1 DARE Network PO Box 47, Mae Sariang Mae Hong Son Province Thailand, Drug & Alcohol Recovery & Education Network (Ruammit DARE) TEENS FOR KIDS SUBSTANCE ABUSE PREVENTION DARE Network, a grassroots local NGO is community based, built by its own communities, to serve the addiction needs of its people. DARE is in a unique position to meet these needs as it is the only organization providing comprehensive addiction services to the displaced people of Burma on the Thai/Burma border. Although supported by International Donors, DARE is operated by local people. DARE mission: The DARE NETWORK Program s priorities to strengthen communities, change attitudes and beliefs through education and to create a cohesive and wide-spread, accessible challenge to addiction throughout all the ethnic communities from Burma represents a way in which these communities can work together to build healthy communities across ethnic lines. Main Activities and Major Achievements Survey 2000: addiction therapy workshops were delivered along the Thai/Burma border, in refugee camps and ethnic people s villages and a Knowledge, Attitudes, and Practices survey to discover the extent of drug and alcohol abuse in a number of diverse communities on the border was administered. The results revealed the broader use of drugs and alcohol in border communities : An initial three-year strategy aimed at increasing programming capacity in the area of alcohol prevention and rehabilitation was developed : The program was implemented by the current DARE Staff and facilitated by a representative Advisory group of the ethnic leaders on the border, whom the project served. The outgrowth of this pilot training project is now an organization known as the Drug and Alcohol Recovery and Education Network: DARE Network. International Addiction Trainers assisted in the transfer of addiction knowledge : DARE is the only organization on the Thai/Burma border currently offering training and services to the Refugee, Displaced and Migrant populations of Burma in the area of Addiction prevention education and demand reduction : DARE introduced the DARE for All Family Program to the communities to address domestic violence, support and treatment for
2 women, youth programming, relapse prevention and community responsibility. Income generation business planning was also begun. Treatment and prevention education activities continued in the DARE Communities. HIV and Addiction addressed intra-venous drug use : DARE joins Ruammit Foundation for Youth and is approved by the Royal Thai Government Ministry of the Interior, as Ruammit DARE. DARE for All Family programs grow in the camps, treatment numbers double. HIV/AIDS training increases, a training centre is built in Mae La Camp, Youth teams are trained about solvent abuse and do prevention education with children. Gender Based Violence reduces in families recovering from alcohol abuse. Through community-based programming, Community leadership begins to take responsibility through Community Coordinated Interventions : DARE continues core work of holistic treatment, prevention education and relapse prevention. Training takes a new priority due to resettlement of many of DARE s experienced and leading workers. Work with youth intensifies through puppet shows and solvent abuse materials as well as the introduction of Ultimate Frisbee to the Teens for Kids program. HIV and Alcohol education is given to youth teams. Support for women and continued work with alcohol-addicted perpetrators of domestic violence deepens. A new non-residential treatment program is introduced increasing access to treatment for women and community leaders. Community Coordinated Treatment is advanced through further work with the camp justice systems, CCT committees are formed and a manual is developed. Young people are particularly at risk due to lack of educational opportunities, boredom, frustration of confinement, and peer pressure. Children tend to follow teenagers behaviour. 3 on the Thai/Burma border through DARE Teenager Teams. Programming activities are necessary to help teenagers develop healthy attitudes toward resolving substance abuse issues in the community so that they have the opportunity to become leaders in this area and find appropriate outlets for the thoughts and feelings that lead to dangerous behaviour RF DARE Network has worked in the refugee camps on the Thai/Burma Border for the last 8 years as the sole organization providing addiction services to the refugee population. Within the general population it has been identified that solvent abuse and other substances are both a current concern and a potentially devastating problem for young people in the camps. RF DARE has established teams of young people in each of 9 camps to learn addiction basics and interact with other teenagers and children through activities targeted to this population. The purpose is to reduce and deflect substance abuse both in teenagers who are vulnerable due to boredom and lack of future education or work opportunities.. Rather than have adults share addiction knowledge with children, trained teen teams within the camps can engage in creative, stimulating and healthful activities with the children, share their addiction knowledge and provide an outlet for the children s experience with addictive family pressures. RF DARE proposes to address prevention of Drug and Alcohol Abuse among young people and children by addressing the core essentials of mind, body and spirit. Activities will be targeted to appeal directly to the young people. These activities are the use of sport, in this case Ultimate Frisbee, Puppets to describe the consequences and solutions of solvent abuse and Music to bring back young people to their traditional roots while keeping them focused on the modern age of which they show great interest. During all of these activities Addiction Prevention education will be given to Teenager teams who will in turn share with children. a) Potential risks and limitations and proposed means to minimize them 1. Thai Authorities may curtail Intercamp Frisbee tournaments. RMF DARE has already begun to educate camp commanders on the benefits of this sport to conflict resolution and gender equality 2. No limitations to puppet shows 3. Traditional music teachers and teens must accept music program at the same time. A pilot project in Mae Ra Moo shows full participation of both. b) Impact achieved from previous/current project interventions and expected situation at the end of project period.
