3 Public Law and Resources First enacted as Senate and House of Representative Bill Yellow Ribbon Reintegration Program Act of 2007 National Defense Authorization Act of 2008 Public Law Section 582. Yellow Ribbon Reintegration Program 2008 Under Secretary of Defense for Personnel and Readiness Memorandum, Directive-Type Memorandum (DTM) NGB Memorandum, Army National Guard Soldier and Family Support and Services Yellow Ribbon Operating Guidance, 2009 * Supports mandatory attendance by ARNG/ANG for YRRP Events

4 Objective of the Yellow Ribbon Program The Yellow Ribbon Program (YRRP) consists of informational events and activities for the Service Members, their Families, and community members to facilitate access to services supporting their health and well-being through the phases of the deployment cycle. There are 3 Phases with 4 events. (1) Pre-Deployment Yellow Ribbon Event (Soldiers and Family) (2) Family Pre-Demobilization Yellow Ribbon Event (Family Only) (3) 30 Day Post-Deployment Yellow Ribbon Event (Soldiers and Family) (4) Post Deployment Health Reassessment (PDHRA, Soldier Only)

5 Phase 1 PRE-DEPLOYMENT BRIEF Mandatory for Service Member Approximately 30 days Prior to Deployment The Pre-Deployment Brief offers a wealth of information to better educate and inform the Service Member and their Families. Yellow Ribbon staff brings local, state, and national resources together to ensure Soldiers & Families are given the most up to date facts on new and upcoming programs. This event is offered between 1 and 3 months before deployment. Resource Briefings include: Family Programs TRICARE Military OneSource Transition Assistance Advisor JAG Red Cross Chaplain/Casualty Notification Financial Planner Military Family Life Consultants (MFLAC) The 1 3 month predeployment time frame allows a reactionary time frame for unit leaders, Soldiers and Family members to utilize resources. YRRP office staff coordinates with over 30 organizations or agencies for this event.

7 Phase 2 PRE-DEMOBILIZATION BRIEF Family Only (*highly encouraged) Approximately 45 Day Before Return The Pre-Demobilization Brief offers the Family members the information they need to address possible negative behaviors related to combat stress and assess in transitioning back into their civilian life. Resource Briefings include: Reconnecting forums with: Integrated Behavioral Health (IBHS) Military Family Life Consultants (MFLAC) Yellow Ribbon Staff (Deployment Veteran) Chaplain Family Programs TRICARE Financial Planner Local Community Resources YRRP office staff coordinates with over 10 organizations or agencies for this event.

8 Phase 2 PRE-DEMOBILIZATION BRIEF

9 Phase 3: Post-Deployment The Post-Deployment phase is broken down into two events: 30 Day Event and the Post Deployment Health Reassessment (PDHRA). Each program focuses on reconnecting Service Members with their Families, employers, and communities; while providing information and access to resources that will facilitate a successful reintegration. Event 1: The 30 Day Event is mandatory for Soldiers and Families are highly encouraged to attend with accommodations for lodging, meals and childcare. Childcare providers working with children under the age of 5 are federal and state licensed providers. The NCNG Child & Youth Program provides a curriculum focused on assisting them with the challenges that can occur due to deployment of a parent. If identified concerns are found then IBHS is on site to assist Families with resources. Event 2: The PDHRA is service member only and specific to providing resources to correct negative behavior while focusing on succeeding in reintegration. Completion of a Post Deployment Health Re-Assessment (PDHRA-DD Form 2900) is mandatory at the 90 Day Event.

10 30-Day REINTEGRATION EVENT Mandatory for Service Member & Highly Encouraged for Family One day event to assist Service Members and Families in coping with the challenges of reintegration and connects them to vital resources. The main aspects of this event is to help mitigate factors of reintegration after deployment. Resource Briefings include: Resiliency Marriage workshop Single Service Member workshop Reconnecting with your Kids YRRP office staff coordinates with over 30 organizations or agencies for this event. Resource Briefs to include (VA, TRICARE, ESGR, TAA, Education, and Legal) Behaviors briefings including: compulsive behaviors, chemical abuse, and anger management Resource vendors include federal, state and local communities

11 PDHRA EVENT (Post Deployment Health Reassessment) Mandatory for Service Member One day event to provide Service Members a forum to address the challenges of reintegration and to recognize negative behaviors related to combat stress. The main focus of this event is the Post Deployment Health Reassessment (PDHRA). This event is mandatory for Service Members to attend. State CSM Swart greeting members of the AOB, 25 January, 2014 Resource Briefings include: PDHRA (Post Deployment Health Reassessment) Resiliency Compulsive behaviors Chemical abuse Anger management Safety class Suicide Awareness YRRP office staff coordinates with over 20 organizations or agencies for this event. Most speakers are JHFQ personnel and briefs include TAG mandated briefs.
