1 PROCEDURAL RULES IN ISSUES OF OWN COURSES APPROVED By the Degree Committee and the Postgraduate Committee FOR THE 2015/2016 ACADEMIC YEAR CHAPTER I. PREREGISTRATION, SCREENING AND ENROLMENT SECTION I: PREREGISTRATION & SCREENING Article 1. Those that wish to study any of the Own Degrees offered by the UPV/EHU must apply for registration for the degree or degrees in which they are interested. The documentation required in each case must be provided to the Secretariat of the Departments, Institutes or Centres that offer the Own Degree. Article 2. Acceptance Requirements 1. Without prejudice to any other additional requirement established for each Own Degree, students must comply with the general requisites set out in Chapter I of the Unified Regulations of Own Degrees of the Governing Council (22/12/2010). 2. For the purposes of admission, students must have passed the first cycle of a two-cycle university degree that is not equivalent to a diploma. 3. Students with foreign qualifications Access to own degrees by those in possession of a foreign qualification will not require the prior official approval of said qualification. The following procedure will be carried out for admission: At the time of preregistration, the student will submit the corresponding application to access (Annex I) to the Academic Committee for the qualification to be studied, accompanied by the following documentation duly translated into Spanish (except documentation in French, English, Italian and Portuguese): a) Official degree: certified photocopy or photocopy and original, for verification purposes, of the official qualification to gain access to the course, or proof of having requested this. b) Certification of the subjects studied, with a mention of their name, duration and grades. This translation may be carried out: i) By any diplomatic or consular representation of Spain abroad. ii) Through diplomatic or consular representation in Spain of the interested party s country of origin or, if appropriate, from the country from where the document originates. iii) Through a certified translation, performed by a person duly authorised or registered in Spain. In the preregistration procedure, the academic director of the University's own degree will send the student s file to the Postgraduate Committee, along with a report on the appropriateness of the qualification presented. Based on these details, the pertinent Subcommittee will send a report to the Academic Committee of the qualification. Where necessary, this report will

2 expressly authorise the appropriate nature of this admission. Those persons accepted and who formalise the enrolment will be issued with authorisation from the Rector Magnificus of the UPV/EHU. 4. Professionals without a university degree Access to University Specialist degrees by professionals without a university degree will be carried out by the Postgraduate Committee, at the proposal of the academic management of the qualification and in accordance with the following procedure: At the time of preregistration, the student will present the corresponding access application (Annex II) to the Academic Committee, for the degree course to be studied, accompanied by the following documentation: a) Documentation that authorises access to the University: certified photocopy or photocopy and original, for verification purposes, of the official qualification to gain access to the course, or proof of having requested this. b) Duly documented Curriculum Vitae. It is mandatory to include documentation of work history issued by the Department of Social Security. Once the screening process has finalised, the Academic Committee of the degree will send the aforementioned documents to the Postgraduate Committee, together with a report on the appropriate nature of the degree submitted. Based on these details, the Postgraduate Committee will send a report to the Academic Committee of the qualification. Where necessary, this report will expressly authorise the appropriate nature of this admission. Article 3. Screening and Admission 1. For one of the University's own degrees, there will be a preregistration period prior to the enrolment process. The screening criteria, which must in all cases respect the access requisites described, will be those set out in the teaching proposal and will be shown on the noticeboard of the corresponding Centre, Department or Institute during the entire period. If the demand for places is lower than the minimum number of students set in the proposal, the teaching of the University's own degree will require express authorisation from the pertinent Committee. To this end, prior to enrolment, the corresponding application will be made, accompanied by the new budget. Under no circumstances may the enrolment commence without the pertinent authorisation from the pertinent Subcommittee, where appropriate. 2. Once the screening has been carried out, the academic director must carry out the following: a) Notify each student of their situation (acceptance, waiting list, exclusion). Those persons accepted must, where appropriate, ratify this admission. b) Those persons excluded must be informed about the possibility of filing an appeal, where appropriate. c) The enrolment date must be notified to the students admitted. The

