2 Letter from our Chief Executive October 2015 Dear Candidate, Application For Employment With Bron Afon Community Housing Ltd. Thank you very much for your interest in working for Bron Afon Community Housing. I hope you will find all the information you need in our pack or on our website to enable you to decide whether you want to work here. If you would like an informal chat about the jobs or if you have any questions, please give us a call on , leave a message and we will get back to you. Bron Afon has been created and shaped over the past 6 years by tenants and staff working together to design their own landlord and employer. The result is a unique organisation with our own ways of working. If you join us, you will be able to play your part in improving and adapting our model as we learn from our own experience and others. We have over 1800 members and our members play an active part in the development of our policies and strategies and monitoring performance. Our membership committee is elected and scrutinises the work of our Board, attending Board meetings and receiving all non confidential papers. All our members live in Torfaen and a majority must be tenants. If you join us in any role, you will be working with our membership frequently, involving them in setting priorities and policy making. Bron Afon was established in 2008 following a housing stock transfer from Torfaen County Borough Council and we have just completed the massive programme of works required to bring all the homes we provide up the Welsh Housing Quality Standard fulfilling our commitment to tenants at the time of transfer. That was Phase 1 of our development where we had to be very focused on delivering a major capital investment programme. Phase 2 has a new Corporate Plan with a new broader aim of aim of improving the quality of life and life chances of those living in our communities with a particular emphasis on those facing disadvantage. We are proud to be seen as a public service organisation working as a partner with

3 public sector organisations in the Borough. Operating only within Torfaen we are a community based organisation delivering local services. With a local focus, a budget of 37 million per annum and nearly 500 staff, most based in our headquarters building, we are large enough to make an impact yet small enough to be versatile and flexible. Unlike almost every other registered social landlord, we are carrying out the internal improvement programme to tenants homes using our own staff rather than major contractors as we can achieve savings whilst ensuring that we create new jobs for local people. The provision of high quality homes and excellent services to tenants is one of our aims. We intend to play a major part in improving the quality of life for all residents in Torfaen, not just in the housing arena but by creating new jobs, increasing skills, improving health, promoting community safety, supporting and developing communities, supporting older people and tackling poverty. 4 Job Advert ICT Development and Support Specialist Cwmbran 31,057-36,506 per annum 37 hours per week Bron Afon is looking to appoint an ICT Development and Support Specialist working in an established ICT team. As an employer we strive to create a great place to work at our modern offices based just off the M4. Working alongside experienced business analysts, ICT technicians and business users, this is a role that will give you the opportunity to be involved with a number of ICT and business related development projects and play an integral part in carrying out a technical function supporting them. Reporting to the ICT Operations Manager will need to be able to use your analytical and sound problem solving techniques to help deliver a first class ICT service to our service areas. From an operational perspective we need some one who can resolve incidents, plan and execute upgrades, develop enhancements and identify areas for improvement, all within an ITIL environment. In particular you will have experience of housing and contractor management, SQL, Windows Server O/S, web applications and virtual server environments. You will need to be an excellent communicator with an inquisitive nature, who enjoys working with others; both within the ICT team and across all parts of the business. You will need to demonstrate that you can manage a portfolio of work with many competing priorities, whilst taking ownership and proactively prioritising and managing your work load. Bron Afon is a community owned social enterprise and registered social landlord based in Cwmbran. The organisation has been uniquely shaped and developed by tenants and staff to be their landlord and employer. What we have created is something different. The Information & Communication Technology (ICT) team provides support to over 500 end-users, as well as members both centrally based and distributed throughout the borough of Torfaen. 6 ICT Development & Support Specialist Job Description and Person Specification JOB TITLE ICT Development and Support Specialist RESPONSIBLE TO ICT Operations Manager RESPONSIBLE FOR No direct reports GRADE 8 LOCATION Llantarnam Business Park, Cwmbran, South Wales JOB PURPOSE 1. To work in an established ICT team with a primary focus on the development of multiple software platforms including Open Accounts, Open Contractor, Scribe, batch scheduling, reporting and Microsoft Dynamics CRM. Lead the software design and development of service specific functions from requirements which will have been captured by our in-house Business Analysts. The primary development is building a housing management systems within Dynamics. 2. Deliver and manage the installations, upgrades, fault fixes and change requests to the VMware, Terminal Services, Open Accounts, Open Contractor, Scribe, batch scheduling, reporting and MS Dynamics platforms using specialist expertise and knowledge. 3. Manage the VMware Terminal Service environments. This includes managing unit and system test environments and processes.

