1 JOB DESCRIPTION Job Title: NHS and Education Contract Compliance Officer Job Ref: HED167 Campus: Hendon Grade: 6 Salary: 30,355-34,812 including Outer London Weighting Period: Permanent Reporting to: Contract Compliance and Governance Manager (CC&GM) Reporting to Job Holder: Registration and Monitoring Officer Overall Purpose: To ensure compliance with the National Health Service (NHS) Contract (London Education Contract (LEC)); the Quality Assurance Contract Performance Management (QCPM); the Continuing Personal and Professional Development Contract (CPPD); and the Teaching Agency (TA) contract by providing, monitoring and managing information, data, and budgets within a highly regulated framework. Principal Duties: Management of the NHS Contracts Compliance Process for Continuing Personal and Professional Development (CPPD Contract) Under general guidelines, advise and provide regular information to NHS Business Managers and Health Care Sector Managers on a daily basis concerning their educational and training budgets within the CPPD contract. Encourage a culture that promotes local ownership of issues including the development of solutions to service problems. Takes the initiative when faced with a problematic budget deficit or surplus, guiding Senior Staff within the University and external Trust Managers with regards to procedures concerning spending and cost saving strategies. On at least a quarterly basis, arrange, administer, minute and chair contract monitoring meetings within the University and Health Care Sector partners to ensure co-operation with achieving both parties objectives and advise on matters of budget management. Inputting data is a pivotal part of the role, to ensure accurate records of attendance for contract funded students. Using project management methodology and software, on a weekly basis, coordinate, cost and monitor a portfolio of projects and bespoke provision. As required, provide training for new and inexperienced University staff and Health Care Sector managers on the contract monitoring processes and on the use of relevant IT systems, such as NTS and the CMDB.
2 Assist the CC&GM on a quarterly basis in the maintenance and development of the Departmental Operations Manual to ensure consistent and optimal application of contract monitoring procedure and policy. Populate, update and maintain the Shared Service and Local Education Training Board (LETB) CPPD Web based Commissioning Database (Portal) on a day to day basis to reflect current provision and commissioning status. Management of the Contracts Compliance Process for London Education Contract (LEC) Participate in quarterly attrition forums/meetings consisting of academic managers, placement managers and student support to identify and resolve problems in attrition. Liaise with the Admissions Communication and Operations Managers and the Contract Placements Co-ordinator to co-ordinate the timely submission of monthly pre-registration monitoring data to the Shared Service and Local Education Training Boards and matters concerning contract management and procedure. Have line management responsibility for the Registration and Monitoring Officer, whose work feeds into attrition information. Oversee the process for submitting recommendations to the NMC for students eligible to be awarded qualified nurse or midwife status. Management of the Contracts Compliance Process for CPPD and LEC Contracts Support the CC&GM in managing the CPPD and LEC contract reporting functions of the department and ensure that the Shared Service and LETB s schedules are adhered to; information requirements for NMC (Nursing and Midwifery Council) Annual Monitoring and QAA (Quality Assurance Agency) are met; and tailored management reporting needs for the School Executive are fulfilled. This involves management of the production of monthly, quarterly, annual and ad-hoc Contract Compliance reports.. Maintain the accuracy and quality of contractual information on University systems by working with departmental managers to maximise staff awareness of quality issues. Through policing the recorded data by running reports on a regular basis, ensure that information accessible to all stakeholders is accurate and error free. Play a proactive role in supporting the School of Health and Education senior team in the Quality Assurance Contract Performance Management (QCPM) and compliance procedures On a weekly basis liaise with the central finance department on matters concerning pre and post registration students funded through NHS contract and authorise and change a student fee status on MISIS to ensure accurate billing. Keep contract monitoring arrangements and processes under constant review and make recommendations to the CC&GM and Head of the Institute of Nursing, Midwifery and Social Work (HoINMSW) and to Heath Care Sector partners including advising of foreseen compliance deficits or any other irregularities as they arise. Extract and ensure the accuracy of data on NTS and MISIS required for the completion of quantitative data for the NHS QCPM.
3 Management of the Contracts Compliance Process for the Initial Teacher Training (ITT) and Early Years Professional Status (EYPS) Contracts Extract information from relevant online systems to obtain skills test results for past, present and future University ITT students. Liaise with representatives with respect to the accuracy of information held by those databases. Provide statistical information and reports as required by internal departments and external agencies. Such information includes numerical data and reports required for audits and inspections carried out by key stake holders including but not limited to the TA, Best Practice, Higher Education Statistics Agency (HESA) and Ofsted. Utilise the Teaching Agency s database to check the accuracy of, and sign off information held by them for the following areas: o University students on Subject Knowledge Enhancement (SKE) courses o University students on ITT course o Performance Profiles of current and previous ITT cohorts o CENSUS information held by the TA for University students Appropriate use, completion and submission of all TA reporting tools. Ensure that deadlines set by the TA for maintenance of information held on their database and actions required to be taken by the University, are strictly observed. Manage the upload of Qualified Teacher Status (QTS) recommendations for newly completed students via TA systems. Check the accuracy of and sign off information uploaded by University Student Records to the HESA system before it is transferred to the TA database. Utilise the Department of Educations Employee Access database to check information held for individuals with respect to their teacher status. Check and arrange for the correction of information held on MISIS for all ITT, SKE and EYPS students and update QTS information for ITT students as required. Liaise with EYPS teaching and administrative team to oversee the submission of data returns as required by main contractors and key stakeholders including Best Practice and the TA. Manage the processing of payments to schools in relation to placement of ITT students Ensure that the University keeps accurate records of students entitled to bonus payments (e.g. Golden Handshakes) and arrange for such awards to be paid to the students at the appropriate time. Technical and General Duties Maintain and develop the annual communication plan to support the contract and increase awareness and engagement of University staff and the Health Care Sector with the wide range of contract compliance and CPD services. Contribute to project groups and strategy meetings across the School and other departments.
4 Use the University MISIS System database on a daily basis, to both retrieve information and input data to feed into the Contract Monitoring process As duties and responsibilities change, the job description will be reviewed and amended in consultation with the post holder. The post holder will actively follow Middlesex University policies including equality and diversity policies. In addition, the post holder will maintain an awareness and observation of Fire and Health & Safety Regulations. The post holder will be expected to carry out any other tasks that may be reasonably requested to carry out by their line manager. Hours: Leave: 35.5 hours per week, actual hours by arrangement 30 days per annum plus eight Bank Holidays and seven University days taken at Christmas (pro rata for part-time staff) which may need to be taken as time off in lieu. Flexibility: Please note that given the need for flexibility in order to meet the changing requirements, the duties/location of the post and the role of the post holder may change after consultation.
