3 1. Purpose of this Information Paper This Information Paper provides an overview of the Child Care Management System (CCMS). This paper is the first step in a range of consultation processes that the Department will undertake to seek input from the child care sector and software providers on the implementation of the new system. This document describes what the system will do, how it will work and associated changes to administrative arrangements for the payment of Child Care Benefit (CCB) to child care services. It also outlines the overall consultation process. Detailed IT specification information will be provided to interested child care software providers to assist them to develop CCMS compliant software packages. 4 2. What is the new Child Care Management System? The CCMS is a national child care computer system to provide the best information on child care supply and usage that has ever been available across Australia for families, services and the government. The new system represents a significant investment by the government to improve the supply of information and accountability across the child care sector. The decision to introduce a national system recognises the need for better management and information about the government s $10 billion investment over four years in child care for families. The system will complement the compliance strategy announced in May CCMS builds on the recently introduced changes to the Child Care Access Hotline to give families access to upto-date information on child care vacancies. CCMS will simplify these reporting arrangements for child care services. With the introduction of CCMS, parents will be able to access an online statement from Centrelink to obtain details of the CCB payments made on their behalf to their child care service(s). The CCMS will bring all approved child care services on-line. Services will provide information directly to the Department of Families, Community Services and Indigenous Affairs (FaCSIA) via the Internet to allow calculation and payment of CCB fee reductions on behalf of children in their service. Eligibility for CCB remains unchanged for families. Families will continue to report any changes to their circumstances to Centrelink. The CCMS will improve the transfer of relevant and timely information to child care services about a family s eligibility. This information will be transferred electronically to the service from FaCSIA. The choice for families to receive their CCB payments via fee reductions or as a lump sum after the end of the financial year will continue to be available. There will be some changes to administrative rules in order to streamline processes and procedures. The information provided through CCMS will support the CCB compliance arrangements that are currently being implemented through improvements in the availability and timeliness of information for families and the government. When CCB was introduced in 2000 it was intended that when appropriate technology became more readily available, the current CCB payment system would be reviewed to take advantage of the technology and improve the payment system. Some software providers have already updated existing software packages or introduced new systems that make use of recent technological advances and the Internet. This updated technology and software is already having a positive impact on the way some child care services are administering CCB and other parts of their services to families. The introduction of the CCMS looks to continue recent developments in the use of software solutions by child care services and to standardise the future lodgement of CCB claim information via the Internet. CCMS will only allow child care services to use software that meets the requirements of CCMS to record and transfer information to FaCSIA in order to receive CCB fee reductions on behalf of families. The current method of paying CCB fee reductions does not provide accurate or timely information on service or user behaviour. The current processes do not support effective management of usage or vacancy data. Complex advance/acquit rules are costly for child care services to manage and difficult for families to understand. A more responsive and reliable child care system will benefit families, and provide improved information on child care supply and usage data. The most up-to-date information available will also provide government with a sound basis to monitor the child care market and inform future policies. Some of the data collected via the system will be made available to the market so that child care services, planners and parents can make more informed decisions. 3 Child Care Management System Information Paper

5 The responsibility for the management of the CCB programme is currently split between FaCSIA, Centrelink and the Family Assistance Office (FAO). Child care services also currently bear a large proportion of the CCB administration and calculation effort. The new system will simplify and streamline the administration of CCB. Child care services will no longer need to calculate fee reductions and will be able to submit information to government on-line. Child Care Management System Information Paper 4