3 enrolment date must be notified to the University s Own Degree Courses Unit at least 5 days before commencement. This notification must specify the start date if this has changed with regard to the date given in the proposal. By the same token, if the academic management has awarded grants charged to the subsidies it has available, it must forward the Certificate of grant aid (Annex III). 3. A minimum of 10 days must elapse between finalisation of the enrolment and the commencement of teaching. 4. Once the enrolment deadline has finalised, the academic director of the university's own degree must check that the number of students that have completed the enrolment is equal to or greater than the minimum number laid down in the proposal. If the number of enrolments is lower, proceedings will be in accordance with the provisions laid down in Article 9 of these regulations. Failure to comply with the aforementioned conditions will mean that the pertinent Committee must be asked for authorisation, accompanied by a new budget. The teaching cannot under any circumstances commence without this authorisation. SECTION II: ENROLMENT & PUBLIC PRICES Article Anybody that has obtained a place will be enrolled for all of the courses established to obtain the degree. No enrolment on individual courses or modules will be accepted, and the provisions laid down in Chapter V of these regulations will apply for enrolment on courses that do not lead to one of the University s Own Degree. 2. Extension and modification of enrolment Extension and modification of enrolment requires a motivated application and must be expressly authorised by the Commission. If it constitutes an increase or decrease in credits, it must be requested before 30 November 2015 for degrees that begin in 2015 and before 28 February 2016 for degrees that begin in Article 5. Enrolment Dates For courses that commence in 2015, in general the enrolment period is between 7 September and 31 October 2015, and the academic director of the qualification must set the enrolment date within that period, which will be a maximum of 1 week. The degrees that begin in 2016 may be enrolled in January 2016, during a maximum period of 1 week. ID card. Compulsory. Those that are simultaneously conducting other studies at the University will pay for this in the first enrolment they formalise. Article 6. Enrolment Venue The enrolment of accepted persons will be carried out online, using the GAUR application. The documentation to accompany the enrolment is as follows:

4 a) Photocopy of the national ID document (Spanish nationality), ID CARD (citizens from other EU countries) or photocopy of the PASSPORT, RESIDENCE CARD (citizens outside the EU). b) Certified photocopy or photocopy and original, for verification purposes, of the official qualification to gain access to the course, or proof of having requested this. Those that have received degrees through the UPV/EHU from 1988 onwards do not need to submit this documentation. c) 1 photograph with the name and surname(s) on the reverse. d) Payment receipt pursuant to the forms specified in the next article. e) Where appropriate, documentation that substantiates the right to a reduction or exemption of fees, in accordance with the provisions laid down in Article 8.1. Once the enrolment has finalised, the University s Own Courses Unit will send each Department, Centre or Institute that offers one of the University's own courses, notification of expected revenue through enrolments, income collected and the amount corresponding to the University for overheads. Article 7. Payment of the Enrolment 1. Amount Calculation of the enrolment amount payable by each student must be performed automatically at the time of enrolment application. If the Degree is scheduled to take more than one academic year, the enrolment will be independent for each year, and the student must pay the amount corresponding to the credits awarded during this academic year. Tariffs per recognised credit: The tariffs laid down in Chapter III of these regulations will be payable. 2. Payment method Payment may be made through: a) Promissory note issued at the time of formalising the enrolment. These promissory notes will be deposited into the account specified in the following section. The Entity will stamp and validate the deposit made through a promissory note. The original of the promissory note will be sent to the University s Own Degree Courses Unit. Each student will keep a copy, which will act as a receipt for payment. b) Online through a payment gateway c)bank transfer. Once payment has been made, a receipt must be sent to the University s Own Degree Courses Unit.

