2 What is Community Learning & How is it funded? Community Learning is a source of funding available to local providers to support programmes that bring together adults (often of different ages and backgrounds) by helping them to pursue an interest, address a need, acquire new skills, become healthier, or learn how to better support their children. AFC CL provision is made accessible within community settings such as in the voluntary sector, Children Centres, Community Centres, libraries, schools, residential homes, and education settings, encouraging participation of particularly vulnerable groups of learners and wider communities.

3 The following are eligible to apply for Community Learning Funding: - Not-for-profit voluntary or community groups - Social enterprises - Schools and children s centres - Community centres - Education providers Services commissioned by the Community Learning Fund must be delivered in the Borough of Richmond for the benefit of Richmond residents only.

4 How much can be applied for? No fixed minimum of maximum funding limits but providers should be realistic in their applications as to the level of funding requested. Community Learning will consider the best use of funding to meet the needs of the local community and cost effectiveness of applications when considering them. Community Learning is funded by the Skills Funding Agency (SFA), a government agency. Commissioning timeframe: This year applications were accepted from the 22nd May 2015 to 22nd June 2015 for activities to 1 st August 2015 to the 31 st July Guidance and application document are available on the Community Learning website. 5 The Community Learning Commissioning Board approves all successful applications. Note: Applications should not be made for permanent staffing or capital purchases. No costs will be supported that may be incurred after the end of the current financial year Future Proofing and Sustainability Year 1 Initial successful bid and funding Year 2 Up to 50% of funding applied for Years 3 to 4 Ineligible to apply for Community Learning funding for a minimum period of two contract years. What Community Learning funds Basic skills provision (ESOL, EAL, literacy, numeracy) Digital inclusion and IT Skills Family learning (e.g. parenting programme, play, cooking)* Creative and expression (e.g. art, drama, crafting, dance, singing) Traditional skills (e.g. upholstery, sewing, horticulture) Health, exercise and wellbeing (healthy eating, exercise, managing stress.)

6 What we look for in a funding application Key delivery priorities for CL provision * Programmes that will engage disadvantaged priority groups in learning: Engaging adults with special needs (disability and learning difficulties) The socially isolated Adults suffering from mental health disorders Adults moving towards independent living Families on low incomes. Family learning programmes that motivate harder to reach parents/carers and actively involve them in their children s education and improve their well being Programmes that contribute to older people s health and quality of life Support adults under 25 Introduce people to digital technology Contribute to the development of carers, their health well-being and skills Build the skills of volunteers to deliver services, support and activity in local communities

7 Evidence Based Evidence of need in the local community Consultation with local groups to ascertain needs Research evidence Pilot Identify Priority Target Group(s) Clear outcomes for learners Quality Assurance Contract monitoring visits(venues, Attendance, Content, Learner satisfaction) Tutor Observation visits (Ofsted based criteria)