6 3. How does the new system work? Child care services will use software available from software providers to record child and attendance information. This information will be extracted and sent to the CCMS via the Internet each week. FaCSIA will be working with software providers to ensure that their systems and CCMS communicate with each other efficiently and effectively. Software providers will need to work with child care services to determine how best to support the new business processes. At the time a child starts in a service an enrolment record will be created by the service provider. For parents with CRNs, information about the enrolment will be passed to FaCSIA via the Internet. Information will be matched with Centrelink information for that child regarding their parent s CCB eligibility. For eligible enrolments (both fee reduction and potential lump sum), FaCSIA will then make an upfront payment, a CCB Enrolment Advance, to the service. This is a new payment. This CCB Enrolment Advance will be a pre determined amount based on service type, equivalent to one week s average CCB for that child. The service will retain this advance while the child is receiving care with that service. When the child leaves care with the service the advance will be recovered. Each week, daily attendance information for each child in care will be sent to FaCSIA via the Internet. This information will be used by Centrelink, together with entitlement details, to calculate the amount of CCB fee reductions payable for each child for the preceding week. Payments will continue to be based on session times. Child care services will no longer be required to calculate CCB fee reductions for children in their care. FaCSIA will pay fee reductions to the service and will provide information, via the Internet, to allow child care services to identify the payments received. This information can be recorded by services on parent s accounts to reflect the government s financial contribution to the cost of care. The current quarterly advance/acquit method of paying CCB will be replaced by the simpler weekly in arrears system. In order for child care services to receive payments in a timely manner, timelines for sending attendance details will need to be agreed between services and FaCSIA. The information provided for the payment of CCB, along with current vacancy information will replace the need for child care services to report separately to the Child Care Access Hotline. Information on available child care places will continue to be made available via the Hotline to families, and to Centrelink and Job Network staff in order for them to assist their clients. Special Child Care Benefit (SCCB) will continue to be available. However, in line with the need to ensure more accurate information about usage, administrative arrangements will be different. Child care services will be able to approve up to 4 weeks SCCB for a particular circumstance. All subsequent SCCB approvals will be made by Centrelink. This will enable better monitoring of its use, and reinforces the intention of SCCB as being temporary assistance for exceptional circumstances only. SCCB will be paid by FaCSIA under the CCMS. Jobs, Education and Training Child Care Fee Assistance (JETCCFA) payments will now be paid by FaCSIA under the CCMS. Centrelink/FAO will remain the contact point for families regarding JETCCFA eligibility and assessments. Eligibility requirements for Grandparent Child Care Benefit (GCCB) will remain unchanged. GCCB will now be paid by FaCSIA under the CCMS. A high level system process description is at Attachment A. Electronic Attendance Recording It will not be mandatory for child care services to use electronic attendance recording mechanisms (such as PIN or Smart/Swipe cards). Services that are already using, or are planning to implement, electronic attendance systems will be able to continue with these systems provided the system is able to interface with CCMS. There is a minimum set of data that the government is required to collect from services. However, how services record the information on their system is up to the service and the type of system they use. Over time electronic recording may become an industry standard approach to recording attendance for children, and this is being taken into account in the development of CCMS. 5 Child Care Management System Information Paper

