2 The River Region is home to a significant base of established businesses, and is one of North America s largest concentrations of heavy manufacturers, a reflection of its strategic location and competitive market access that it enjoys. These are export industries that are critical to the area s growth and vitality now and in the future: they provide a solid foundation for business retention, attraction, internal expansion as well as the formation of new business start-ups. Private industry has continued to invest billions of dollars as they expand operations to meet market demand. Marathon Oil Company recently announced a $3.2 billion expansion to increase their refining capacity from 180,000 barrels of oil per day to 425,000. Valero Energy Corp. announced a $1.4 billion expansion, increasing its refining capacity to 380,000 barrels per day. Entergy, the region s electrical service provider, also announced a $1.5 billion expansion of its local generating facility. One key reason specified repeatedly by such global companies is the productive and committed workforce. New industries have also found the River Region to be advantageous. The Renewable Energy Group started construction in June 2007 on a plant located at International Matex Tank Terminals (IMTT) where it will produce and store 60 million gallons of vegetable-based biodiesel a year. The company is the market leader in the production and sales of biodiesel and this will be its only plant in the U.S. that is located outside of the Midwest. A representative list of the companies and the industries in which they are located is illustrated in Table IV-1. 4 Worker Productivity and Quality Employers interviewed during the strategic planning process expressed satisfaction with their workforce, stating it was highly productive and qualified. They also indicated absenteeism was not a problem and that workers had a strong work ethic, influenced by both the history and heritage of many families in the area. Table IV-3, utilizing the 2002 Economic Census data for U.S. Metro Areas, compares the average value added per worker in manufacturing industries for the River Region to the averages of other southern metro areas. At annual productivity rates of $357 per production man-hour and $774,270 per production worker, the River Region exceeds the average manufacturing worker productivity rates for all metro areas by more than three times. 6 Worker Availability Employers of the region attract their workers from a wide ranging geographic area in Southeast Louisiana, as indicated by the data presented in Table IV-4. The 2000 Census reported approximately 62% of the region s workforce is drawn from its three parishes with the remainder from surrounding parishes. Workers residing in adjacent parishes of Jefferson (12.5%), Tangipahoa (4.1%), Ascension (4.0%), and Lafourche (3.6%) represent the parishes with the largest numbers of workers commuting to employment in the River Region. 9 Skill Level The employment base in the region has a significant concentration of skilled workers in engineering as well as those employed in support operations (i.e., processors, electricians, industrial machinery mechanics, machinists, machine operators, industrial truck and tractor drivers, and freight and material handlers). The region also has a large concentration of persons employed in business and financial services, and the administrative and clerical occupations that support them (see Table IV-6). 13 Right-to-Work State Louisiana is one of 22 Right-to-Work states in the country. According to the National Right-to- Work Legal Defense Foundation, Right-to-Work affirms the right of every American to work for a living without being compelled to belong to a union.
