1 The Accommodating Plan Formulated by the K-12 Education Administration, Ministry of Education for Senior High Schools (and below, including Preschools) in Response to the H7N9 Influenza Pandemic I. The plan is enforced in accordance with a. Provisions under Article 7 to 10 and Article 13 of School Health Statute; b. Relevant provisions and measures under Operation Guidelines for the Prevention and Control of Influenza modified in 2011, National Influenza Pandemic Contingency Plan - Phase II modified in June, 2012, and Manual for the Prevention of Seasonal Pandemic edited and published in December, 2012 by Centers for Disease Control; c. The resolutions of the first meeting held on April 3, 2013 by the CentralEpidemicCommandCenter for H7N9 influenza, the Executive Yuan. II. The purpose of this plan is to maintain the health of teachers and students, to ensure the facilitation of education and administration, and to prevent the spread of influenza through transmission in schools. III. Responsibilities of Each Division a. The Divisions and Sections of the K-12 EA, MOE has set up an Ad Hoc Emergency Task Force for Senior High Schools (and below, including Preschools) in Response to the H7N9 Influenza Pandemic (henceforth the Task Force). The Director-General takes on the role as the convener, the Deputy Director-General as the deputy convener, the chief secretary as the executive secretary, and the director of the Division of Student Affairs and Campus Security as the managing director. The other members of the task force are consisted of directors from the divisions of the K-12 EA, MOE, and could be increased pending on further needs. The responsibilities of 1
2 each division are specified as follows: 1 The Division of Student Affairs and Campus Security: Overseeing the accommodating plans taken by senior high schools (including below and preschools) towards the influenza pandemic; coordinating and implementing the announcements of influenza prevention and the report of influenza; providing psychological counseling to students quarantined at home; investigating and updating the pandemic situation in each school, including the number of staff, faculty and students quarantined at home, the number of schools (classes) suspended, and the prevention measures taken by each school. 2 The Division of Junior High School, Elementary School and Preschool Education: In response to the H7N9 influenza pandemic, based on the standards of class suspension set by the Central Epidemic Command Center, overseeing the response measures taken by city and county governments; supervising the accommodating arrangements of junior high schools, elementary schools and preschools due to the change of exam schedule, including the facilitating of e-learning courses for students quarantined at home by making online teaching materials available; advising students under 9 th grade to stay out of after-school classes and cram schools and avoid crowded public places during class suspension; reminding teachers to contact students quarantined at home regularly in order to follow up their learning and health status. Updating the daily information about pandemic situation from schools governed by city and county governments, including the number of faculty, staff and students quarantined at home, the number of schools 2
3 (classes) suspended and the prevention measures; taking necessary measures to assist students studying abroad at epidemic areas who plan to come back and study in Taiwan, as well as students who planed to study abroad and students participated in cross-strait educational exchange programs. 3 The Division of Academic and Vocational Senior High Education: Supervising the accommodating arrangements of senior high school due to the change of exam schedules; arranging schedule for class resumption (and class make-up) based on the announcement of class suspension, providing e-learning courses for students quarantined at home by making online teaching materials available; advising students to stay out of after-school classes and cram schools and avoid crowded and public places during class suspension. Updating the daily information about pandemic situation, including the number of faculty, staff and students quarantined at home, the number of schools (classes) suspended and the prevention measures. Taking necessary measures to assist overseas students in epidemic areas who plan to come back and continue studying in Taiwan, as well as students who plan to study abroad and students who participated in cross-strait educational exchange programs. 4 The Division for Indigenous People and Special Education: Supervising the accommodating arrangements of special school due to the change of exam and evaluation schedules; providing e-learning courses for students quarantined at home by making online teaching materials available, advising students to stay out of after-school classes and cram schools and avoid crowded and public places during class suspension. Updating the daily information about pandemic situation, including the number of faculty, staff and students quarantined at home, the number of schools (classes) suspended and the prevention measures. 3
4 Taking necessary measures to assist overseas students in epidemic areas who plan to come back and continue studying in Taiwan, as well as students who plan to study abroad and students who participated in cross-strait educational exchange programs. 5 The Office of Senior Executive Officers/ Specialists: Assisting the Divisions and Sections of the K-12 EA, MOE to supervise the prevention measures, including campaigns taken and reports made by schools of all levels; assisting the supervision of accommodating measures taken and report made by schools, reviewing the status of consultation of students quarantined at home, following up their status on irregular basis. 6 The Office of the Secretary: The procurement of materials (sanitizer, disinfectant, mask and thermometer) for prevention and control of influenza; providing assistance to the procurement of materials demanded by each unit related to prevention and control of influenza. Assisting the hospitalization of probable cases, the sterilization of the office building, the maintenance of the Campus Influenza Security Report System, including the information channels for media contact and news release. Processing the leave applications by technical workers, maintenance workers, project workers, and dispatch workers of this Administration who are quarantined at home and listed as probable cases and suspected cases. 7 Office of Personnel: Formulating the requirements for on leave applications for the staff of this Administration who are listed as cases under investigation, probable cases or confirmed cases, and the requirements for school and work suspension; to process on leave applications submitted by faculty, staff and 4