Business Process What s Changed What s the Same Child care services provide information to support Child Care Benefit payments Information will be provided (including attendance details - hours charged and hours used) for all families, including lump sum claimants, over the Internet to FaCSIA. FaCSIA will pay CCB fee reductions to services and become the contact point for all service child care services. Services will no longer have a direct relationship with Centrelink/FAO. The requirement for all approved child care services to provide information about the attendance of all children using care at their service. Centrelink/FAO will remain the contact point for families regarding CCB eligibility. Calculation of CCB Fee Reductions CCB Enrolment Advance Centrelink will calculate Fee Reductions for each child based on the weekly attendance information from the Service and the latest family entitlement information held by Centrelink. Child care services will no longer be required to calculate CCB fee reduction amounts. FaCSIA will pay CCB fee reductions to each service. This is a new payment. Child care services will receive a one off advance payment for each eligible enrolment. This payment will be available to the service for the duration of the child s enrolment in that service. It will be recovered once the child leaves the service. Due to the nature of Occasional Care, CCB Enrolment Advances will not apply to this service type. FaCSIA will consult with the Occasional Care Sector on possible arrangements. CCB will still be paid based on sessions of care. Families must report to Centrelink/ FAO changes in circumstances that affect their CCB entitlement, Centrelink will apply these to fee reduction calculations from point of notification. If the change of circumstances also reflects a past period, Centrelink/ FAO will deal directly with the family and differences will be applied by Centrelink in the end of financial year reconciliation process, like they are now. Centrelink will be responsible for administering CCB limits such as eligible hours and absences. These will be applied to services attendance records in the order in which they are processed by Centrelink. Parents can continue to choose either fee reduction or lump sum payment of CCB, however some administrative rules may change. Families are still free to choose lump sum payment of CCB, and eligibility requirements remain unchanged. Centrelink/FAO will remain the contact point for families. Eligibility requirements remain the same. Special Child Care Benefit (SCCB) Jobs, Education and Training Child Care Fee Assistance (JETCCFA) The number of weeks child care services can approve SCCB for a particular circumstance will be reduced from 13 weeks to 4 weeks. Centrelink will make all subsequent SCCB approvals after the service has approved the initial 4 weeks SCCB. JETCCFA funding will be paid by FaCSIA under the CCMS. Services are still able to apply in their own right for SCCB. Rules for recording and assessing Child at Risk are unchanged. Centrelink/FAO will remain the contact point for families regarding JETCCFA eligibility. Registered Care No change. There are no changes to the CCB administrative process for Registered Care. Registered Care is not in scope under the new CCMS. 7 Child Care Management System Information Paper

9 Business Process What s Changed What s the Same Schooling Percentage Centrelink will now apply the schooling percentage in calculating fee reductions. Child care services will continue to flag school child status based on information provided by parents. School child status will be based on an administrative limit as well as the information provided by child care services. Absences CCB will be paid for up to 42 absence days per child without reasons or documentation. Once these first 42 days are used, any further absences will only be paid for permitted circumstances where evidence is supplied by parents. Child care services will need to identify the reason for the absence and hold documentation to support them. Cumulative absence totals will be available to parents through the online statement, and will also be made available to child care services. Multiple Child Percentage Long Day Care part-time percentage Child care services will record a multiple child count, as advised by the families, which will be used by Centrelink when calculating fee reductions. Child care services will no longer be required to calculate fee reductions. Centrelink will apply the part-time percentage when calculating CCB fee reductions. The part-time percentage will be applied to the hours charged within an individual long day care service, rather than across all long day care services used. Child care services will continue to ask parents to advise the number of children in the family using care in a given week. The part-time percentage rates will remain the same. Child Care Tax Rebate Information required to be provided by child care services for Child Care Tax Rebate purposes will also be provided to Centrelink / FAO using CCMS. The conditions for receiving and claiming the Child Care Tax Rebate remain unchanged. Child Care Management System Information Paper 8

10 Business Process What s Changed What s the Same Centrelink Reference Number (CRN) Information on each child s attendance will be provided to FaCSIA via the Internet. Child Care Access Hotline information Service approval It will be preferable for all families wishing to claim CCB (either by reduced fees or lump sum), to obtain a Customer Reference Number (CRN) from Centrelink/ FAO before starting care at a service. At this time Centrelink/ FAO will provide the family with details of their provisional entitlement for CCB fee reductions or notification of an intent being lodged for lump sum. Child care services will no longer complete paper claims or send in disks or CDs to Centrelink. Child care services software systems will transfer vacancy and attendance information to FaCSIA. Services will no longer have to report information separately to the Child Care Access Hotline. Services will be able to submit corrections to previously provided attendance information. CCB fee reductions already paid will be adjusted accordingly. Information will be made available to Centrelink, Job Network providers and families on available child care places. Information will be used to inform government on the supply and demand for child care services. FaCSIA still has responsibility for administering child care service approvals. 9 Child Care Management System Information Paper

