FSDF Incentives Enhanced to Spur Continued Talent Development To encourage financial institutions to continue to invest in training and upgrading their manpower capabilities, the Monetary Authority of Singapore (MAS) has increased its funding of training fees of the Financial Sector Development Fund (FSDF) under its Financial Training Scheme (FTS) from 50% to 70%. This enhancement is valid from 1 January 2009 to 31 December The FSDF incentives apply to only Singapore financial sector organisations that sponsor eligible participants to training programmes meeting qualifying criteria, namely sponsored trainees have to be executive level staff members physically based in Singapore. Programme Changes SCI solely reserves the right to make any changes (including the fees) to the DGIRM / ADGIRM programme owing to any unforeseen circumstances, or when it considers necessary or appropriate to do so. For the latest details, please refer to SCI website at: Exemption Request You may request for exemption of any SCI DGIRM / ADGIRM module if you hold a qualifi cation which you consider may provide the basis for exemption. To qualify for exemption of any SCI DGIRM / ADGIRM module, the qualification / subject(s) in consideration must strictly meet the following requirements: (1) The qualifi cation / subject(s) in consideration must match at least 80% of the syllabus of the SCI DGIRM / ADGIRM module to be exempted, and their assessment / examination must be of comparable standard to SCI assessments / examinations with a minimum of 70% match to SCI assessment / examination process. (2) The qualifi cation / subject(s) in consideration must have been obtained by taking the examination and not by exemption or transfer of credit from a course or programme previously taken. (3) The qualifi cation has been awarded by a recognised institution or professional body, and must not be more than 10 years from the date of application for exemption. NB: Not more than 2 module exemptions for each level of or will be granted. The candidate must register and pass module GI05: Legal Aspects of. You will be required to pay a non-refundable administration fee of S$53.50 (inclusive of 7% GST) for the processing of your application. Upon successful application and notifi cation, an exemption fee of S$ (inclusive of 7% GST) is payable for each module exempted. If you wish to apply for any exemption, please submit your completed application online at: Please note that any candidate who has passed the relevant CII units does not need to pay any exemption fee, if he or she wishes to join SCI DGIRM / ADGIRM programme. Certificate (GI01 -GI03) Certificate (GI01 -GI05) (GI01 -GI07) GI01: Basic Concepts and Principles (BCP) Acquire knowledge and understanding of the structure of the Singapore insurance market, insurance concepts and principles, insurance documents, claims and reinsurance. GI02: Personal General (PGI) Acquire knowledge and understanding of the scope of coverage, underwriting considerations and claims procedures for the main Personal General lines. GI03: Commercial General (ComGI) Acquire knowledge and understanding of the scope of coverage, underwriting considerations and claims procedures for the main Commercial General classes. GI04: Risk and Acquire knowledge and understanding of insurance practice and industry regulations, and develop an understanding of the role of risk management in producing strategies for handling risk in an organisation. GI05: Legal Aspects of Acquire knowledge and understanding of the laws which underpin the operation of insurance, the system within which these laws operate, and deal with the principles of insurance contracts, as well as the regulatory structure, laws and regulations governing the insurance market in Singapore. GI06: Underwriting Practice Acquire knowledge and understanding of the business, regulatory and legal environment of underwriting, main infl uences on underwriting strategies, principles and practice of risk pricing. GI07: Company Operations Acquire knowledge and understanding of the objectives of business organisations, the functions that all insurance organisations must perform, and the regulatory environment in which insurance organisations operate. Business Development and Marketing Managers /Executives / Officers Underwriters / Underwriting Executives / Officers Customer Service Managers / Executives / Officers Claims Managers / Executives / Officers General and Reinsurance Brokers General Agents and Agency Offi cers Risk Managers / Executives / Officers Risk Surveyors and Loss Adjusters Also suitable for: Any holder of SCI Certifi cation in General (passed BCP, PGI and ComGI), or its equivalent in accordance with Notice No: MAS 211 Any holder of SCI in General staff wishing to obtain a professional insurance qualifi cation for