5 students who are listed as cases under investigation, probable cases or confirmed cases. 8 Office of Accounting : Locating the funding for the accommodating plan budget. 9 Office of Civil Service and Ethics : Assisting the supervision of accommodating measures for the prevention and control of H7N9 influenza. b. Governments of Municipalities and Counties (Cities): 1. The governments of municipalities and counties (cities) are required to set up an Ad Hoc Emergency Task Force for its supervision and coordination of the prevention and control of influenza. 2. Arranging the suspension and resumption (make-up) of classes in accordance with the standards set by the CentralEpidemicCommandCenter for H7N9 influenza and providing e-learning courses for students quarantined at home. Launching a website to provide information and schedule of making up classes when class suspension is announced. 3. Coordinating with local public health units and environmental protection units and preparing disinfectant and protective devices against influenza. Assisting sterilization on campus and if necessary, the hospitalization of faculty, staff and students infected with influenza. 4. Implementing the report of pandemic situation. 5. Announcing news of school and work suspension and class resumption (make-up) in accordance with the recommendations made by the director of the Central Epidemic Command Center for H7N9 influenza and the supplement regulations of class suspension formulated by the governments of municipalities and counties (cities). 6. Acting as the window for collecting the list of contacting person in each school. 7. Making sure that the HealthCenter (Clinic) in each school has prepared sufficient surgical masks for students with a fever. 8. Requiring schools to submit their list of students, faculty and staff who visit Mainland China or epidemic areas for academic 5
6 exchange and travel and report their health status; conducting campaigns for self-protection and self-recording of health status, examples of such campaigns: people who visited Mainland China recently, and had a fever or flu-like symptoms in the airport when returning to Taiwan, please ask for the assistance of quarantine officers; please wear a mask and seek medical treatment as soon as possible, if any influenza symptom appears after arriving home. c. Senior High Schools (including below and preschools) 1. Each school is required to set up an Ad Hoc Emergency Task Force for their supervision of the accommodating plan for the prevention and control of influenza pandemic. 2. Investigating the stock of products (sanitizer, disinfectant, mask and thermometer) for the prevention and control of influenza and to ensure sufficient supply. Requiring the faculty and students infected with influenza to wear masks, get proper rest and take plenty of water and to seek medical treatment as soon as possible if warning signs of influenza appear. 3. Providing faculty, staff, students and parents the information of infection route and prevention of influenza. 4. Providing sufficient and proper hand washing devices and create a hygienic environment. Conducting an overall cleaning and sterilization on campus if necessary. 5. Reporting the case of H7N9 infection in each school immediately to the Campus Security Online Report system on the website of Campus Security Center. 6. If the widespread of H7N9 influenza occurs and governments of municipalities and counties (cities) announce school suspension, post the textbook list on school website and encourage students to study online. Launching a website to provide information and schedule for making up classes when class suspension is announced. Formulating class make-up plan, rearranging lessons, and adjusting class schedule flexibly after resumption of classes. 7. Taking care of the status of students quarantined at home and providing mental counseling. d. The responsibilities of the Extramural Association (the Liaison Agency) of each municipality, county and city are specified as follows: 6

If any confirmed case of H7N9 occurs in Taiwan, each school is required to report influenza case daily before 9 a.m. and fill up the online form in the Report System of Influenza Pandemic (including H7N9 influenza) and Class Suspension for Schools (Institutions) at All Levels and Cram Schools on the website of the CampusSecurityReportCenter which is conducive to the data collection and compilation of the Administration. (For influenza pandemic report and class suspension, please wait for instructions from the Administration, which will be given after the report system is activated.) Cooperation required from each unit a. a. The Education Bureau (department) of each municipality, county and city, senior high schools (including below and preschools) (hereafter referred to as each unit) should coordinate and keep in close contact with the public health units to follow up the latest pandemic situation and take accommodating measures. b. Each division shall formulate its list of substitute personnel and measures to be taken in response to situations when staffs are listed as H7N9 suspected cases. c. Competent authorities shall formulate their measures to be followed by all units in response to H7N9 Influenza cases occurring in student dormitories at senior high schools and below. d. If any faculty, staff or students of units meets the requirements for collection of specimens, or someone or is identified as a suspected / confirmed case, units shall report to the Campus Security Center online following guidance of the Teaching Staff s Influenza Cases Management Flow Chart, and file on-line report according to Campus Security and Incident Reporting Key-points, and Campus Event Impact Level Sheet, thereby activating the preventative measure system, and seeking medical treatment based on the regulations of Centers for Disease Control, Taiwan (CDC). 7
8 e. All contingency measures, regulations and procedures of operation shall be revised when necessary and declared by all units based on the pandemic development. f. All units shall pay attention to their staff; those who have been to Influenza affected areas recently, have been exposed to Influenza patients, or who have symptoms of a cold or other respiratory disease must wear masks to prevent the contagion of respiratory disease. V. Effective Period This accommodating plan will come into force on the day of its declaration. VI. Command and Report a. Command for accommodating plan The convener of the Ad Hoc Task Force is responsible for command issues, while the Division of Student Affairs and Campus Security is responsible for command and reporting operations. b. Online Reporting Campus pandemic reporting shall be processed in accordance with the regulations of campus reporting operations.