5 3. Deposit account: KUTXABANK No IBAN: ES SWIFT or BIC: BASKES2BXXX 4. Payment dates The enrolment may be paid in two instalments (each for 50%), with the first payment due on enrolment. The second instalment will be paid: a) Enrolment in 2015: between 11 and 15 January. b) Enrolment in 2016: between 11 and 15 April. c) Article 8. Reduction and Exemption of Fees 1. Cases of exemption and reduction of fees: a) As determined by the organisation of the university's own degree, if the grants awarded to the corresponding Degree include the financing of fees. b) Full exemption for members of large families in the special category, and a 50% exemption for members of large families in the general category. The status of large family will be substantiated through a certified photocopy or a photocopy and original, for verification purposes, of the official entitlement issued by the Regional Council or corresponding Organisation, and which must be in force. If said entitlement has expired, the large family benefits will only be given to those that can provide justification showing that the renewal of this entitlement is in progress. c) Full exemption for victims of terrorist acts, as well as their spouses and children. The status of victim of terrorist acts will be substantiated through a certificate issued by the Deputy Directorate General of Citizen Care and Assistance to Victims of Terrorism of the Ministry of the Interior or, where appropriate, a ruling that gives protection under the Aid to Victims of Terrorism Programme. d) Full exemption for students that are 33% or more disabled, as declared by the competent body. This status will be substantiated through a certificate issued by the Regional Council or corresponding Organisation. e) Other exemptions set by the Social Council. 2. Insurance: Persons enrolled on these studies are not included within the School Insurance sphere of application, whereby each academic director must take out an accident policy charged to the budget of the University s Own Degree.

6 Article 9. Cancellation of Enrolment 1. The enrolments submitted will be provisionally accepted, for the purpose of checking the requirements laid down in the Unified Regulations governing Own Courses (approved by the Governing Council of 22/12/10); in this latter case, with regard to the requirements to be complied with in accordance with the course proposal. Once three months has elapsed from the date of presenting the enrolment, and without the Postgraduate Studies and Continuing Education Unit ruling and notifying otherwise, the enrolment will be understood as accepted and will be final for all purposes. 2. Students that are considered to hold debts with the UPV/EHU through a firm resolution cannot enrol on the university's own degrees. 3. Any ruling to refuse enrolment must be reasoned and will lead to reimbursement of the public prices paid by the interested party. An appeal may be filed against this decision with the Rector of the UPV/EHU, or the delegated authority. 4. Enrolment will be cancelled through non-payment of the public prices within the deadlines set out in Article 7.4. Students that have had their enrolment cancelled for non-payment will forfeit the amounts paid. 5. Students may request cancellation of the enrolment at any time, but the amounts paid will only be reimbursed if the course has not yet started. 6. The enrolments submitted will be shelved as a consequence of breach of any of the requirements demanded for formalisation thereof, following a request to the interested party in this case. If the request is not dealt with, a ruling will be given to cancel the enrolment application. 7. Whenever the University s own degree course is cancelled after the enrolment has been carried out, the course academic director must notify this circumstance to students, within five days from the end of the enrolment period set previously. This notification must specify how students can be reimbursed the prices paid: a letter written to the Own Degree Courses Unit, which includes the following details: student identification, bank account (20 digits), bank account holder and national ID document number of the account holder, if this is not the person enrolled. 8. In the event that the pertinent Committee agrees cancellation of the University s own degree course once enrolment has been carried out, the academic director of the qualification must notify students about this circumstance within five days following receipt of notification of the agreement. Said notification to students must inform them of what they have to do to claim reimbursement of the public prices paid, pursuant to the provisions laid down in the previous section. CHAPTER II. FINANCIAL MANAGEMENT SECTION 1: ORGANIC UNITS FOR EXPENDITURE MANAGEMENT Article 10. When it becomes aware that the course degree is going to be given, the Own Degree Courses Unit will process the opening of an Organic Unit with the Accounts Department to manage the costs of the own degree in question. Said unit will answer to the organic unit corresponding to the body that proposed the qualification. If there is more than one proposing body, the organisation of the

