Kansas State Board of Nursing will be celebrating 100 years of regulations with a ceremonial board meeting followed by a reception on Monday, July 1, 2013 at 1:30 pm. Carol Moreland reviewed items for discussion in the onsite packet. No additions or revisions to the agenda. The minutes from March 2013 meeting were reviewed. It was moved to approve the minutes from March 26, 2013 as distributed. Motion #1 Martin/Catanzaro Adopted Carol Moreland, program site visits, nursing program updates, and her projects. (See the Education Committee packet for the full report.) Site Visit Rpts: Colby CC: The February 19-20, 2013 site visit report at Colby Community College, ADN Program was reviewed. Site visitors were Patsy Zeller, MSN, APRN and Carol Moreland, MSN, RN. It was moved to accept the site visit report for Colby Community College, ADN Program with recommendations and to re-approve the program for a period consistent with ACEN (NLNAC) accreditation. Motion #2 Mills/Martin Adopted 1
2 Seward CCC/ATS: The March 20-21, 2013 site visit report at Seward County Community College/ATS PN Program was reviewed. Site visitors were Patsy Zeller, MSN, APRN and Carol Moreland MSN, RN. It was moved to accept the site visit report for Seward County Community College/ATS PN Program with recommendations and to re-approve the program for five years. Motion #3 Mills/Hensley Adopted Seward CCC/ATS: The March 20-21, 2013 site visit report at Seward County Community College/ATS ADN Program was reviewed. Site visitors were Patsy Zeller, MSN, APRN and Carol Moreland MSN, RN. It was moved to accept the site visit report for Seward County Community College/ATS ADN Program with recommendations and to re-approve the program for a period of eight years. Motion #4 Martin/Catanzaro Adopted Butler CC: The April 2-3, 2013 site visit report at Butler Community College, PN Program was reviewed. Site visitors were Patsy Zeller, MSN, APRN and Carol Moreland MSN, RN. It was moved to accept the site visit report for Butler Community College, PN Program with recommendations and re-approve the PN program for five years. Motion #5 Catanzaro/Martin Adopted. Mills Abstained Donnelly College: The April 9-10, 2013 site visit report at Donnelly College PN Program was reviewed. Site visitors were Rebecca Claus, MSN, RN and Carol Moreland MSN, RN. It was moved to accept the site visit report for Donnelly College PN Program with recommendations and to re-approve the PN program for five years. Motion #6 Hensley/Catanzaro Adopted Neosho CCC: The April 16-17, 2013 site visit report at Neosho County Community College PN Program was reviewed. Site visitors were Judith Hiner, RN, BSN, David Martin, RN, MN and Carol Moreland MSN, RN. It was moved to accept the site visit report for Neosho County Community College PN Program with recommendations and to re-approve the PN program for five years. Kansas City Kansas Community College PN Program to offer on-line course option for KSPN 128 Gerontology Starting Fall Motion #11 Catanzaro/Martin Adopted MANU: MidAmerica Nazarene University, ABSN Program represented by Susan Larson, PhD, RN requests to change the annual start dates of each ABSN cohort to coincide with program s midpoint (approximate). Instead of listing an August and January cohort, list a fall and spring cohort. Rationale for the change: The proposed adjustment (from January to spring ) will establish the new cohort start date at the mid-point of the fall/august cohort. Each ABSN cohort follows a pattern of six modules, each module lasting for seven weeks. MidAmerica Nazarene University, ABSN Program to change the annual start dates of each ABSN cohort to coincide with program s midpoint (approximate). Instead of listing an August and January cohort, list a fall and spring cohort. Motion #12 Catanzaro/Mills Adopted WU: Washburn University School of Nursing Post Masters Family Psychiatric Mental Health Nurse Practitioner (PMHNP) Program represented by Marian Jamison, RN, PhD requests to add two courses to the PMHNP Certificate Program. Rationale for the change: To provide needed lifespan content to the Post- Masters Family PMHNP certificate program. Washburn University School of Nursing Post Masters Family Psychiatric Mental Health Nurse Practitioner (PMHNP) Program to add NU 702 Special Tropics in Advanced Psychiatric Nursing of Children and Adolescence and NU 701 Advanced Health Assessment Childhood through Adolescence to the PMHNP Certificate Program. Motion #13 Martin/Mills Adopted. Catanzaro Abstained WU: Washburn University School of Nursing MSN Program represented by Marian Jamison, RN, PhD requests to change the Adult Nurse Practitioner Track to the Adult-Gerontology Nurse Practitioner Track. 4