11 5. What support will be provided? To support child care services during transition to the new system, assistance arrangements will be developed. Targeted and capped assistance will be provided to child care services approved for CCB at the time the system is implemented. It is envisaged that assistance will include: modest assistance towards the acquisition or upgrade of hardware or software; advice to assist with the improvement of business processes through Professional Support Coordinators; training and education. The amount of financial assistance will need to be capped, based on the number of services per operator. It is proposed that this would be set at 15 services per operator. In the case of services operating more than one form of care, for example long day care and in home care or before and after school care, it will be treated as a single service for financial assistance purposes. The details and guidelines for this assistance will be developed in consultation with the child care industry. Services should not anticipate this assistance until formally notified. It is envisaged that support by way of training and software updates will also be provided by the software providers to child care services using their products. FaCSIA will also be establishing support arrangements for child care services in relation to the operation of CCMS (not individual hardware and software operations). Details of the FaCSIA CCMS support will be available closer to the time of implementation. Child Care Management System Information Paper 10

12 6. When will the new system start? The CCMS will be introduced in stages over the next two to three years and will apply to all approved child care services (this does not include registered carers or services that have not sought CCB approval). FaCSIA will be working with software providers and Centrelink during 2007 to develop the system. Also during this time consultation will be undertaken with the child care sector on the targeted support and transitional arrangements. At this time it is proposed that a small group of Long Day Care and Family Day Care providers commence using CCMS in the second half of 2007 for testing and piloting. The roll out of these service types will take place from early 2008, followed by the rest of the sector by Child Care Management System Information Paper

13 7. What sector consultation will take place? Recognising that the system will be a change for child care services, consultation will be undertaken to help ensure a seamless transition to the new system. Consultations will focus on support arrangements that may be put in place, including targeted assistance for child care services most in need in relation to their access to technology, training and other education material. Two reference groups will be established to work with the Department during the development, testing and implementation of CCMS. The CCMS Industry Reference Group will draw on child care services from across the child care sector, covering the different service types, sizes and locations. Representatives will also be drawn from child care services that already use technology as well as those that have limited access. The focus of this reference group will be on providing guidance and advice to the Department on change management strategies, hardware/software provision, training and support needs, data collection and reporting, as well as feedback on the system development. A CCMS Technical Reference Group will be established to work with software providers and selected IT staff from within the child care sector to assist them during any redevelopment of their software packages. In addition FaCSIA will be holding information sessions in a range of locations to provide an overview of the system to child care services and to receive feedback on the new system. Information will also be available on the FaCSIA website, and this will be updated on a regular basis. A special mailbox has been established to receive comments and questions. 14 8. Technology Software The CCMS is based on child care services using commercial software solutions provided by software providers for use in the child care sector. If a child care service currently uses a software product as part of administering CCB and other parts of their office administration, then a new CCMS compatible version of that software will be required. FaCSIA will be working with software providers to provide the technical requirements so they can upgrade their systems to meet the requirements of CCMS. Child care services currently using a particular software package should discuss with their software providers what would be needed to run their solution under CCMS. Software providers will be responsible for installing their CCMS compliant software on service provider s computers and providing appropriate training and support in the use of that software. The proposed targeted support payments will, in part, be designed to assist with the incidental costs of these changes. Hardware Software providers will need to advise child care services on the hardware needed to support the software solution developed by them for the CCMS. Child care services will also need to consider the level of technical hardware support they may require when they are purchasing or upgrading their equipment. As part of the government s support package, some assistance will be available to services that have little or no current IT capacity. Internet The CCMS will require child care services to have access to the Internet. Services will need to arrange an Internet connection with a local provider. Data Specification Document A Draft Data Specification document will be released in November 2006 with comments closing in December A final Data Specification document will be released in January A Test System will be released in early 2007 for software providers to test their application against. It is expected that software providers will need to communicate regularly with FaCSIA during this testing phase to ensure their software is working as intended. 13 Child Care Management System Information Paper