career advancement staff wishing to build upon existing general academic qualifi cation, such as a degree, by obtaining an industry-specifi c qualifi cation (GI01 -GI11) GI08: Commercial Property Underwriting Acquire knowledge and understanding of the principles and practice of risk assessment, and underwriting in relation to property, pecuniary, construction and engineering insurances, the role of surveyors and inspection services, the ability to synthesise different aspects of the syllabus, and the application of knowledge and skills to practical situations. GI09: Commercial Liability Underwriting Acquire knowledge of the ways in which liability arises and of the duty of care owed, and the effect of a breach of that duty and the resultant damages, an understanding of the purpose and effect of the relevant legislation, the ability to synthesise different aspects of the syllabus, and the application of knowledge and skills to practical situations. GI10: Claims Acquire knowledge and understanding of claims philosophies, the implementation of claims systems, the management of claims functions and claims service, and the claims practice within the non-life insurance industry. GI11: Business and Economics Acquire awareness and broad knowledge of the environment in which businesses operate, the economic, ethical, operational and fi nancial framework applicable to companies.
4 Progression Pathway Towards ACII Qualification Upon successful completion of the SCI ADGIRM programme (examination modules GI01 to GI11), you are encouraged to pursue the CII in and attain the ACII designation. Please note that the maximum credits which you may attain upon successful completion of such SCI ADGIRM examination route (modules GI01 to GI11) will be capped at 210 CII credits, subject to full payment of the CII accreditation fees upon successful application for the CII Accreditation of Prior Learning (APL). Since the APL policy and fees are subject to review and changes by the CII, you should quickly apply for the CII APL as and when you pass any of the modules from GI01 to GI11 at: To help you pass your examinations and attain the CII in, SCI may offer revision courses (tutorial classes - provided that there are suffi cient interested candidates to sustain the viability for each class) for 3 selected CII units as follows: (1) CII 945: Marketing (30 CII credits) (2) CII 960: Underwriting (30 CII credits) (3) CII 990: Corporate (30 CII credits) However, you are free to choose other CII units to fulfi l the CII minimum completion requirements of 290 credits, with at least 180 of these obtained at the CII level. From 1 January 2011, the completion requirements for the CII level will be changed to 290 credits [minimum of 205 credits at the CII or level, with a minimum of 90 credits at the CII level; CII units P05 ( Law) and P92 ( Business and Finance) being compulsory - or equivalent, where appropriate]. For other CII in units, please refer to: cations/qualifi cation.aspx?award=advdip CII Accreditation Awarded The CII has awarded credits towards the ACII / FCII qualifications to the following DGIRM / ADGIRM modules: SCI Module CII Accreditation Awarded [Barred From Relevant CII Unit Examination (If Any) As Specified Below] GI01 GI02 GI03 Non-unit specifi c To be granted 20 CII non-unit specifi c credits at the CII Certifi cate level upon successful examination completion of all 3 modules and full payment of the CII accreditation fees upon successful application. GI04 Non-unit specifi c (With effect from 1 July 2010) GI05 GI06 GI07 GI08 CII P05: Law CII P80: Underwriting Practice CII P92: Business and Finance (With effect from 1 July 2010) CII P93: Commercial Property and Business Interruption (With effect from 1 January 2010) To be granted the following credits at the CII level upon successful examination completion and full payment of the CII accreditation fees upon successful application: 20 CII credits each for GI04 & GI06 25 CII credits each for GI05, GI07, GI08 & GI09 GI09 CII P96: Liability s (With effect from 1 January 2010) GI10 GI11 CII 820: Claims (Non-Life) (Available until 31 December 2010) CII 530: Business and Economics (With effect from 1 September 2010) To be granted 30 CII credits each for GI10 & GI11 at the CII level upon successful examination completion and full payment of the CII accreditation fees upon successful application. CII P05 (Dip / Adv Dip) CII 510 (Adv Dip), CII 530 (Adv Dip) are compulsory units of the relevant CII examinations until October 2010 (last examination sitting). However, in cases where candidates may have been granted exemptions by SCI for certain DGIRM / ADGIRM modules, The Chartered Institute (CII) may exercise its right to review the merits of each case based on its prevailing Accreditation of Prior Learning (APL) policy. Maximum