1 RECRUITMENT NOTICE POSITION: DEPARTMENT: RATE OF PAY: SCHEDULE: Volunteer Specialist Operations $29,281 to-$37,112 per year which includes the employee s 6% PERS contribution Part-time, regular 30 hours per week. Work schedule includes nights, weekends and holidays. GENERAL STATEMENT OF DUTIES: Develop, plan, and administer programs utilizing volunteers to support division-wide needs including program planning and coordination, program promotion and marketing, recruitment, training, and administration of volunteers and related outreach activities. Position reports to the Volunteer Coordinator in the Human Resources Division of the City Manager s Office. ESSENTIAL DUTIES & RESPONSIBILITIES include the following; other duties may be assigned. Coordinate division volunteer program, including interacting with staff to identify, develop, and prioritize needs for volunteer staffing. Develop training procedures and processes necessary to administer a wide range of volunteer opportunities within the division. Provide input on strategies for ongoing volunteer recruitment and retention to a variety of audiences. Develop work plans, time lines and resource allocations for assigned projects. Provide orientation and training of episodic volunteers in groups of people. Establish and maintain good working relationships with service organizations, business leaders, school officials, scouting leaders, and community leaders. Maintain accurate records and provide timely statistical and activity reports on volunteer participation. Assist with planning, and participate in, volunteer recognition programs.

2 SUPERVISORY RESPONSIBILITIES: Direct supervision of volunteers is a primary responsibility of this classification, including directing work; appraising performance, addressing complaints and resolving problems. Responsibilities include coordination with Human Resources to guarantee that recruitment, selection, placement and utilization of volunteers are in accordance with City policies and applicable laws. This classification is responsible for the interviewing, screening, placement and orientation of volunteers within the division in which the volunteer is assigned. EDUCATION and/or EXPERIENCE: Three years experience in supervision or coordination of volunteer services or a Certificate of Volunteer Management. Bachelor's degree in Geography, Urban Forestry, Native Botany or related field or equivalent of a minimum of 4 years work experience and education in urban forestry and/or wetland restoration. Knowledge of GIS preferred. Any equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position. SPECIAL SKILLS/ABILITIES: Innovative, creative approaches to developing and utilizing volunteers. Working knowledge of practices and principles of effective volunteer recruitment techniques. Working knowledge of effective program management principles and practices. Working knowledge of effective motivation and administration of volunteers. Working knowledge of strategic planning methods with an emphasis on services related to volunteer program. A full understanding of wetland hydrology, geology, topography and ecology. Ability to identify native trees and shrubs of the north Willamette Valley, and plan best planting material for reforestation sites. Ability to create reforestation plan including site preparation, removal of evasive plants, proper plant placement, order plant materials, area maintenance, and delegation to community volunteers. Flexibility and ability to respond quickly to changing conditions. Ability to work outdoors for long periods of time; ability to withstand exposure to a wide range of weather conditions and temperatures. Ability to establish and maintain effective working relationships with employees, contractors, other agencies, public officials and the general public. Ability to speak to audiences of all sizes about topics relative to the volunteer program. Ability to occasionally deal with upset or difficult individuals. Ability to work nights weekends and holidays. Working knowledge of Microsoft Word, Excel, databases and other similar software programs. Familiarity with Volgistics Volunteer Management Software preferred. Knowledge of Spanish is an asset. Certificate of Volunteer Management (CVA) is desirable. Possession of, or the ability to obtain with six months, a valid driver's license and CPR and First Aid certification. The City of Tualatin Operation s volunteers supplement and support the work of paid staff in the Tualatin s parks, greenways, and water quality facilities. Describe your experience working with and managing episodic volunteers at events, including planning, pre-event preparation, on-site orientation and training, event reflections and post-event evaluation. 2. At the City s Put Down Roots in Tualatin events we have approximately 65% of the volunteers pre-register. Attendees range from age four to octogenarians, including scout and civic groups. Describe in detail how you would manage an event with 80 people registered. What elements of volunteer management would you use to provide a quality experience for all volunteers? 3. A primary focus of our Operation s programming objectives is to make improvements to our natural environment, including invasive species removal and native plant habitat restoration. What type of educational and work related experience do you have that would assist us in meeting these goals? 4. Some examples of typical projects our volunteers are involved with include park bench repair/replacement, trail renovation/reconstruction, or other typical park site improvements.