17 Attachment A CCMS High Level System Process Description The following is a high level system process of the standard business flow in support of CCMS. Enrolment The standard process starts with a parent enrolling their child in a service and the enrolment details being provided to FaCSIA by child care services. The FaCSIA enrolment record includes the parent/guardian s CRN, the child s CRN, the expected start date of care and some other information to help with validation. For FaCSIA, the enrolment record links the parent/guardian and child with the service and is validated against CCB eligibility information held by FaCSIA and Centrelink. FaCSIA will process enrolments and generate CCB Enrolment Advances to child care services based on an enrolment start date. Where a parent does not have a CRN, the service should still submit an enrolment to FaCSIA, however as there are no CRN details this cannot be validated against CCB eligibility information. Where CRN details are subsequently provided the enrolment record should be updated to include these details and an enrolment advance can be paid at that time. Attendance At the end of each week, the service transfers to FaCSIA the attendance information for children enrolled at the service. Attendances are stored against the enrolment record. The attendance record is made up of a weekly summary for each child containing details similar to the current statement of child care usage form submitted to Centrelink. In addition to the weekly summary information, the attendance record contains the daily session information and in and out times for the child. Importantly, the attendance information provided by services does not contain any CCB fee reduction calculations. After receiving the data from services and performing a validation, FaCSIA will send the data each night to Centrelink who will calculate the fee reductions. CCMS will generate a payment for that amount to services, which must be passed to families through fee reductions. CCMS supports the correction of attendance records where previous attendance records are found to be incorrect. CCMS/Centrelink will determine the new amount and either pay or recover the money from services. Exit Enrolment When a child leaves care, services need to record the exit from the service through the FaCSIA interface. If FaCSIA has not received attendance for a period of time, FaCSIA will automatically exit the enrolment. In either case, this will trigger the recovery of the CCB enrolment advance. The administration of automated enrolment exits will be tailored to particular service types. Vacancy Information Child care services will be able to submit vacancy information through CCMS and this will replace the current process of reporting to the Child Care Access Hotline. 18 Other Information In addition to the flows of information from child care services to FaCSIA, there are also flows of information from FaCSIA to services. Services software will be able to query FaCSIA and obtain updates on the status of CCB Enrolment Advances, attendance calculations, attendance payments, enrolment recoveries and messages that FaCSIA has automatically generated. In particular, the return information will contain details of payments and the enrolments and attendances covered by those payments so that services can reconcile monies received and the transactions that initiated those payments. How do child care services interact with CCMS? Service staff will not directly interact with CCMS. The transfer of data between the software used by services and FaCSIA will occur in the background. For enrolment, it is expected that service s software will interface with FaCSIA. FaCSIA will create the enrolment record and then send a confirmation to the service s software. For attendance information, the expectation is that at the end of the week for any child, the service s software will send to FaCSIA that week s data. Periodically, service s software will need to query CCMS and pull back the status of that service s enrolment, attendance and payment records and this will update the service s software database. Security All of the transactions between the service s software and CCMS will be encrypted. The CCMS data is associated with individual services and cannot be accessed without a user id and password, which are attached to that service. FaCSIA will manage the allocation of user ids and passwords. Note that because of the way service s software and CCMS interact, only one user id will be required for each service. 17 Child Care Management System Information Paper

