glory, but we seldom recognize them. It s a free gift to grab and go for it. If we don t, we live a life of waste, missing what is precious than gold. Our gospel for today, John 15:1-8 statesjesus claims that He is the true vine by which all branches get their substance to live. Jesus is the root of the vine while the believers are the branches, who are weak and insufficient to stand by themselves but, they will be strong if they are connected to the root that diffuses the sap to them, making them flourish and fruitful. The root is unseen just like how we don t see Jesus but He feeds us the spiritual food, pays our spiritual debt, and gives us knowledge and assets to be godly and good. He gives us our needs; He waters, cultivates, harvest and also gives us the mercy and tenderness to go on. When we allow our faith to build up, it wouldn t bring us down or motivate others negatively. When we choose to be in Him, take hold of His hand in faith and live a life that pleases Him by adhering to His words and not our personal pride, will and dilemmas. We grow and mature because the Holy Spirit will give us what we need to succeed, so we have no excuse not to grow. We will have lives that bring about love, joy, peace, patience, kindness, goodness, faithfulness, gentleness and self-control flowing in through us. A true follower to the true vine must be willing to pursue, endure and grow so the Holy Spirit can flow in and in return, giveaway what was given to...take hold of His hand in faith and live a life that pleases Him others. God watches and cultivates us to bear more fruit for Him to make us pure. He will prune and purge us like refining gold through fire. He takes away what hinders us to grow; our fears and frustrations or anything that s messing us up. Our faith in Him will fill us up with His love so we can embark on our victory over evil. We will grow stronger over the tough stuff in our life. With Jesus, the great hope is still to come. Our passage says that Jesus expects His believers to bear fruit that would last. But how do we bear fruit? Jesus said; if we abide in His words and remain in Him, we are saved. When we are saved, Jesus will send His advocate; the Holy Spirit to guide us and help us in our difficulties. There are so many things around us that can hamper our walk with God. Jesus will cleanse us of these because He wants to lift us back in a position where we can receive His light so that we can grow. It could be painful, but I assure you that He is never closer to us when His purging is upon our lives. His touch, no matter how it may hurt, is an assurance that we are His and cares for us. Jesus wants us to realize that apart from Him, we are nothing and we can t do anything. If we yield ourselves to Him and allow Him to live in us, that s when fruit happen in our life. We were created to live a life that is holy and pleasing to God. Being fruitful is being holy, and in order for us to live in His spirit, we must learn the secrets of fruitfulness. Abiding in Him, by following His commands through learning and studying His words produces the love of God in us. Then, we learn to love God above all things and love others as we love ourselves. The fruit will be produced and seen through our change of attitude that comes from inside and revealed outside by our actions that glorify God. This may sound difficult but in actuality, it s not. I warn you though that while it s simple it is costly. It will cost you to give up the love of the world, thus making God your priority. There s a sad fact though that we must recognize: not all branches of the vine bear fruit at the same level. Jesus deals with every single branch but some of us falls, becomes unfruitful and barren. But let s not get weary and fear not, for God will lift us back in an effort to challenge; sometimes in a form of chastisement to encourage repentance, hence more growth. When we decide to stay separate from God and let anything consume us, we won t produce the fruit God desires us to have, thus God will let us go and if this happens, we loss fellowship and reward thus we will be lost forever. The advice is, instead of running away from God, come back, turn towards Him and renew that lost fellowship. He is always ready to accept you back. Keep the relationship with Him to where there is life and power of God in your life. Let s not have the emptiness when we can have fullness and reward of eternal life. 31 MAY 18-24, 2012 PHILIPPINE TIMES OF SOUTHERN NEVADA Thinking Hoodies P Prosecutors on Thursday made public a trove of evidence used to justify murder charges against Neighborhood Watch volunteer George Zimmerman, including a police report that concluded the encounter between George Zimmerman and Trayvon Martin was ultimately avoidable by Zimmerman. The evidence including 183 pages of documents, witness statements and other material was released Thursday to news organizations and other requestors by special prosecutor Angela Corey s office, who has charged the 28-year-old