5 Rationale for the change: Advanced practice nurses in primary care must be prepared to meet the needs of an aging population. Expanded gerontological competencies have been identified as desired outcomes for nurses at all levels of education, but they are compelling for nurse practitioners prepared for entry into primary care positions. Washburn University School of Nursing MSN Program to change the Adult Nurse Practitioner Track to the Adult-Gerontology Nurse Practitioner Track. Motion #14 Mills/Hensley Adopted. Catanzaro Abstained WU: Washburn University School of Nursing MSN Program represented by Marian Jamison, RN, PhD requests a revision of the MSN FNP Track. Rationale for the change: This will allow MSN students in the FNP track and post-masters DNP students in the FNP track to take the same FNP courses. A change in course name and title will make the courses more congruent with the University numbering system. It was moved to accept the Major Curriculum Request from Washburn University School of Nursing MSN Program for a revision of the MSN FNP Track as outlined with changes in the June 11, 2013 Education Committee Packet. Motion #15 Martin/Mills Adopted. Catanzaro Abstained Bethel College: Bethel College BSN Program represented by Phyllis Miller, MSN, RN, FHCE requests to make the NSG 316 Nursing Pharmacology course a prerequisite and change the title to Pharmacology. Rationale for the change: A change in delivery of the pharmacology content was approved in 2012 from a course delivered in one-hour increments across four semesters to a 3-hour course offered in the first semester of the junior year. This change makes room in the curriculum for fine-tuning other course offerings in the nursing program and having all NCLEX-related courses offered for three credit hours. Bethel College BSN Program to make the NSG 316 Nursing Pharmacology course a pre-requisite and change the title to Pharmacology. Motion #16 Hensley/Catanzaro Adopted Bethel College: Bethel College BSN Program represented by Phyllis Miller, MSN, RN, FHCE requests to increase NSG 402 Child and Family course from 2 hours to 3 credit hours. 5
6 Rationale for the change: Delivery of the Child and Family course has repeatedly been a challenge to fully cover the content desired for the course Bethel College BSN Program to increase NSG 402 Child and Family course from 2 hours to 3 credit hours. Motion #17 Catanzaro/Hensley Adopted Bethel College: Bethel College BSN Program represented by Phyllis Miller, MSN, RN, FHCE requests to increase NSG 327 Mental Health Nursing course from 2 hours to 3 credit hours. Rationale for the change: Delivery of the Mental Health Nursing course has repeatedly been a challenge to fully cover the content desired for the course Bethel College BSN Program to increase NSG 327 Mental Health Nursing course from 2 hours to 3 credit hours. Motion #18 Hensley/Zeller Adopted KWU: Kansas Wesleyan University BSN Program represented by Linda Adams- Wendling, PhD, APRN, GNP-BC requests to implement NURS 491 Complex Care Extern Elective. Rationale for the change: To provide students with the opportunity to learn the fundamental knowledge, skills, and attitudes in caring for complex care patients. Kansas Wesleyan University BSN Program to implement NURS 491 Complex Care Extern Elective. Motion #19 Mills/Zeller Adopted KWU: Kansas Wesleyan University BSN Program represented by Linda Adams- Wendling, PhD, APRN, GNP-BC requests to revise objectives for the following courses: NURS 250, NURS 260, NURS 304, NURS 312, NURS 401, NURS 402, NURS 403, NURS 414 and NURS 428. Rationale for the change: updating their objectives to reflect updated and current practices, including QSEN competencies. Kansas Wesleyan University BSN Program to revise objectives to incorporate QSEN competencies and best practices for the following 6