7 university's own degree will determine the hierarchy. To perform this, the Own Degree Courses Unit will forward the document attached as Annex IV to the academic director of the university's own degree. The academic director will fill this in and send it back to the Unit, and this Unit, having carried out the opportune checks, will in turn forward it to the Accounts Department to open the Organic Unit. The main party responsible will be the academic director of the University s own degree. If there is more than one person, the body proposing the qualification must specify who is in charge of this Organic Unit. The second-in-command will be the Director of the Department under whose academic guidance the University s own degree is offered. If there are several departments, the Director of the Department to which the Chairperson of the Academic Committee belongs. If the same person holds both positions, it will be the Secretary or the Department Secretary. The Organic Units close when the qualifications are extinguished or there is no application for extension for 2 consecutive editions. Notwithstanding the foregoing, existing liquid assets will be kept whenever the University s Own Degree is not given. SECTION II: PAYMENTS TO TEACHING STAFF OF THE UPV/EHU To comply with the provisions laid down in the rules of the Governing Council, the following actions will be followed: Having checked each teacher s allocation of work on the range of University s Own Degrees and, where applicable, their teaching availability based on the Regulations laid down in the Teaching Scheduling Manual of the corresponding course, the corresponding amount will be withheld to pay half the remuneration for the credits until the contractual teaching load is completed, whenever the Organic Unit of this programme makes a remuneration payment. The full amount of remuneration must be paid before 30 September each year. Thus, any withholdings made against teaching staff that do not have the full teaching load will be considered as partial provisional settlements, and a full provisional settlement will be made once all of the pertinent payments have been concluded and the overall amount corresponding to the University has been deducted. The amounts to be received by UPV/EHU teachers taking part in the University s supplementary courses will not be subject to withholdings during the academic year. These payments may only be made once the course has finalised and following presentation of the Final Assessment. Once the academic year has finished, a full provisional settlement will be made, taking into consideration the overall teaching given with regard to the University s own courses and having checked teaching availability based on the regulations set out in the Teaching Scheduling Manual of the corresponding course. Based on the results of this settlement, the corresponding amount will either be withheld or reimbursed through the payroll. Each person affected will be notified of the results of the full provisional settlement, and they will have 10 days to make any arguments they deem opportune. Once this deadline has elapsed, the settlement will be considered definitive unless there is a written record of arguments or a record of arguments resolved.

8 CHAPTER III. TEACHING AND QUALIFICATIONS. RECOGNITION SECTION 1: TEACHING AND QUALIFICATIONS Article 11.The Regulations of the Governing Council lay down that once a proposal has been approved any modification must be expressly authorised by the pertinent Subcommittee. With regard to those corresponding to the Curriculum, it lays down that these must be notified and authorised prior to enrolment. Consequently, in the exceptional event that it proves necessary to make an amendment to the approved Curriculum, a reasoned proposal must be sent to the pertinent Committee prior to 3 September. Applications for modification concerning teaching staff of the University's own degree must be sufficiently reasoned. Those that arise through unforeseen situations, such as time off work, etc. will be dealt with, but not those that are caused through modifications or re-adaptation. These must be filled in using the established form. Article Obtaining the credits allocated to one of the University's own degrees will require students to pass the academic activities and studies that correspond to this Degree, through the corresponding assessment process. Under no circumstances will mere attendance give rise to obtaining the Degree. This assessment system must be made public prior to the enrolment date. The rating will be PASS, FAIL or NO-SHOW and refers to all of the credits assigned. There is no possibility of partial passing. There will only be one official call to pass the minimum credits established for each Degree and express authorisation from the pertinent Subcommittee will be required to dispense with this. A maximum of 20% of students may obtain a citation of excellence which will be shown on their degree. On qualifications that require several years, an overall assessment may be performed for each academic year. Those that pass will consolidate this partial assessment and in the possible subsequent editions of the degree course these credits may be recognised, in order to obtain the degree. 2. Grade certificates Grades must be given within a deadline of 10 days from the finalisation date of the course or, where appropriate, of the final test or work advocacy. The corresponding Certificate will be generated from the University s Own Degrees Section. The grades must be signed by the Chairperson of the Academic Committee of the Qualification or a member that belongs to the UPV/EHU. Once this has been carried out, the grade must be published on the noticeboard, and the student only identified through their national ID document number. The date of publication must be clearly shown for the purpose of calculating the period for grade review. Article 13. Grade Review The Academic Committee will perform the final and global assessment of students.

