5 The Bundesbank s Operational Role in Interbank Retail Payments Provision of interbank services may ensure efficient and sound payment system No nationwide ACH that covers the whole payments market in Germany Risk of inefficiency in the retail payments market: not every credit may have access to this market Central bank closes this market gap by providing own ACH services and offering open and neutral access to all banks Central bank may realise positive external effects Full cost recovery pricing with limited service level Acceptance of central bank s complementary role in the market Market solutions have priority 5