7 courses: NURS 250 (Introduction to Professional Nursing), NURS 260 (Information Management), NURS 304 (Interventions), NURS 308 (Adult Health), NURS 312 (Childbearing, Families and Women s Health), NURS 401 (Community and Transcultural Health Care), NURS 402 (Children s Health), NURS 403 (Psychiatric Mental Health), NURS 414 (Evidence Based Nursing Practice) and NURS 428 (Critical Care Nursing). Motion #20 Hensley/Catanzaro Adopted Seward CCC/ATS: Seward County Community College/ATS PN Program represented by Veda King, RN, MN, ACNS-BC requests to reduce NR 1705 Role Development of the Practical Nurse to 4 hours, 2 hours of theory and 2 hours of clinical, thus decreasing the Practical Nursing program to 43 total hours. Rationale for the change: Decreasing the number of hours NR 1705: Role Development of the Practical Nurse from 5 hours to 4 hours essentially decreases the number of hours that were included for NCLEX prep testing and remediation. There was a concern about the program length during a recent NLNAC visit. This will address change will address that concern. It was moved to deny the Major Curriculum Change Request from Seward County Community College/ATS PN Program to reduce NR 1705 Role Development of the Practical Nurse to 4 hours, 2 hours of theory and 2 hours of clinical, thus decreasing the Practical Nursing program to 43 total hours. Denied due to KBOR certificate C requirement of 44 hours minimum. Motion #21 Zeller/Mills Adopted Miscellaneous: Sweety Paudel: Sweety Paudel requests the Education Committee to waive the license validation requirement from Nepal. Rationale for the request: NEPAL license expired in 2009, CGFNS needs validation. Nepal won t give validation without Nepal license being renewed which requires experience in Nepal. It was moved to grant the waiver of license validation from Napal for Sweety Paudel as a requirement for part of her CGFNS Professional Report required for endorsement. Motion #22 Catanzaro/Martin Adopted KNEP article: Discussion of article RN to BSN Navigating the Return to Education requested for placement in the KSBN newsletter. It was moved to accept the KNEP article be approval for submission in the KSBN newsletter with the following amendments: Authors names be listed, removal of RN-BSN from title, article to be divided into two parts, 7
8 disclaimer that article is for information purposes only, that KSBN does not regulate post-licensure education inclusive of RN-BSN programs and information regarding KNEP organization. Motion #23 Catanzaro/Hensley Adopted 5 year legislative: Tabled for September 2013 Education Committee. It was move to review and for next applicable review. Motion #24 Martin/Mills Adopted Site Visit Schedule: Break: Open Session: The 2013 Nursing Program Site Visit Schedule was reviewed. Carol Moreland will be ing committee members for assistance with the site visits. 12:00 p.m. 12:10 p.m. Clinical Facilities Survey: Carol Moreland gave an update on the Clinical Facilities Survey. The Clinical Facilities Survey results are available on the KSBN website. MHT Licensure Exam Update: Carol Moreland gave an update on the MHT Licensure Exam. Carol and Mary Blubaugh had a preliminary discussion with an out of state vendor. Mary will be taking this information to the Board tomorrow. Petition Statistics: Test/Retest: Carol Moreland gave an update on the petition statistics since implementation of revised petition approval guidelines in June of Petition for Permission to Test/Retest Summary 3/6/2013 5/17/2013 for the following: Agenda for September, 2013 Erin Bishop Yana Bowen Victoria Leon Jean Claude Pierre Jessica Richardson-Cooks Monica Seidl Judy Woods It was moved to approve the Petition for Permission to Test/Retest NCLEX summary from March 6, 2013 to May 17, 2013 which includes Erin Bishop, Yana Bowen, Victoria Leon, Jean Claude Pierre, Jessica Richardson-Cooks, Monica Seidl and Judy Woods.
