IN THE HOUSE OF REPRESENTATIVES MAY 1, 00 Mrs. MCCARTHY of New York (for herself and Mr. BOUSTANY) introduced the following bill; which was referred to the Committee on Education and Labor A BILL To create a pilot program to increase the number of graduate educated nurse faculty to meet the future need for qualified nurses, and for other purposes. 1 Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the Nurse Faculty Higher Education Act. SEC.. FINDINGS. The National League for Nursing (NLN) released a preliminary report on December 9, 00 which estimated that schools of nursing with entry-level baccalaureate, as- sociate, and diploma programs were forced to reject 8 more than 1,000 qualified applications for This was an percent increase over last year s fig- 10 ures. 11 () In 00, the mean ages of doctorally pre- 1 pared nurse faculty holding the ranks of professor, 1 associate professor, and assistant professor are 8., 1.8, and 1. respectively. For master s degree-pre- 1 pared nurse faculty, the average ages for professors, 1 associate professors, and assistant professors were 1.,.8, and 0.1 years, respectively. () The average age at retirement of nurse fac- ulty is. years and it is expected that 00 to 00 0 doctorally prepared faculty will be eligible for retire- 1 ment each year from 00 through 01 just as more than 1 million replacement nurses will be need- ed. Without sufficient nurse faculty, schools of nursing cannot expand enrollments, and the nursing shortage will continue to cripple our nation s health care delivery system. () Nursing salaries for faculty are not competitive when compared to similarly educated nurses in clinical or administrative positions, as the average salary of a master s prepared nurse faculty member in 00 was $,9 compared to $8,8 for a master s prepared nurse practitioner working in an emergency department. SEC.. ESTABLISHMENT OF PROGRAM. Title VII of the Higher Education Act of (0 U.S.C. 11 et seq.) is amended by adding at the end the following new part: PART E NURSE FACULTY PILOT PROJECT SEC. 1. PURPOSES. 4 bajohnson on PRODPC with BILLS 1 () to provide grants to partnerships between accredited schools of nursing and hospitals or health facilities to fund release time for qualified nurse em- ployees, so that those employees can earn a salary while obtaining an advanced degree in nursing with the goal of becoming nurse faculty SEC.. ASSISTANCE AUTHORIZED. (a) COMPETITIVE GRANTS AUTHORIZED. The Secretary may, on a competitive basis, award grants to, and enter into contracts and cooperative agreements with, partnerships composed of an accredited school of nursing at an institution of higher education and a hospital or health facility to establish not more than pilot projects to enable such hospital or health facility to retain its staff of experienced nurses while providing a mechanism to have these individuals become, through an accelerated nursing education program, faculty members of an accredited school of nursing. (b) DURATION; EVALUATION AND DISSEMINA- TION. (1) DURATION. Grants under this part shall be awarded for a period of to years. () MANDATORY EVALUATION AND DISSEMI- NATION. 5 tutions of higher education, of the information obtained through the activities described in section 1(). (c) CONSIDERATIONS IN MAKING AWARDS. In awarding grants and entering into contracts and cooperative agreements under this section, the Secretary shall consider the following: (1) GEOGRAPHIC DISTRIBUTION. Providing an equitable geographic distribution of such grants. () RURAL AND URBAN AREAS. Distributing such grants to urban and rural areas. () RANGE AND TYPE OF INSTITUTION. En- suring that the activities to be assisted are developed for a range of types and sizes of institutions of higher education. () PRIOR EXPERIENCE OR EXCEPTIONAL PROGRAMS. Institutions of higher education with demonstrated prior experience in providing advanced nursing education programs to prepare nurses interested in pursuing a faculty role. (d) USES OF FUNDS. 6 bajohnson on PRODPC with BILLS 1 (1) to develop a new national demonstration initiative to align nursing education with the emerg- ing challenges of healthcare delivery; and () for any one or more of the following inno- vations in educational programs: (A) to develop a clinical simulation lab- oratory in a hospital, health facility, or accred- 8 ited school of nursing; 9 (B) to purchase distance learning tech- 10 nologies; 11 (C) to fund release time for qualified 1 nurses enrolled in the graduate nursing pro- 1 gram; 1 (D) to provide for faculty salaries; and 1 (E) to collect and analyze data on edu- 1 cational outcomes SEC.. APPLICATIONS. Each partnership desiring to receive a grant, contract, or cooperative agreement under this part shall submit an application to the Secretary at such time, in such manner, and accompanied by such information as the Secretary may require. 7 bajohnson on PRODPC with BILLS 1 toral degree in nursing and have a contractual obli- gation with the hospital or health facility that is in partnership with the institution of higher education; () the hospital or health facility of employ- ment would be the clinical site for the accredited school of nursing program; () individuals will also maintain their employ- 8 ment on a part time basis to the hospital or health 9 facility that allowed them to participate in the pro- 10 gram, and will receive an income from the hospital 11 or health facility, as a part time employee, and re- 1 lease times or flexible schedules to accommodate 1 their class schedule. 1 () upon completion of the program, individ- 1 uals agree to teach for years in an accredited 1 school of nursing for each year of support the indi- 1 vidual received under this program; and 0 1 SEC.. AUTHORIZATION OF APPROPRIATIONS. There are authorized to be appropriated for this part not more than $10,000,000 for fiscal year 008 and such sums as may be necessary for each of the succeeding fiscal years. SEC.. DEFINITION.