9 Once the corresponding overall grade certificates have been published, the student may submit a written complaint to the pertinent Subcommittee of the UPV/EHU within 10 working days from the day of said publication. The claim will be ruled on and notified within a deadline of one month from the day following the date of presentation thereof. The ruling given by the pertinent Subcommittee may be subject to an appeal lodged with the Rector Magnificus of the UPV/EHU within a deadline of one month from notification thereof. Said appeal will be subject to a report from the Academic Committee and the pertinent Subcommittee. The ruling finally adopted will be final and will exhaust the administrative channel. Once the period for making a claim has finalised, the grades will be transferred to each student's file. This will be reported to the Own Degrees Section. The Own Degrees Section will send the grade certificate to be signed by members of the Academic Committee (at least the Chairperson and Member belonging to the University) and the Director of the Department or Institute under whose academic guidance the degree course was undertaken. The certificates must not contain any amendments, removals or corrections. If there are any, these must be officially acknowledged and signed expressly by the aforementioned persons. The Certificates will be returned to the Own Degrees Section within a deadline of one month from course finalisation. SECTION II: RECOGNITION OF CREDITS Article 14. Definition The recognition of credits is acceptance of the study credits obtained by the student, whether or not these studies have concluded, other than those that are taken and performed at the UPV/EHU or at another university (in Spain or abroad), to be calculated as credits already obtained towards the own degree enrolled for at the UPV/EHU. The effect of recognising credits means that the student must only study the number of credits not recognised until they reach the sum of credits required for the qualification. Article 15. General Criteria Credit recognition must take into consideration that the recognition unit will be the subject matter defined in the Curriculum, based on the competences and recognition associated to the credits passed and not the mere similarity of contents and scope among subject matters. Under no circumstances can credits corresponding to the final work, dissertation or similar be recognised. Article 16. Recognition of Credits Achieved on Other Own Courses The following limits are hereby set with regard to recognition of credits from other own courses:

Article 17. Recognition of Credits Achieved in Official Teachings In the university s own postgraduate degrees, credits from the (official) university master's degree or doctorates may be recognised. In the university's own bachelor's degrees, the credits obtained in official first- or second-cycle qualifications (diploma, degree, engineering, architecture, technical engineering or technical architecture) or official bachelor s degrees may be recognised. In both cases, the maximum recognition will be 50%. In exceptional cases, the academic management may forward a duly justified proposal to the pertinent Subcommittee to increase this percentage. Article 18. Processing The interested party will submit the application for recognition to the secretariat of the university's own degree. The last date for qualifications beginning in 2015 is 1 3 November, and for those qualifications that begin in 2016 this date is 12 February. The documentation to be submitted will be as follows: a) Academic certification substantiating the level and type of studies to be validated and which includes, in addition, the subject passed and, where appropriate, the grades obtained. b) Curriculum or table of subjects studied, issued by the corresponding Centre, Department or Institute. Article 19. Resolution The Academic Committee of the Degree will rule on and notify recognition within the first two weeks of December (for qualifications that

11 begin in 2015) or within the first two weeks of March(for qualifications that begin in 2016) and will notify this to the student. The following aspects will be specified in the resolution: a) The number of credits to be recognised, specifying the source subjects from which they come. b) The subjects of the curriculum that are recognised. c) The number of credits that cannot be recognised, where appropriate, specifying the subjects from which they come and giving explicit grounds for refusal. d) Possibility of filing an appeal with the pertinent Subcommittee of the University within one month from notification. Once the resolution of validations has finalised, the Certificate of validation will be sent to the Own Courses Unit in accordance with the established form (Annex V), to the Own Degrees Courses Unit, prior to 18 December (for qualifications that begin in 2015) and prior to 18 March (for qualifications that begin in 2016). The proposals that are submitted for ruling by the pertinent committee, in accordance with the exceptions set out in Articles 16 and 17, must be sent prior to 30 November (for qualifications that begin in 2015) or 1 March (for qualifications that begin in 2016). Article 20. Payment of Recognised Credits Following registration of the recognised credits, students must pay the corresponding fee: a) Credit recognised through official studies taken at Spanish public universities: free of charge. b) Credit recognised through official studies undertaken at private universities or foreign Universities and/or Higher education centres: 25% of the amount set per credit. c) Credit recognised through studies undertaken in own degree courses of the UPV/EHU on a multi-year basis, pursuant to the regulation set out in Article 33.5 of the Own Courses Regulatory Unit: free of charge. d) Credit recognised through studies undertaken in this University s own degrees: 25% of the amount set per credit. e) Credit recognised through own courses or other teachings undertaken at other Universities and/or Higher education centres, whether Spanish or foreign: 100% of the amount set per credit. f) Credit recognised through continuing education studies taken at the UPV/EHU: 1- Modules studied in the same own degree: free of charge. 2- Modules taken in another own degree or official master s degree: 25% of

