1 Reach Instructional Leadership Academy Year 2 Continuing Students Application Thank you for continuing in the Reach Instructional Leadership Academy (ILA). At Reach, we believe that quality teaching is at the heart of every quality school. Our innovative program is designed to build your knowledge and skills for the essential work of instructional leaders: ensuring effective instruction in caring classrooms so that each child has a great learning experience. In the Reach ILA, you can expect to be intellectually challenged, relationally encouraged, and pushed to put new skills into practice. The program is designed to be job-embedded and helps you become a more effective leader in your context. Reach supports your individual initiative and you will receive collaborative support and one-on-one coaching from Reach faculty to help you define and meet your goals. You will also be an integral part of a small, committed cohort. This closeness ensures that each participant contributes to the collective learning of the group. As a teacher-leader, aspiring principal or current school leader, in a position that requires a preliminary administrative services credential, you may enroll in Years 2 and 3 of the Reach ILA to earn your CA Clear Administrative Services credential. If you are continuing from the Reach ILA Year 1 Program you may continue in Year 2 and Year 3 to earn your Clear Administrative Services credential and M.Ed.* Our program is uniquely structured. Participating leaders collaborate as part of a cohort group to design, implement, and publish/present an action research study that addresses a challenge or need in their school. Concurrently, the Instructional Leadership Academy in Year 2 includes examining research on teacher and instructional leadership, individual goal setting, working collaboratively with a coach and peers to increase leadership efficacy. Following this, Year 3 affords candidates with ongoing support as an acting administrator finalizing their second year of working in a leadership position while holding the preliminary administrative services credential. Year 3 focuses on instructional conferencing and continued work on implementing a theory of action. *It is important to note that accreditation by WASC for the M.Ed. program is in process and will take several years. This means that the M.Ed. degree is currently unaccredited and highly subsidized. While it is a "real degree" since we are incorporated as a graduate school of education, an unaccredited degree is recognized at the discretion of the employer, school, or other entity. Please review the Reach ILA application for details regarding eligibility, tuition, and payment options. 2 Reach Instructional Leadership Academy Year 2 Application Continuing Students Admissions Requirements To continue in the Reach Instructional Leadership Academy M.Ed/ASC program candidates must meet the following requirements: 1. Employment: Be employed by a Reach member agency school AND have a portion of your job dedicated to school/instructional leadership 2. Partner Agency: Up to date Memorandum of Understanding between your school and Reach. 3. CL-777: Verification of employment in an admin position (CL-777 attached) 4. Credentials: Hold a California Clear Teaching Credential and a Preliminary Administrative Services (Tier I) Credential. 5. Affirmation & Signature: I understand that, if accepted to the Reach Leadership Academy, my participation and successful completion will be contingent on meeting the requirements of and making sufficient progress in the program, including but not limited to: Paying tuition fees of $2800 per annum. You may be required to purchase additional resources including texts, library privileges, and materials. You may negotiate with your school to share costs. See Appendix A for fee payment information and agreements. Access to a computer with , Microsoft office software and a high speed internet connection (Adobe Acrobat is recommended) Meeting the attendance and participation requirements for the seminars and one-on-one meetings. See academic calendar, and expect to schedule at least one individual coaching session per month with Reach faculty. Compiling the required evidence and meeting the formative and summative assessment requirements, including achieving a meets standard mark for each seminar and final assessment. I understand that Reach was granted accreditation for the Clear Administrative Services Credential in June 2012 from the California Commission on Teacher Credentialing, and that successful completion of the Reach Instructional Leadership Academy Year 2 and Year 3 requirements leads to the CA Clear Administrative Services credential. I understand ILA Years 1 & 2 lead to an M.ED, but that Reach is currently not accredited as a graduate school. I further understand that there is no guarantee that Reach will receive accreditation as a graduate school. The Reach Institute for School Leadership has applied for Eligibility from the WASC Senior College and University Commission (WSCUC). WSCUC has reviewed the application and determined that Reach Institute for School Leadership is eligible to proceed with an application for Candidacy and Initial Accreditation. A determination of Eligibility is not a formal status with the WASC Senior College and University Commission, nor does it ensure eventual accreditation. It is a preliminary finding that the institution is potentially accreditable and can proceed within four years of its Eligibility determination to be reviewed for Candidacy and Initial Accreditation status with the Commission. 5 APPENDIX A Financial Agreement I, agree to enroll in the Reach Instructional Leadership Academy, a program of the Reach Institute for School Leadership, for the academic year. As a candidate in the Reach Instructional Leadership Academy, I understand that a copy of this financial contract will be sent to my site administrator, if the site has agreed to cost sharing or if there are payment issues. I further understand and agree to the following terms and conditions: The actual full cost of participation in the Reach Instructional Leadership Academy is $11,350 per annum. This cost is distributed as follows: Reach Scholarships and Grant Supported Participation: $7800 Candidate tuition and/or school contribution: $2800 Partner School In Kind Contribution $450 Tuition: Your tuition cost for the Reach Instructional Leadership Program is $2800 for the academic year (TIF schools excepted; complete the following page if you are at a TIF school) Once accepted into the Reach Instructional Leadership Academy, you, the Candidate, are responsible for full tuition fees. You may negotiate with your employer (school, organization or district) to share or cover program costs. Payment plans are available. Despite Reach s willingness to allow a payment plan, you are committing to paying the full annual tuition, even if you decide to discontinue your participation mid-year. Candidate Name: Candidate (Signature): Organization Administrator (Signature): * Some participants in the Reach Instructional Leadership Academy may also serve as mentors to teachers enrolled in the Reach Teacher Induction Program. Reach mentors are required to complete mentor training. These trainings cost $1100, typically paid by the school, and are incorporated into the course sequence for M.Ed/ASC participants. If you are simultaneously serving as a Reach mentor and participating in the M.Ed/ASC program, then your school typically provides a minimum of $1000 towards your training. However, specific arrangements for stipends, salary, release time, training costs and expectations are left to the employing school and the participant to arrange. Additional Terms: Tuition is considered late on the 2 nd business day after the due date and is subject to a late payment fee of 10% of the entire tuition bill for that billing period. Returned checks must be replaced with a money order or cashier s check within 48 hours of the returned check. A fee of $20 will be charged for NSF checks returned from your bank. Reach will invoice you when payment is due, 15 days past due, and a final notice at 30 days past due. Reach will suspend participation when you are 30 days in arrears, impacting your standing Year 2 Reach Instructional Leadership Academy Application Page 6 of 8
7 as an intern administrative services credential holder and potentially impacting your employment status. Candidates who are reinstated following a suspension will be required to make up missed work at the candidate s own expense. If your employer is paying a portion of the fees, Reach shall inform your employer regarding arrears upon issuing the 15-day notice and a copy will be sent to your site administrator. Special payment arrangements may be made by contacting Reach Administrative Assistant, Courtney Bell at info@reachinst.org. Special arrangements must be made prior to falling into arrears. If arrangements are made prior to the due date the 10% late fee MAY be waived. Additionally, participating teacher/leaders must pay all fees required by the California Commission on Teacher Credentialing, as set forth in the California Code of Regulations Title 5. Should you wish to extend your time in Reach beyond the initial 12 months, or should you need to extend your time in Reach beyond the initial 12 months in order to complete or re-do assignments or segments of the program, you will be required to continue paying additional fees of $220 per month tuition until such time as you complete the program. Books and Materials Candidates are responsible for the cost of required texts, library access, and materials, including, but not limited to, a functioning laptop computer, Internet access and necessary software. Reach will make every effort to inform candidates well in advance regarding required materials. Print out the following page and have it completed by your employer.