Period For Completion To obtain the SCI in General and Risk (modules GI01 to GI11), the candidate must pass all 11 modules of which 8 modules (GI04 to GI11) must be passed within 7 consecutive years. The qualifying period commences in the year in which the fi rst module (GI04 to GI11) is passed or exempted. Module passes or exemptions exceeding 7 consecutive years are considered outdated and will not count towards meeting the ADGIRM requirements. Any candidate with outdated passes or exemptions is required to resit the examinations for the modules, in order for him or her to count towards meeting the ADGIRM requirements. Continuing Professional Development (CPD) Requirement The holder of the respective designation [Dip SCI (GI & RM) or Adv Dip SCI (GI & RM)] must fulfi l a Continuing Professional Development (CPD) requirement of 30 hours every 2 years. If the holder attains the designation in year 2011, the reporting period will be from year 2013 to year The CPD hours earned per reporting period must be from educational activities in acceptable subject matter areas (relating to general insurance, reinsurance, risk management and regulatory changes or developments affecting the general insurance industry). 5 SCI / in General and Risk (DGIRM / ADGIRM) Accredited by CII SCI + CII Subjects Programme Description The DGIRM / ADGIRM programme of the Singapore College of (SCI) aims to provide candidates with an in-depth and comprehensive technical knowledge of risks and insurance, insurance principles, products, underwriting principles and practice, claims management, insurance company operations, legal aspects of insurance, as well as business and economics. It comprises a total of 11 modules from the Certifi cate level to the level, as specifi ed in the Qualifi cation Framework below. Qualifications Awarded Upon Successful Completion GI01: Basic Concepts and Principles (BCP) GI02: Personal General (PGI) GI03: Commercial General (ComGI) Certifi cate in Personal General (Cert PGI) AND Certifi cate in Commercial General (Cert ComGI) Provides a solid grounding in basic insurance principles, concepts and marketing practices. Also provides foundational knowledge of personal and commercial general insurance products. Certifi cate in General and Risk (Adv Cert SCI) in General and Risk in General GI04: Risk and GI05: Legal Aspects of Provides solid grounding in basic insurance concepts and principles, general insurance products, and a good understanding in general insurance industry practices, risk and insurance, and the laws and regulations governing the general insurance industry. (DGIRM) and Risk (ADGIRM) CII in (ACII) GI06: Underwriting Practice GI07: Company Operations Provides broad-based knowledge on general industry practices, from company operations to underwriting practices. GI08: Commercial Property Underwriting GI09: Commercial Liability Underwriting Develops sound technical underwriting knowledge and skills in all classes of general insurance, as well as provides practical insights into claims management function. GI10: Claims GI11: Business and Economics CII 945: Marketing CII 960: Underwriting This is the professional qualifi cation awarded to experienced and expert market practitioners. CII 990: Corporate Qualification Framework The qualifi cation framework has been designed to deliver the following benefi ts: Progressive qualifi cation structure building on existing knowledge at each level Industry recognised designations awarded upon successful completion Portability of qualifi cations upon achievement Supporting competence and compliance activity Knowledge gained applicable to local context Facilitating lifelong learning to upgrade knowledge and skills, and to enhance professional competency Sequence Of Examination Attempts Before attempting the SCI DGIRM / ADGIRM examination, you must fi rst successfully complete the SCI Certifi cate in General (CGI) examination by obtaining passes in BCP-GI01, PGI-GI02 and ComGI-GI03, unless exempted as specifi ed. Subject to the Examination Schedule, you may attempt the examinations of modules GI04 to GI11 in any order of preference. Qualification Awards As progress is made upon completion of each module, a notifi cation of examination results in the form of a Result Slip will be issued two months from the date of the last examination. SCI will send the candidate s Result Slip by registered post to the mailing address. Upon successful completion of the examination modules, you will be entitled to use the respective designation as follows:- GI01 to GI05 - Adv Cert SCI (GI & RM) GI01 to GI07 - Dip SCI (GI & RM) GI01 to GI11 - Adv Dip SCI (GI & RM) To maintain the respective designation Dip SCI (GI & RM) / Adv Dip SCI (GI & RM), you will have to meet the Continuing Professional Development (CPD) requirement.
