Occupation Description This job family exists to develop and apply technical expertise in communications network management. Jobs in this family are responsible for monitoring, developing, testing, maintaining, installing, optimizing, and/or deploying network/ communications technologies. Nature of Work Provide day-to-day onsite administrative support for software users in a variety of work environments. Maintain network hardware and software, analyze problems, and monitor the network to ensure its availability to system users. Gather data to identify customer needs and then use that information to identify, interpret, and evaluate system and network requirements. Ensures the design of the organization s computer site allows all components, including computers, network, and software, to fit together and work properly. Distinguishing Characteristics of Levels Note: Examples of Work are intended to be cumulative for each progressively higher level of work. The omission of specific statements does not preclude management from assigning other duties which are reasonably within the scope of the duties. Level I Assist in unique, complex, and unpredictable situations. Makes decisions regarding routine daily work under general supervision (i.e., does not require close supervision). Decisions involve single network devices and other easily replaceable devices. Incorrect decisions are easily reversible. Involves basic research and following general instructions. Test and install hardware at the physical layer (e.g., phones, jacks, cable, fiber). Test and install hardware at the datalink layer (e.g., hubs and basic switches). Configure, maintain and troubleshoot physical layer technology (e.g., phones, jacks, cable, fiber). Configure, maintain and troubleshoot datalink layer technology (e.g., hubs and basic switches). Produce and maintain related documentation and site/drop maps for the physical layer. Performance tune assigned technology(ies) in the physical layer. Apply approved network security configuration standards and requirements.

2 Associate s Degree in Computer Science or MIS and/or journeyman technical certification such (MCSA), or Cisco Certified Network Professional (CCNP). Four (4) years of hands-on technical experience in support of a production local area network (LAN) infrastructure. High School diploma or Equivalency and/or a journeyman technical certification such as BICSI, Microsoft Certified Professional (MCP), Microsoft Certified Systems Administrator (MCSA), and/or Cisco Certified Network Professional (CCNP) and two (2) years of hands-on technical experience in support of a production local area network (LAN) infrastructure. Level II Perform independent work in unique, complex, and unpredictable situations and disaster recovery scenarios. Makes broad decisions regarding network equipment under general supervision. Sets standards for a class or model of network device. Incorrect decisions can be reversed, but this may require significant time due to the numbers of devices involved. Some decisions are made in new, unplanned, or unique circumstances. Involves detailed technical research to develop appropriate courses of action. Basic vendor management. Test and install advanced data link layer switches (e.g., programming, trunking, and virtual local area networks (VLANs). Test and install hardware for network layer (e.g., layer 3 switching and basic routing, basic IP addressing). Configure, maintain and troubleshoot network layer (e.g., layer 3 switching and basic routing, IP address). Monitor communications network performance. Research and assess emerging technologies. Participate in RFP/RFI processes for specific network technology mid-level. Provide peer training to junior staff. Plan for, design and advise on configuration of physical (e.g., phones, jacks, cable, fiber) and data link (e.g., hubs, basic switches, local area network [LAN]layers). Performance tune assigned technologies in the data link and network layers data link network. Produce and maintain documentation including device configurations input/output services (IOS) images, and topology mapping for the data link and network layers data link network. Monitor compliance with network security configuration standards and requirements. Bachelor s Degree in Computer Science or MIS and/or journeyman technical certification such (MCSA), or Cisco Certified Network Professional (CCNP and two (2) years of hands-on technical experience in support of a production local area network (LAN) infrastructure. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience. Level III Prioritizes limited technical resources to address complex high-profile situations and competing / conflicting advanced technical issues. Makes significant, autonomous decisions that impact a wide range of multi-platform integrated systems under broad supervisory guidelines. Operates within broad strategic guidelines. Decisions have a significant enterprise-wide operational impact that can span multiple agencies and may be difficult or impossible to reverse (i.e., mistakes would create extensive damage and require significant rebuilding and restoration.) Many decisions rendered in unique, unplanned, and unpredictable circumstances with a significant, complex engineering, planning, and integration at the cutting edge of new technology. Involves comprehensive, highly specialized technical research, policy interpretation, and discerning the intent of high-level regulatory guidance. Comprehensive vendor management. Configure, maintain and troubleshoot the enterprise s advanced network and transport layer technology (e.g.,wan/man/campus routing, ATM, frame-relay, carrier class devices, edge routing, multiplexing, WAN/MAN/Campus internet protocol [IP] addressing, super netting). Test and install advanced network and transport layer hardware for the enterprise infrastructure (e.g., WAN/MAN/Campus infrastructure). Plan for, design and advise on configuration of the enterprise s network layer (e.g., layer 3 switching and routing, IP address). Plan for, design and advise on configuration of the enterprise s transport layer (e.g., WAN/MAN/Campus routing, ATM, frame-relay, carrier class devices, edge routing, multiplexing, WAN/MAN/Campus internet protocol [IP] addressing, super-netting). Performance tune and optimize assigned technologies in the enterprise s network and transport layers. Design disaster mitigation and recovery plans for the enterprise communications infrastructure. Produce and maintain documentation for the enterprise s network and transport layers. Participate in and/or lead RFP/RFI processes for complex enterprise technology. Provide physical and virtual security for enterprise communications infrastructure technologies (e.g., hardware firewalls, image display systems [IDS]/ information processing systems [IPS], port/protocol blocking). Mentor, train, and develop junior staff. Supervise junior staff (when assigned). Bachelor s Degree in Computer Science or MIS and advanced technical certification such as Microsoft Certified Systems Engineer (MCSE) or Cisco Certified Network Professional (CCNP) Page 3 of 5

4 and six (6) years in management, configuration, analysis, and problem-solving experience in a production WAN/MAN or campus infrastructure. Bachelor s Degree in Computer Science and/or MIS and advanced technical certification such as Microsoft Certified Systems Engineer (MCSE) or Cisco Certified Network Professional (CCNP) and four (4) years management, configuration, analysis, and problem-solving experience in a production WAN/MAN or campus infrastructure. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.
