1 Project Overview The Cuyahoga County Justice System Partners, Court of Common Pleas, Prosecutor s, Pre-Trial Services, Probation, Public Defenders, Sheriff s and contracted full-service jails and TASC/DJA Office s are in the first stage of videoconference upgrades and/or implementation via grant funding awarded in August will enable the county to coalesce Video Arraignments along with many other business processes and applications presenting themselves. Cuyahoga County has already invested in a voice conference bridge which builds on the VoIP phone system but also accommodates the County with a full blown Video/Voice integrated solution. Current Technology Status Currently only the Common Pleas 12th Floor Training/Court Room, the 12th Floor Arraignment Room, the Sheriff s Jail and Bedford Heights operated point to point with videoconferencing. The 12th Floor Training/Court Room multi-point connectivity is provided via dedicated T1 / ISDN to the State of Ohio DAS Bridge located in Columbus, scheduling is done on-line through the internet. The cost of the DAS Bridges service is $400/month. Project Considerations Initial Issues to Consider The technology is the easy part, the hard part is writing the business process and for scheduling the variety and volume of videoconferencing sessions. The DAS Bridge tried to convert ISDN to IP it kept going down and was too difficult, DAS prefers not to do the conversion. There is no way the scope of the grant project will be successful without the use of a multi-media bridge. The proposed solution was originally designed with a multi-point Codec at each location; project size alone coupled with forecasting anticipated growth this would not be the proper way to design a total solution that will eventually require flexibility, ease of use and scalability. Cisco is the only videoconferencing vendor with a complete end-to-end unified communications solution and Cuyahoga County has most of these components installed today. The County s investment in Cisco s Unified Communication solutions, including Cisco s Video Conferencing products enables your teams to support multi-point videoconferencing in all of your unified communication applications, including: o Traditional conference room based videoconferencing o Video Telephony conferencing o Rich Media conferencing Page 1 of 5

2 Required Features A multi-media bridge is imperative to the overall success of videoconferencing within the Cuyahoga County Justice System. A "High-quality audio and video-the Cisco Unified 3545 System is recommended and is designed using an encoder-per-port hardware architecture. This architecture allows the product to support a wide range of video and audio compression standards, codec's, continuous-presence features, and video resolutions at high performance levels and in any combination, without affecting the capacity of the product. This design offers organizations excellent videoconferencing video quality without sacrificing scalability or performance. The Cisco Unified 3545 System automatically implements audio and video transcoding and connection speed transrating capabilities that allow each endpoint to use its preferred codec and connection speed and still connect to conferences with endpoints using different codec's and connection speeds. This approach helps ensure an optimal video and audio experience for each participant." The Bridge allows interactive video and voice communications between two or more geographically distant people or locations. This solution incorporates advanced conference setup and attendance functions, a range of dynamic scheduling layouts, and the ability to manage and monitor all video conferencing sessions. The Cisco Video Conferencing Bridge can handle 96 audio calls and 72 Video calls simultaneously. All ports can support any connection speed and any supported video/audio codec s as well as video resolutions. Flexible Management Platform for easy scheduling and conferencing between multiple parties. Support for SIP and Skinny protocols. (Video Phones and VT Advantage Cameras) Today's video is not tomorrows. Point to point and being located at a specific location is not going to be the future that is what is being done currently. The future is if you don't have a codec at your dispose and are working remotely with a VT Advantage camera and phone. Why can't you participate? Now you can! Network Connectivity Requirements IP Technology. - The network is integral in building large scale video networks. The Cisco bridge understands QoS, network protocols, and firewall rules. Next Steps for Success Expected Outcome Cuyahoga County Justice System expects to improve and expand on their current voice/video conferencing equipment and capabilities; the objective is to reduce transport costs, disposition of cases, and overall expenditures. Action Items and Responsibilities CISCO: (Assigned, Chad Kneisly) 1) The Cisco Unified 3545 System Provide a detailed Purchase through Implementation Project Plan time line. Cisco Estimates that from the time of ordering the maximum time to installation and testing will be five weeks. This provides the County one week to place and order and three weeks for delivery and a single week for implementation. Cisco will require the use of two partners: 1. Texcel for equipment procurement. Texcel will be responsible for procuring the Cisco equipment and shipping it to Cleveland. The Purchase Order for the equipment pricing detailed within this document should be addressed to Texcel. 2. Cisco will use Radvision as our implementation partner. Radvision charges $2, per day for installation and training and we estimate that this will take 4 days to complete. 2) Schedule (with Ursula Kaunas) a demonstration of the Cisco Bridge scheduling functionality. Cisco will be installing two bridges and the management platform at University Hospitals the week of April 16 th. We will be completed on the 20 th. University Hospitals will allow us to do a demonstration anytime after the go live date of April 19 th. Page 3 of 5

4 Equipment Features Video Bridge: (Complete Unified Voice/Video Conferencing Solution for Cuyahoga County) The Information Services Center has made a major investment in upgrading the county s LAN/WAN infrastructure to support a unified multi-media communications deployment that will provide voice, video and web conferencing. The deployment of VoIP has already taken advantage of the existing data network, eliminating transport charges and reoccurring conference bridge charges. Since then the ISC has purchased the second component which is called Meeting Place Express. This piece of the unified package consists of a Voice Bridge that will be installed first quarter of The Voice Bridge will help county personnel communicate and collaborate from anywhere, at any time using only a phone and a Web browser if desired. The solution is a simple and secure way to conduct remote meetings and conference everyone together within a common platform. The current Voice Bridge is capable of handling industry standard protocols to help ensure connectivity between a wide range of different telephone systems. The last piece of the unified multi-media communication package is the Video Bridge. The Video Conferencing Bridge allows interactive video and voice communications between two or more geographically distant people or locations. This solution incorporates advanced conference setup and attendance functions, a range of dynamic scheduling layouts, and the ability to manage and monitor all video conferencing sessions. Do to the common platform and equipments interoperability everyone can take advantage of the total media package whether you just wanted to join a meeting via a phone call or live video call. The Cisco Video Conferencing Bridge can handle 96 audio calls and 72 Video calls simultaneously. All ports can support any connection speed and any supported video/audio codec s as well as video resolutions. 5 Design and Cost The design of the solution is quite simple. The Cisco MCU3545 is a single chassis that can be deployed anywhere in the network environment. Data Center or protected environments are recommended. The Cisco Unified Video Manager platform is a single appliance the can also be installed anywhere in the network. Each of these solutions is configurable by Web browsers and the management platform can be reached and viewed by any location in the secured environment. The price for the total solution is broken down below and the spreadsheet that accompanies this document provides the detailed list of equipment and descriptions.