4 RF DARE from its experience and previous grants propose to build upon its work by reaching out beyond the previous 2 camps, Mae La and Karenni Camp 1, to the other 7 camps, while at the same time deepening the work of the these two camps. At the end of the grant 9 Teens for Kids teams will be actively preventing drug and alcohol abuse through their activities with other teens and children. c) Expected duration of involvement, including phase-out plans and local capacity-building activities The duration of these activities will be one year. DARE core staff will coordinate, train and implement these activities with the already established DARE Teams in each camp. Each team will appoint persons to be responsible for Teens for Kids activities and be able to sustain the activities within the camps according to basic resources to do so. 2. Implementation Arrangements RMF DARE main office will take responsibility for the implementation of the activities, including the control of resources, training, coordination and monitoring. DARE Teams camp-based staff will manage resources directly pertaining to camp activities and report accordingly. They will also coordinate DARE Teen Teams and cooperation with camp authorities, camp leadership, CBOs, NGOs and other participants including schools. RMF DARE has carried out similar activities effectively and as a local NGO has direct relationships will all concerned. RMF DARE has established systems throughout the camps and back to the main office. The project coordinator and trainers will also be responsible for monitoring of the project and DARE office staff will financially manage the grant. Evaluation will take place as part of RMF DARE s annual evaluation and will be recorded in reports to the funder and the Annual Report of DARE.
5 RMF DARE PROJECT COORDINATOR Oversees project, DARE Core Staff, Trainers and Camp Based Staff DARE CORE TRAINERS AND CAMP STAFF Responsible or training of DARE DARE TEAMS CAMP BASED STAFF IN THAM HIN, DON YANG, NU POE, MAE LA, MAE RA MA LUANG, MAE RA MOE, BAN MAE SURIN, BAN NAI SOI Responsible to supervise DARE Teenager Team Activities Report to DARE Trainers, Staff, and Project Coordinator RMF DARE Network adheres to UNHCR s code of conduct, has its own codes of conduct in each camp for staff and clients, and will be a signature on the CCSDPT Code of Conduct in 2009 RMF DARE has applied to MOI for approval to operate in the Refugee Camps for 2009 and expects a positive result together with other CCSDPT members, as approval was received in previous years. 4. Impact on Protection Issues a) The protection of the beneficiary population; Addiction prevention work done by young people protects against gang violence, domestic violence and social effects of addiction such as poverty, illness, social stigma and isolation and suicide b) Refugee women/ gender equality; The activities such as Frisbee, Music and Puppets used for prevention education involves girls and boys equally side by side as cooperative activities where strengths of both genders are valued and respected c) The specific situation of children, including adolescents; The activities of this proposal are directed specifically to children and adolescents providing opportunities for individuation, improved self-esteem, and leadership. The impact will be a healthier community for young people over which they can exercise some control and for which they will receive positive feedback from the community d) Combating HIV/AIDS; Young people who are engaged in healthy activities with gender equality will have an alternative outlet for pent-up tensions, including sexual ones. Addiction
6 Education includes the relationship between Alcohol abuse and HIV. Cooperative activities encourages respect between genders e) Human Rights. All of RMF DARE s programming is delivered on the basis of resisting oppression through engagement in a healthful lifestyle free from addiction, thereby increasing the communities ability to make clear decisions for their own protection and safety. 5. Related Inputs and Projects RMF DARE will continue to provide addiction expertise of Technical Advisor and other volunteers who will contribute of the timeframe of this grant. The value of this expertise is equal to the western salaried equivalent of approximately $65,000 per year/per person All overtime of local staff as required will not be charged against the grant and will have a value of approximately 2 people x 26 days x 300b/day over 12 months, consisting mostly of travel time and reporting time. Frisbee volunteers input approximately 8 trainings x 4 people x 15,000 baht plus provision for prizes of value up to 3000 baht x 9 camps DARE will coordinate with the Culture Committees, Camp Committees and informally with camp based of local Community Based Organization staff and NGOs. Goal: To prevent and reduce alcohol and drug addiction among young people in refugee camps for displaced people of Burma in Thailand Objective(s) 1. Prevent and reduce the danger of substance abuse among adolescents Impact Indicator -Teenagers will stay away from using drugs and alcohol - DARE s teenagers will build their capacity of leadership skills and learn to share and teach others teenagers who are in schools or drop out schools. -Teenagers in the camps will spend free time to benefit to themselves and others, be a good role model and grow in healthy way. 2. Provide opportunities for girls and boys to participate in physical activities that help build self-esteem and teach conflict resolution - Teenagers will continue play new game from their free time rather than use drugs and alcohol instead - Teens will develop respect across gender lines due to the nature of the Spirit of the Game - Teens will develop conflict resolution skills through playing Ultimate Frisbee which promotes this through the game rules

Prevent substance abuse by engaging young people in their roots and traditions through music - Teenagers will learn their old traditional of music and combination of modern music instruments - Teenagers will understand and feel their roots creating lost spiritual connections which help to prevent substance abuse Expected Outputs Performance Indicator - Puppets show and solvent abuse training to teenager teams in 5 camps - Teenagers campaign to schools and sections every month to share addiction knowledge with other teens and children in 5 camps - Frisbee inter camp tournament activities every 4 months between provincial camps - - Music competition in traditional Ta activities in every 4months in 2 camp, Mae Ra Ma Luang and Mae La Oon Project monitoring and evaluation every 4 months teenagers received training of puppet show skills and solvent abuse knowledge teenagers in schools and outside schools will receive basic addition knowledge - teenagers share activities and knowledge with 9000 children across all activities in 9 camps teenagers are involved in Frisbee tournament games teenagers are involved in music competition - 2 Camp committee support competitions - DARE core staff monitors and evaluates through interviews and group discussions with teens, children, families, teachers Sustainability: After the initial training and implementation, the Teens for Kids should be self-sustaining with only inputs for broken equipment and food or prizes for activities. The spirit of the culture will be sustained by the activities and this in turn will motivate the on-going interest.