19 Attachment B Frequently Asked Questions Does my child care service have to use CCMS? All approved child care services will be required to use the CCMS in order to receive CCB fee reductions for families. The CCMS will be progressively implemented, commencing with the Long Day Care and Family Day Care sectors through a limited pilot in the second half of The broader roll out of the system will follow from early 2008, and it is anticipated will take a further twelve months to bring all other child care services online. Does this replace my child care service s existing software? Child care services will use commercially available software, as many do already, to manage their service and record information about CCB. FaCSIA will be working with software providers to ensure their software can work with CCMS. Does my child care service need to do anything now to get ready for the CCMS? Child care services do not need to do anything at this stage. Consultations with the sector will occur before finalising the details of the CCMS implementation. Services and software providers are encouraged to provide feedback and attend sector forums. Consultation times and dates will be available on the FaCSIA website and details will be provided to child care peak bodies for distribution to their members. Will my child care service have to buy new technology in preparation for CCMS? All approved CCB child care services will need to have appropriate computers, software and Internet connections to enable the use of CCMS. The need for new technology will depend on what (if any) IT systems you are currently using. If you don t currently use a computer in your service, there will be a need to buy new technology. If you already use a computer in your service, it may be adequate to run the new CCMS, however that will be decided between your service and your software provider. While some services have quite sophisticated IT systems, others have very limited IT. As a result, there will be targeted and modest assistance for some services to upgrade their in-house systems to connect with the CCMS. Will child care services receive training and support to implement the CCMS? Training and support will be developed as part of the implementation of CCMS. Consultations with the sector will help develop the training and support package to ensure it meets the needs of services. Will Swipe/Smart cards become compulsory for child care services? Swipe/Smart cards and other associated technologies do not form part of the initial rollout of the CCMS. Services already using such technology, can continue to do so but it will not be a mandatory requirement under the new system. Will Centrelink still pay CCB to my child care service on behalf of families? No, FaCSIA will have responsibility for making CCB payments to child care services. 20 Will child care services still receive CCB advances under the CCMS? When a child is enrolled, a CCB Enrolment Advance will be paid to the service. This Enrolment Advance will be a one-off payment designed to assist services with ongoing cash flow, and must be refunded when the child leaves care. CCB fee reductions will then be paid weekly based on actual attendance data for each child in care. Under CCMS, advances will not be paid for Occasional Care. Will child care services still need to acquit CCB on a quarterly basis? The current quarterly advance/acquit method of paying CCB will be replaced by a simpler weekly system. CCB fee reductions will be paid to services based on the previous week s usage. Will child care services still be able to offer CCB fee reductions to families under the CCMS? Yes, while the administration and calculation of CCB fee reductions will change, approved services will still receive CCB fee reductions on behalf of eligible families. The major difference is that services will not have to calculate CCB fee reductions, but will be advised by FaCSIA each week of the amounts they are required to pass on to families. How will child care services know how much to charge families if they are no longer calculating CCB fee reductions? Centrelink will be responsible for calculating CCB fee reduction amounts each week, based on actual child care usage data submitted by services. Child care services will provide child care usage at the end of the week and will be paid early in the next week for that weeks care. FaCSIA will pay CCB fee reduction amounts to services based on the week s attendance information. Services can then apply these amounts to the relevant week of care and reduce the family s fees accordingly. Child care services will no longer have to undertake complex calculations in order to apply fee reductions, they can simply apply the correct fee reduction amount as calculated by Centrelink and paid by FaCSIA. Who will child care services contact if they need to query the amount of fee reductions they have received for a family? A new helpdesk will be established within FaCSIA to handle enquiries from services using CCMS about all payment matters. Centrelink will still have some responsibility for SCCB eligibility. More detailed advice on the new helpdesk arrangements will be provided closer to the start of the CCMS. Services will contact Centrelink until they move to the CCMS. Families will continue to deal with the FAO/Centrelink for all queries regarding CCB. My child care service provides both LDC and OCC, will I have to use both the current system for my OCC service and the new system for LDC? No, services that offer other multiple care types will transition at the same time if the software they use supports both service types and the interfaces to CCMS. 19 Child Care Management System Information Paper

21 Will child care services still have to provide their availability and usage to the Hotline? CCMS will replace the need for services to report separately to the Child Care Access Hotline. Information on available child care places will continue to be made available via the Hotline to families, Centrelink and Job Network staff in order for them to assist their clients. How can my child care service provide input on the new CCMS? The Information Paper will contain a feedback template that interested child care services and software providers can use to provide comments. Feedback and questions can be submitted electronically to CCMS@facsia.gov.au. Sector Forums will be held for both service and software providers and will provide further information about how CCMS works. Consultation times and dates will be available on the FaCSIA website and details will be provided to child care peak bodies for distribution to their members.