Zimmerman with second-degree murder in the killing of 17-year-old Martin on Feb. 26 in Sanford, Fla. Also included was a document explaining what material was withheld. An initial review of the evidence, which was provided to Zimmerman s attorney early this week, uncovers documentation that will be helpful to both prosecutors and the defense. An autopsy by the Volusia County Medical Examiner on Martin s body found that the teenager was killed by a shot to the heart and that traces of THC or tetrahydrocannabinol, the active ingredient in marijuana -- were found in Martin s blood, though below the level that medical studies indicate would have caused performance impairment. But the documents give contradictory assessments of how far away Zimmerman was when he shot Martin. Lab tests by the Florida Department of Law Enforcement s Orlando operations center concluded that residue tests on Martin s sweatshirt were consistent with a contact shot that is, one in which the muzzle of the weapon is physically touching the victim. But the autopsy report from the Volusia County (Fla.) Medical Examiner s office reached a different conclusion based on examination of the wound itself, saying, This wound is consistent with a wound of entrance of intermediate range. The report doesn t define intermediate range. In another report, a police officer responding to the shooting said that after Zimmerman was handcuffed, he saw that his back appeared to be wet and was covered with grass, and that he had suffered a bloody nose consistent with Zimmerman s account that he was attacked by Martin. A photo showing Zimmerman s bloodied head also is included in the report, as is a paramedic s reports saying that he had a 1-inch laceration on his head and forehead abrasion. Another police report indicated that Zimmerman, had called Sanford police on at least four previous occasions while residing in the Retreat at Twin Lakes gated community in Sanford, and in each case the suspicious person was a black male. Investigation reveals that on Aug. 4, Aug. 5 and Oct. 6, 2011, and on Feb. 2, 2012, George Zimmerman reported suspicious persons all young black males in the Retreat neighborhood to Sanford Police Department, it said. Zimmerman himself was on a prescription for Tamazepam, according to the paramedic s incident report reproducing his medical records. (Tamazepam is also known as Restoril and is prescribed for anxiety and insomnia.) Read the police reports and other documentary evidence read what was excluded from the release and the reasons it was withheld another police report indicated that Sanford police thought Zimmerman was at fault, even though they let him go after questioning him. Investigation reveals that Martin was in fact running generally in the direction of where he was staying as a guest in the neighborhood, it said. An eight-page summary of the evidence against Zimmerman released earlier this week listed 50 possible law enforcement witnesses -- including 18 Sanford police officers as primary witnesses, including lead Investigator Chris Serino -- and 28 civilian witnesses, including Martin s brother, mother and father, Zimmerman s father and two of his friends. Twenty-two other potential civilian witnesses were not identified. Zimmerman s attorney, Mark O Mara, acknowledged receiving the materials Monday on a website his office set up to release information from the case Zimmerman s, but said, Please remember and understand that it is inappropriate for us to comment on particular pieces of evidence. Zimmerman shot Martin during a confrontation inside the Retreat at Twin just us Lakes community, while the teenager was visiting his father s fiancée. The shooting came after Zimmerman called 911 reporting that Martin was acting suspiciously, as if he was on drugs. He later told police that he shot Martin in self-defense, after Martin punched him and pushed him to the ground. Police initially failed to arrest Zimmerman or charge him with any crime because Florida s Stand Your Ground self-defense law allows the use of deadly force whenever someone feels threatened with serious bodily injury. But after questions about possible racial motivation for the slaying, a special prosecutor took over the case and, on April 11, Zimmerman was charged with second-degree murder. Zimmerman, who pleaded not guilty to the charge [Source: MSNBC. com] My opinion It is time for us to put on our thinking hoodies folks. It wasn t racially motivated. I am reading the same info as everyone else. He could have been tired of the issues in the surrounding area. We do not know anything about the demographics of the housing complex in which Trayvon was visiting. Let us get off of it because if he was a racist, does it add more evidence of guilt? Zimmerman is up for 2nd degree murder. At this time, all the questions should be pointing to the authorities. With such a lack of professionalism in handling this case thus far, there should have been some resignations. There are only a handful of scenarios here.
