2 Welcome......to fostering with Leicestershire County Council Every year hundreds of vulnerable Leicestershire children need to be fostered for a variety of reasons. We have an amazing team of foster carers who receive comprehensive training and ongoing support from Leicestershire County Council, together with generous financial allowances. However, we are continually looking for new generations of foster carers who can step into this hugely rewarding role and make space for a child in their home and life. We take on carers who are based throughout Leicester, Leicestershire and Rutland, plus the cities, towns and villages of neighbouring counties - Derbyshire, Lincolnshire, Warwickshire, Northamptonshire, Nottinghamshire and Staffordshire. We are continually looking for new generations of foster carers who can step into this hugely rewarding role fosteringleicestershire.com

3 What is fostering... In short, fostering is looking after somebody else s child in your home, when the child can no longer live with their family There are different types of foster care for different situations: Short term fostering When a child is taken into care and plans are being made for their future, they will be placed with a foster family in a short term placement. This could be for a matter of days, weeks or even months. Long term or permanent fostering If it has been decided that a child can t return to their birth family, they need to be cared for until adulthood. This gives stability and security. Parent and child fostering This is when a carer looks after a young parent (usually the mother) and their newborn baby. These placements typically last around 12 weeks, so that essential parenting skills can be learnt. Supported lodgings As young people move on from care, they often need help and support while they get used to their independence. Supported lodgings providers offer a room as well as general care and guidance. One2one specialist fostering Young people with additional needs require intensive and complete care. One2one carers should have experience in health or social care, teaching, youth work etc. Remand fostering Sometimes young people aged are remanded into foster care as an alternative to custody. Remand carers provide a spare bedroom and a supportive environment. Respite care Respite carers support other carers by providing day care or longer term care. Fostering differs from adoption in that legal responsibility for the fostered child remains with the local authority. When a child is adopted, the adopter becomes the legal guardian. Other services we provide include: Short breaks Short breaks carers work closely with the families of disabled children and provide support on a regular basis. Independent visitors Independent visitors are volunteers who take part in a fun activity with a child or young person in care. 4 Role description There is no such thing as an average foster carer - all of our carers are amazing! Our foster carers do some incredible things to make a huge difference to the lives of vulnerable children and young people. A lot of the work a foster carer does is pretty routine, but creating a welcoming home, setting boundaries for behaviour and providing consistency and security all help a child to reach their full potential. As well as transporting a child to and from school, a carer will also need to take them to health care appointments and other regular activities. In short, the everyday things you would do as if they were your own child. You will need to attend meetings with other people involved in the child s life such as social workers and teachers, and in some cases you may be required to take a child to family contact meetings. In addition, a foster carer is also required to have lots of fun! Leicestershire County Council encourages applications from lesbian, gay, bisexual and transgender (LGBT) carers. We re a Stonewall diversity champion, have been in the top 20 gay-friendly employer s list since 2012, and we re also a Stonewall education champion.

5 Carer profile Like many of our carers, Hazel from Syston thought about fostering for a while before she contacted us the council. I had a brief chat I considered becoming a foster carer for years. After watching the BBC Children in Care programme I decided to call with them, and we decided to go along to one of the Find out about fostering events. At the time I wasn t sure that we were the right kind of people they were looking for - I was assistant manager in a supermarket, and my husband was a lorry driver. After the information evening the council kept in touch and they were very reassuring when I told them of the doubts we had about progressing. They took time out to come and visit us and made us realise that we were exactly the sort of people who would make good foster carers. Without this encouragement I don t think we would ever have taken it any further. When we decided to take it to the next stage, the assessment process started. We also completed the excellent Skills to foster training courses, which fully prepared us to become carers. After the council had all the information they needed, we went to panel for final approval. Within a week of being approved we got a phone call to say that a five year old boy was in need of a carer. I agreed to take him in but when I put the phone down my stomach was in knots! I had nothing to worry about though, as he settled in really well. He is going to be with us long term, and has simply become part of the family. Since then I have looked after teenagers and also mother and baby placements. Being able to support a young mum to become a good mother herself is incredibly rewarding. My advice to anyone thinking of fostering is to have a chat with the team at the council. They will put you on the right track, and give you reassurance if you need it. In our experience the support they offer is brilliant and there is always someone there for us. It was my plan to be a foster carer for a long time. With the help and guidance of the fostering team, I have not only achieved it, but done more than I ever thought I would be capable of!

6 Young person profile 19 year old Jade and her older brother have been fostered by Helen and Derek in Loughborough for over 11 years although I do have memories of I was first taken into care when I was six, along with my older brother Callum. I don t really remember much about it, moving between a few different families. In total we had four placements, and have been with our current family since just before my eighth birthday. Helen and Derek have been brilliant in so many ways, it s really hard to describe how special they are. Being fostered has made a huge difference to my life. When I was taken into care apparently I couldn t read or write, and my speech wasn t Now I am studying to be a midwife, and have worked parttime in the local supermarket for the last three years. Callum has nearly finished his apprenticeship as a plumber, and is looking to move into his own place soon. A big thing Helen and Derek have done is always include us in everything. A lot of Helen s family live in Devon and we have all been there loads of times on holiday. Everyone makes us feel so welcome and we ve never felt left out of anything. them as if they were your own. It s worth remembering that children who have been taken into care will behave in different ways, and you will need to have bags of patience. I think the best carers seem to be the ones who adapt to meet a child s needs, rather than trying to make a child fit into their lifestyle. When I have children of my own then I ll treat them just like Helen and Derek have treated me. I definitely think I will foster at some point too. 9 FAQs Here is a selection of our most commonly asked questions - please get in touch if there s anything else you want to ask us How old do I need to be to foster? The minimum age is 21. We have carers in their 20s, 30s, 40s, 50s, 60s and 70s. Do I have to be married in order to foster? No - we have carers who are single, living with their partner or in civil partnerships, as well as those who are married. Do I need any qualifications? No. Life skills and experience of looking after children are great assets though. Can I still work if I become a foster carer? We don t expect you to stop working, provided you can fit your life around the needs of a child. As we make generous payments to our foster carers, most of them choose to foster full-time. Can I foster if I m gay? Absolutely - we welcome applications from couples in same-sex relationships, or single gay, bisexual or transgender people. How long does it take to become a foster carer? Typically the process takes around six months. What sort of home do you need? All we ask is that you have a spare bedroom, and that you are either a home owner, or that the tenancy agreement allows you to foster. It also really helps if you have a car too. Can a fostered child come with me and the rest of my family on holiday? Yes, we really encourage this, so that fostered children feel fully included in family life. Will my spouse/partner be assessed? Yes, and they will also need to complete the Skills to foster training. I m a smoker - can I still foster? Yes, although we don t place children under five with smokers and you must smoke well away from any older children placed with you. Can I foster if I have a criminal record? Yes, provided you don t have certain types of convictions such as violent crimes or offences against children.

12 We chose to foster with Leicestershire County Council because...my friend has fostered for years, and told me all about how much support she gets from the council and the network of other foster carers.