12 the amount set per credit. CHAPTER IV. ISSUANCE OF THE UNIVERSITY'S OWN DEGREES AND CERTIFICATES SECTION I: ISSUANCE OF DEGREES Article 21. General Rule The UPV/EHU Own Degrees will be issued by the Rector, in a standardised format, and will lead to registration with the University Register of Own Degrees, with similar conditions of identification, safekeeping, certification and public nature as the University Register of Official Degrees. The Degrees will be issued in the established format. Article 22. Procedure 1. The request for issue of the corresponding categories will be submitted at the Own Degree Courses Unit and at the Vice-rectorates of the Gipuzkoa Campus, Bizkaia Campus and Álava Campus, duly providing the following documentation: a) Application by the interested person. b) Photocopy of the national ID document (Spanish nationality), ID CARD (citizens from other EU countries) or photocopy of the PASSPORT, RESIDENCE CARD (citizens outside the EU). c) Receipt of having paid the corresponding fees. For members of large families, victims of terrorist acts or disabled persons, the procedure will be in accordance with the provisions set out in Article 8 of these regulations. The Own Degree Courses Unit will send certification of payment of the issue fees for the corresponding Own Degree, which will provisionally have the same effects as possession of the degree, until the issue has taken place. Said certification will be in accordance with the established format. 1.2 In addition to the documentation specified in the previous point, those that have taken own courses prior to the 93/94 academic course must also submit: d) Certified photocopy or photocopy and original for verification purposes, of the official Qualification to gain access to the own course, or proof of having requested this. Those qualifications that provide access to the own course obtained at the UPV/EHU after 1988 do not need to submit this documentation. 2. Handover of Degrees Once it has been printed, the Degree must be collected in person from the Own Degree Courses Unit by the interested party. If this proves impossible, the interested party may authorise another person to collect the degree on their behalf, although this will require a notary-witnessed power of attorney. Notwithstanding the provisions laid down in the previous paragraph, and in the event the person lives in a different location to the Own Degree Courses Unit, a request may be sent in writing to this unit, asking it to send the

13 Degree to the Vice-rectorate of the Bizkaia Campus, Vice-rectorate of the Gipuzkoa Campus, Vice-rectorate of the Álava Campus, Provincial Department of Education and Culture, Office of Education or the Consular Office closest to the student s place of residence. Exceptionally, in those provinces where delivery cannot be made through the ministerial offices, the degree will be sent by certified mail to the student, who assumes the risks of possible damage to the document and the costs of issuing a possible duplicate for that reason. The same procedure for collecting degrees will govern any copies, the issue of which is regulated in Section 4 of this article. Once five years has elapsed from the date of issue without the degree being collected, the Own Degree Courses Unit, through a Ruling that will be published in the Official Gazette of the Basque Country, will confer a deadline of one month to collect the degree, with a warning that the degree will be cancelled and destroyed if it is not collected during this period. The destruction of a Degree will be reflected in an official record and included in the University Register of Own Degrees. At the request of their closest relatives, the University Rector will agree the admissibility of handing over the degrees corresponding to persons that have completed the studies and who have died before collecting them. These Degrees will feature the corresponding acknowledgement, printed at the bottom of the reverse side. 3. Adapting the name of the degrees to the male or female status of those that obtain them. The names and other wording shown on the degrees or certifications must specify whether the student is male or female. 4. Issue of copies a) Issue of copies through deterioration or rectification: The correction of details that affect the content of a Degree or the deterioration of this, which are not attributable to the University, will lead to the issue of a copy at the request of the interested person. An essential requirement will be the surrender of the original Degree or the part of the originals that enables identification of the first Degree, together with documentation justifying the reason for requiring a copy. In these cases, the fees will be payable by the interested person. When this involve rectification of a mistake that is attributable to the University, the Own Degree Courses Unit will commence the procedure to issue a copy, and in this case the interested person does not have to pay any fee whatsoever for said issuance. The procedure for issuing copies will commence at the Own Degree Courses Unit. b) Issue of copies through loss or theft: Issuance of copies of the UPV/EHU Own Degrees through loss of the original will require prior insertion of an announcement in the Official Gazette of the

