With its headquarters in Brasília (FD), Dataprev has representation in every state in the country. There are 27 regional units, three data processing centers and five software development units. Dataprev s main clients are Brazil s National Social Security Institute (INSS), Ministry of Labor, Ministry of Social Welfare and Internal Revenue Service. As a state-owned company, Dataprev seeks to deliver social outcomes rather than financial profit. It is dedicated to the continuous improvement of citizen services through the effective use of IT by government institutions. The services provided by Dataprev encompass ICT consulting, telecommunications, datacenters and software development. Challenge Controlling a growing volume of projects and client requests Dataprev currently manages a portfolio of 64 software development projects, which includes sophisticated systems capable of storing, processing and updating information in real-time about millions of people covered by Brazil s social security program. Dataprev Since 2001, Dataprev has adopted a range of best practices processes to govern its software development projects. Due to the peculiarities of the Brazilian social security system and the clients specific software needs Dataprev developed its own methodology, which is aligned with PMI (Project Management Institute) PMBOK (Project Management Body of Knowledge) guidelines.

3 3 Customer Success Story: Dataprev December 2013 However, as the volume of client requests and projects began to grow, Dataprev encountered a number of challenges. As Denise Cascardo, Manager of the Project Management Office (PMO) at Dataprev, explains, It became impossible to deliver projects on time because we had no way of centrally managing client change requests or their impact on the project. In order to meet client demand, Dataprev recruited nearly 400 external contractors to create a Project Factory team. This made people management practically impossible without a tool that could integrate time management information with resource allocation details. Although Dataprev had an existing solution that helped maximize resource utilization, it did not enable managers to prioritize requests or projects or optimize development processes. We could only control time. The tool did not handle other important aspects of project management, recalls Cascardo. To address these limitations and meet the growing demand for its services, the company needed a solution that would provide managers with end-to-end visibility of software development projects. Furthermore, Dataprev s clients had started to demand more information about project progress. Solution Centralized and best practice project management At the end of 2008, Dataprev issued a tender for a software development project management solution. CA Project & Portfolio Management, met the requirements demanded by the company. The contract was signed in 2009, and the solution implementation then started. According to the initial maturity level established by the management team at Dataprev, projects were migrated to CA Project & Portfolio Management, which is used to track time, financial, resource and demand management information. After initial in-house training of its users, Dataprev signed up to CA Productivity Accelerator (CAPA) to provide an online help desk. This serves as a training center for new professionals, and facilitates continuous knowledge transfer one of the institution s corporate goals. The majority of CA Project & Portfolio Management features have been adopted by Dataprev and project data has been integrated with the company s enterprise resource planning (ERP) system to ensure accurate cost control. The financial management of projects will be further enhanced when Dataprev integrates the demand module with its ERP platform. Through this interface, the billing process will be triggered automatically in the ERP system the moment the product/project is approved by the client. In order to obtain an integrated view of all PMBOK disciplines and the characteristics of each project, the company uses CA Project & Portfolio Management to control the hours worked as well as the risk and resources of each project.

We also use the solution to create project status reports, which eliminates paperwork and provides us with a historical view of the project s progress. As part of the CA Project & Portfolio Management implementation, Dataprev has also adopted the solution s ideas module, which will eventually be made available to its government clients. As a result, clients will be able to send their ideas and proposals for evaluation by Dataprev. Once approved, the ideas or requests will be transformed into demands or new projects and move on to the development area. CA Project & Portfolio Management will integrate the cycle of ideas as well as demand and timesheet management. CA Project & Portfolio Management will integrate the entire cycle of ideas as well as demand and timesheet management enabling us to completely control our projects, comments Cascardo. Dataprev hopes to extend its use of CA Project & Portfolio Management timesheets to its product teams. This will enable us to precisely calculate product maintenance costs in comparison with earnings, adds Cascardo. All of the hours worked directly associated to project timetable tasks are entered in the CA Project & Portfolio Management, optimizing management of software development projects. By using the CA Project & Portfolio Management timesheet, these hours worked are controlled more precisely. We were able to make project delivery even more transparent, facilitating management and control of each task. It also made it possible to more precisely measure project team productivity and, as a consequence, provide for the creation of a benchmark for measurement in projects for future planning, adds the manager. This great visibility of resource utilization allows Dataprev to control projects with more accuracy. By using CA Project & Portfolio Management in tandem with its ERP solution, the company will have visibility of budgeted and actual costs for each project, as well as the charges it bills to clients. This helps prevent losses or extraordinary costs for either Dataprev or its customers. At Dataprev, development does not need to be profitable. In reality, the product needs to be profitable and not the project, affirms Denise. She says that today, 3.54% of Dataprev s revenues come from project development. The rest is from product support and maintenance. That is why it is so important to comply with product deadlines and quality. With CA Project & Portfolio Management, Dataprev has been able to improve the efficiency of project delivery by 40 percent. The improved management gives us more control and makes us more efficient when planning projects, says Denise.
