3 DC Greening Building Code DC s Green Building Act of 2006 requires the Mayor to submit to the Council for approval construction code revisions that shall incorporate as many green building practices as practicable The Administration and Council have acted on letter and spirit of this mandate New DC Building Code passed by City Council December 2 nd New code is effective immediately with a oneyear transition period in which old code may still be used DECEMBER 4, 2008 SUSTAINABILITY WORKING GROUP
4 Removing Impediments to Greening Building Top Priority: Remove impediments to Greening Building Some impediments removed in the update to the 2006 ICC codes (e.g. permitting waterless urinals and green piping) We ve identified surprising few impediments Impediments addressed in DC s new building code It s now easier to disconnect downspouts and retain rainwater on site Waterless urinals and green piping no longer require waivers Some impediments are the product of misinterpretation of building codes by builders, building officials and others. 5 Raising the Bar: Mandating Greener Practices Mandating greener practices in these key areas: Water efficiency (low flow fixtures) Commercial energy efficiency (7% more than Maryland and Virginia) Residential energy efficiency ( The 30% Solution ) Reducing heat island effect (requires flat roofs be cool roofs, green roofs or limestone ballasted) DECEMBER 4, 2008 SUSTAINABILITY WORKING GROUP

9 Energy Conservation & Renewable Energy Production Energy Conservation & Renewable Energy Facts U.S. has 4% of world population and consumes 25% of world energy Renewables (solar, wind, geothermal, hydro) supply 7% of U.S. energy Nearly half (48%) of all U.S. greenhouse gas emissions are from buildings. 71% of all U.S. energy goes to supply the building sector. Plans/Regulations Key Comprehensive Plan Policies Energy Efficiency, CP Policy E Promote the efficient use of energy, additional use of renewable energy, and a reduction of unnecessary energy expenses. The overarching objective should be to achieve reductions in per capita energy consumption by D.C. residents and employees. Alternative Energy Sources, CP Policy E Support the development and application of renewable energy technologies such as active, passive, and photovoltaic solar energy, fuel cells, and other sustainable sources. Such technology should be used to reduce the dependence on imported energy, provide opportunities for economic and community development, and benefit environmental quality Review of D.C. Codes and Regulations for Energy Features, Action E 2.2.F. Review local building codes and zoning regulations to identify potential barriers to achieving energy efficiency goals and to identify possible changes which would support energy goals.