7 4. Actively engage and work with end users and suppliers to ensure that Bron Afon delivers ICT solutions which actively contribute to the development and improvement of all Bron Afon services. KEY RESPONSIBILITIES 1. Implementing the Bron Afon Community Mutual Model 1.1 Assist with the delivery of an ICT service which helps to implement the Bron Afon community mutual model, ensuring effective community involvement and excellent working relationships with all partner organisations. 1.2 Support and develop ICT Services in partnership with Bron Afon staff, members, tenants and leaseholders ensuring the effective and appropriate use of all resources and accountability of Bron Afon to its members and tenants. 2. Information & Communication Technology Services 2.1 Collaborate with 3 rd party software developers, internal business analysts, IT professionals and staff to implement VMware, Open Contractor, Microsoft Dynamics CRM solutions. 2.2 Lead on the design, development and implementation of CRM with custom workflows, plug-ins, reporting and portals in Microsoft Dynamics 2011/13/ Provide information to the ICT Test Manager and Systems Trainer s to allow them to fulfil testing and training duties 2.4 Assist in the development of platform roadmaps. 2.5 Customise software to meet the business needs of the organisation. 2.6 Exploit opportunities to consolidate legacy systems and services by integrating solutions into the existing CRM architecture.

8 2.7 Work with a number of database technologies, primarily SQL, Progress and Oracle 11g to extract data and load it in to MS Dynamics CRM and other systems Use data transformation tools to manipulate date and move it between multiple environments and databases. e.g Scribe. 2.8 Develop software and supporting documentation in both waterfall and rapid development environments. 2.9 Operate within a change management environment, documenting the change and carrying our peer reviews Cascade technical knowledge and train other ICT development team members to help them improve their database administration, VMware, Scribe, Job scheduling and Operating System skills. 3 Managing Resources, People & Information 3.1 Respond, prioritise and utilise own knowledge and available resource to resolve support calls. 3.2 Deliver service improvements in line with key performance indicators to ensure the best use of available resources. Support the continuous improvement of the ICT service. 3.3 Maintain and enhance effective working relationships across Bron Afon. Maintain excellent relationships with outside contractors, third party suppliers, external agencies and other contacts. 3.4 Monitor and promote the safe keeping and effective use of all data and information in Bron Afon s ICT systems, complying with data integrity, back-up controls, etc. 3.5 Deliver and manage the installation, upgrade and modification of software releases, including MS Operating system, MS Dynamics, CRM, SQL, Open Contractor, Open Accounts systems and VMware.

9 3.6 Manage system testing cycles and associated fault fixes and deployments. 3.7 Manage small project teams, including end users and management, to fulfil requirements gathering, user testing and the implementation aspects of IT driven projects 3.8 Manage 3 rd party developers to ensure their time is used effectively, acceptable solutions are delivered within timescales, they conform to Bron Afon s security standards and appraisals f their work are carried out. 4 Governance, Regulation and Conduct 4.1 Demonstrate the highest personal standards of integrity, conduct and values consistent with Bron Afon s vision and values. 4.2 Work within an accredited ICT service, adopting ICT standards, processes, and frameworks that are based on ITIL and APM principles. 4.3 Maximise the use of all premises and ICT provision. Maintain compliance with all data protection and data analysis requirements. 4.4 Promote and uphold Bron Afon s Code of Conduct, Equality and Diversity Policy and other key policies and procedures. Ensure compliance to Health and Safety policies and practice across the service. 4.5 Due to the rapidly changing nature of the ICT and business environment, all staff will be expected to operate with a significant degree of flexibility, including some evening and weekend working outside of the core hours. Possible participation in out of hours support rota, monitoring out of hours processes and responding to such incident accordingly. 4.6 Carry out such other duties and responsibilities consistent with those set out in the above job description and accept that this job description will be the subject of regular review.

Practical knowledge of relational database technologies, with supporting programming and scripting skills. Microsoft SQL is essential and knowledge of other technologies such as Oracle and Progress. A working knowledge of housing management and Capita Open Contractor systems. Practical knowledge of Microsoft operating systems, Microsoft Office and general understanding of Microsoft software. Exposure to the design, development and testing of Microsoft development products e.g. Dynamics.. Knowledge of data protection legislation Knowledge and understanding of how a ICT support function operates within an organisation within an ITIL and PRINCE/APM framework. Working knowledge of data transformation tools such as Scribe. Working knowledge of Active Directory

11 Experience Demonstrable experience of working within an ICT environment, providing advice and resolving support issues for users. Experience of working in a virtualised environment using terminal servers. Working knowledge of VMware Vsphere and preferably VMware Horizon, Proven experience of being accountable for systems availability according to strict SLA s and ensuring the Organisations business continuity. This will have been achieved through designing and following strict protocols whilst identifying and mitigating system risks. Maintenance, upgrade and loader experience of Capita Open Contractor. Maintenance, upgrade and loader experience of Orchard Open Financials Experience of project managing and being accountable for all aspects of software installations and i upgrades Practical experience of Microsoft SQL 2008/2014, including design, querying and updating. Oracle 11g and Progress 10.1b, Business Objects and Reporting Services experience desirable Experience of Microsoft Windows Server 2003/2008/2012 operating systems. Management of user/system testing environments and processes. Management of small project teams, including end users and management, to fulfil requirements gathering, user testing and go live aspects of the projects. Experience of developing software in both waterfall and rapid application environments.
