Howard Secretary January 2, 2013 The Honorable Martin O'Malley Governor of the State of Maryland 100 State Circle Annapolis, MD Dear Governor O'Malley: Education Article (G) charges the Maryland Higher Education Commission (MHEC) with submitting a report to the Governor and General Assembly on Fully On-Line Distance Education Programs-Registration. The report for 2012 is enclosed. This report includes: (1) the number of institutions of post-secondary education that apply for registration; (2) the type and size of the institutions that apply; (3) the number of institutions approved for registration; (4) the number of institutions denied registration; and (5) the number of Maryland students enrolled in institutions required to register under this section. Since this is the first report, certain data have not yet been captured and thus cannot be reported at this time. Sincerely, Danette G. Howard Secretary Background Fully On-Line Distance Education Program-Registration Report 2012 Education (G) of the Annotated Code of Maryland requires MHEC to report to the Governor and the General Assembly a Fully On-Line Distance Education Program- Registration Report. This report shall include: Report (1) The number of institutions of postsecondary education that apply for registration under this section: (2) The type and size of the institutions that apply; (3) The number of institutions approved for registration (4) The number of institutions denied registration; and (5) The number of Maryland students enrolled in institutions required to register under this section. From July 1, 2012 to December 17, 2012, the Maryland Higher Education Commission has received 140 applications from Out of State institutions seeking registration to offer their fully online programs with the state. The Secretary of Higher Education has issued registration to 71 Out of State institutions; 30 Private (For Profit), 17 Private (Not for Profit) and 9. I.