14 Basque Country, placing the loss on record to propitiate, where appropriate, the opportune claims. If no claims are received within a deadline of 30 days from the date the announcement is published, the formalities will commence to issue the corresponding copy. The initiative for publication of the aforementioned announcements will fall to the Own Degree Courses Unit. The fees for issue of a copy and the amount for publication of the announcement in the Official Gazette of the Basque Country referred to the previous paragraph will be payable by the interested person. When the loss or theft of a degree is attributable to the University, the procedure will commence, sua sponte, to issue a copy. In this case, the interested person does not have to pay any amount whatsoever for such issuance. The grounds for issuance of copies must be placed on record on the copies, by printing the corresponding acknowledgement at the foot of the reverse side. SECTION II: ISSUANCE OF CERTIFICATES Article Anybody who passes the studies corresponding to an Own Degree, obtaining the overall mark of Pass, may request issue of the corresponding certificate at the Own Degree Courses Unit and at the Vice-rectorates of the Bizkaia Campus, Gipuzkoa Campus and Álava Campus, duly providing the aforementioned documentation (for persons enrolled after the 93/94 academic year). a) Application duly filled in. b) Receipt of having paid the corresponding fees. For members of large families, victims of terrorist acts or disabled persons, the procedure will be in accordance with the provisions set out in Article 8.1 of these regulations. 2. Students enrolled in academic years prior to the 93/94 course must request issue of Academic certificates at the Secretariats of the Centres, Departments or Institutes where they had been enrolled, and they must provide the appropriate documentation. 3. Those that do not obtain the overall mark of Pass may request a certificate of attendance. These certificates will be signed by the Academic Committee, which will set out the conditions for issuance thereof. Payment for these certificates will be made in accordance with the provisions given in Article 24. Article 24. Fees for the Issue of Degrees and the Certificates Unless modified in accordance with the Social Council, the fees for issue of the own degrees and certificates will be those established by the Department of Education, Universities and Research of the Basque Government. Payment of these fees will be made into the account shown in Article 7. CHAPTER V. SUPPLEMENTARY TEACHINGS AND CONTINUING EDUCATION TRAINING

15 The modules or subjects that make up the Curriculum of an Own Degree may be offered as Continuing Education providing they have less than 20 credits. For supplementary studies, authorisation will be subject to the regulations of the Governing Council. Students' enrolment will be conducted at the Secretariat of the Centre, Department or Institute organising the teaching. The request for cancellation of the enrolment will not involve reimbursement of the prices paid, unless the course has not started. Payment of the enrolment will be made in a single instalment, into the account of the Department s Organic Unit. Once the enrolment has finalised, the academic management will perform the following procedures: Request the accounts department to allocate this revenue (which will be subject to a 12% withholding over the total income, whereby 10% corresponds to the University s overheads and the remaining 2% for the Vice-rectorate of Bachelor s Degrees and Innovation Studies).

16 Take out the insurance policies. Regular attendance at these modules will lead to a Certificate of Attendance or to a Certificate of Achievement, the latter for those that pass it if the foregoing studies include an assessment procedure. Under no circumstance does passing all of the modules that make up the curriculum of an own degree lead to the award of such degree. The certificates of attendance or achievement will be issued by the Vicerectorate of Bachelor s Degrees and Innovation Studies, following an application from the interested person who must pay the amount set by the Social Council. Payment must be made into the account specified in Article 7. Derogatory provision: The procedural rules approved previously by the pertinent Subcommittee are hereby repealed. Final provision one: These regulations will apply to the 2015/2016 academic year.
